1 Exclusive Project Kick off and Workshop in Amsterdam Open Innovation in Cities: The case of Boston, Code for America and Code for Europe A new wave of fostering innovation in cities and creating cutting edge digital services 29 th 30 th March 2012, from to RAI Europaplein, Amsterdam How can cities solve the need of providing more and more diverse services, in a scenario of cutting budgets, while taking advantage of the opportunities that new technologies bring to us? Open Innovation managed to fulfill this promise in the private sector and is now being translated to the Public Sector, particularly to Cities. Code for America [1] is an organization born in 2011 that taps on volunteers to bring fresh and new air to City Halls, providing to cities the kind of apps that are changing our lives. Commons for Europe [2] and Open Cities [3] are European projects that aim to translate this experience to Europe. The success of Code for America has been highly acknowledged [4] with participating cities such as Boston, New York, San Francisco or Chicago and success stories such as adopt a Hydrant [5], and app that has been translated to different cities and contexts [6]. Boston has been at the forefront of this transformation, with experiences that range from using Innocentive for crowdsourcing apps to engaging with Code for America or fostering a leading incubator program.

2 Cities are in a process of transformation from Service Providers to managers of ecosystems, leading to more, better and more participatory services and in many ways reinventing not only cities but citizenship in the XXI century. 4 Keynotes Nigel Jacob, co chair of Mayor s Office of New Urban Mechanics, Boston City Hall Nigel Jacob (@nsjacob) has an extensive background in collaborative projects based on promoting citizen participation. The Major of Boston, Thomas M. Menino, gave him the task of co funding the office New Urban Mechanism, a civic innovation incubator that pertains to the city of Boston. Nigel Jacob is also an advisor in emerging technologies for the Mayor Menino. In fact, one of the four priorities for Mayor Merino, who started his tenure on 2010, was the creation of a sustainable and shared innovation economy where one central points is the creation of an innovation district dedicated to attract technological companies in emerging sectors. Before joining the City of Boston, Nigel worked for and funded several start ups in the Boston metropolitan area. In 2011 he has been recognized as a Public Official of the year by the Governing Magazine. Nigel Jacob belongs to a new generation of young managers of the main American cities who have taken as a duty the transformation of the relation between City and Citizens through the use of new technologies. It is very common to see him participating in events talking on how to transform cities [7] with New York (Rachel Chicago (John or the actual USA s CIO (Chris Vein, former CIO of San Francisco). One of the projects developed by Code for America in Boston was Adopt an Hydrant [4], an app with a website (boston.adoptahydrant.org) where residents can volunteer to shovel out specific hydrants in their neighborhoods, in order to keep them in good condition and accessible in case of fire or snow storms.

5 Joel Mahoney, Fellow at Code for America Joel Mahoney has been developing web applications since 1999, and has served as the COO and CTO of multiple start up companies. Recently, he was the lead architect of Pandoxa.com, a citizen engagement platform for the 2010 California Special Election. He holds a BA from Bates College in Lewiston, ME, and a MA from St. John s College in Santa Fe, NM.
