7 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information SECTION B COURSE INFORMATION 1 Nomenclature 1.1 Name of qualification Certificate IV in Rail and Tram Signal Systems 1.2 Nominal duration of the course 2 Development of the course 2.1 Industry/ enterprise/ community needs 380 hours Accreditation Standard 27.1 Industry need The last formal training for rail signalling operatives was conducted in Victoria through the Public Transport Corporation prior to the privatisation of the Victorian rail and tram system approximately ten years ago. Since then, systematic training in this skills area has virtually ceased. However, Victorian private Public Transport franchisees were aware from the start that ongoing training of signalling operatives was crucial for the functioning of a safe and efficient rail/tram network and their obligations to the Victorian Government under their franchise arrangements. Consequently, in March of 2003, the Victorian rail and tram infrastructure industry employers and unions convened a whole of industry sector meeting which resulted in the establishment of a tri-partite Rail & Tram Infrastructure Industry Committee (RTIIC) consisting of industry employers and unions and facilitated by EPIC ITB. A copy of the charter of the Rail & Tram Infrastructure Industry Committee (RTIIC) can be found in Appendix A. The major principle upon which the Rail & Tram Infrastructure Industry Committee was established was to provide a whole of industry forum for on-going industry-led direction for workforce competencies and training requirements. At that meeting, the RTIIC stakeholders unanimously endorsed that a project should be undertaken to analyse workforce skills sets and requirements and, where it was determined that there was a need, update existing units of competency and qualifications or develop new units of competency and qualifications. The workforce areas identified for this investigation included rail and tram signalling, communications, overhead traction, substations and track maintenance. A project submission was prepared and presented to the Department of Infrastructure by a delegation of industry representatives. The project was approved and has been conducted from that time. 8 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information Methodology At the outset of the project, the Rail Signalling Qualifications Technical Workgroup was established as a sub-committee of RTIIC. This sub-committee determined that there were no qualifications with appropriate pathways available to meet Victorian rail and tram signal, traction and communications maintenance skills requirements within existing training packages. A Dacum workshop for rail/tram signalling was conducted on 23 September This was followed by a validation workshop on 16 February Draft units of competency were developed and finally endorsed by RTIIC on 17 March In December 2005 the CMM Engineering Industries was approached by EPIC ITB to prepare an accreditation submission to the Victorian Qualifications Authority for the Certificate IV in Rail and Tram Signal Systems and to facilitate the final part of the accreditation process. The Victorian rail/tram industry requires that operatives working on rail/tram signalling equipment and associated infrastructure are fully qualified and licensed electrical trades persons and that rail/tram specific skills and knowledge are obtained through post trade training to a Certificate IV level. Two national Training Packages, Transport and Distribution (TDT02) and Electrotechnology (UTE99), where considered by RTICC during the course development phase as possible sources for the required qualification. Both packages where considered as being unsuitable. Transport and Distribution TP (TDT02) packaging rules do not allow packaging a Certificate IV without first meeting the packaging requirement for the embedded qualifications of Certificate I, II and III, thus requiring 28 units of competency to obtain certification. This number of units on top of basic electrical trade s training leads to unacceptable long training times. In addition, many units of competency from the embedded qualifications in the Transport and Distribution Training Package are not required by rail/tram signalling operatives. The Electrotechnology TP (UTE99) contains a potential set of units of competencies in its Certificate IV in Electrotechnology (Systems Electrician) (UTE41202). Two barriers to their adoption have been identified by the industry. Firstly, the qualification has no rail/tram specialisation and the units of competency make no reference to rail /tram signalling and their associated specific safety requirements. Secondly, the customisation rules for this qualification are inflexible. They state that where an September 2006 Page 7
9 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information existing qualification has been constructed in a manner that supports a regulatory outcome there is to be no customisation of the units. However, discussions were held with the National Skills Council, EE-Oz Training Standards, to incorporate rail/tram signalling units in the revision process of the Electrotechnology TP. Once a reviewed Electrotechnology Training Package has been endorsed, this course should be reviewed against the reviewed training package. Community need The community need is inferred as the course will cater for the training needs of operatives in the rail and tram signalling sector and is crucial for the safe operation of the rail and tram system and essential for public safety. Student demand Signalling operatives are also licensed electricians. Many of the prospective course participants will be existing qualified electrical workers whose current skills levels will be measured against the outcomes of the course to determine training gaps. A number of the current workforce, apprentices and recently qualified trades persons, are presently unable to gain full recognition as signalling technicians within the rail and tram industry until this course becomes available. A minimum of new entrants is required each year within the industry. UTENES002A Attend to breakdown UTENES008A Provide technical leadership in the workplace UTENES601A Co-ordinate the work of others The remainder of the units of competency for this course, were developed due to a lack of suitable nationally endorsed competencies addressing rail and tram signals equipment in the Victorian context. A detailed rationale is attached as Appendix C. 3.3 General competencies The key competencies are integrated into the units of competency as per part 5, section 2 of the Training Package Development Handbook. A summary table showing the performance levels of the general competencies against the units of competency is shown in Appendix B. 3.4 Recognition given to the course 3.5 Licensing/ regulatory requirements RTOs delivering the course will be required to address the general competencies through appropriate delivery and assessment strategies. 13 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information 4.2 Entry requirements Entry into this course is for learners who are eligible for the A-Class Electrical Licence issued by Energy Safe Victoria or equivalent. Learners are best equipped to achieve the course outcomes if they have minimum language, literacy and numeracy skills that are equivalent to level 3 of the National Reporting System (NRS). Details can be found on website: An individual, competent at level 3 of the NRS, will be able to demonstrate: Reading - reads and interprets texts of some complexity, integrating (where relevant) a number of pieces of information in order to generate meaning; - displays awareness of purpose of text, including un-stated meaning; - interprets and extrapolates from texts containing data which is unambiguously presented in graphic, diagrammatic, formatted or visual form. e.g. this includes referencing, interpretation und understanding of electrical and occupational health and safety legislation, regulations, wiring rules, Australian standards and manuals. Writing - communicate relationships between ideas through selecting and using grammatical structures and notations which are appropriate to the purpose; - produces and sequences paragraphs according to the purpose of text. e.g. this includes documenting and or write reports on faults and maintenance work and referencing them to current standards and regulations, if any. Numeracy - selects appropriate mathematical information embedded in a real life activity, item or text; - selects and applies a range of mathematical strategies to solve problems in a number of contexts, which are familiar yet may be interrelated; - reflects on and questions reasonableness and appropriateness of the purpose, process and outcomes of a mathematical activity; September 2006 Page 12
14 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information - uses oral and written informal and formal language and representation including symbols and diagrams to communicate mathematically. e.g this includes testing of electrical/electronic rail/tram signal installations and compare test results with applicable standards and regulations, calculate electrical parameters such as voltage, current and resistance and extract relevant data from data sheets, diagrams and sketches. Oral Communications - participates in short transactions, using basic generic structures, for the purpose of exchanging or obtaining goods and services; or gathering/providing information; - takes part in short interpersonal exchanges, demonstrating some awareness of register and interactional strategies, for the purpose of establishing, maintaining and developing relationships; exploring issues, or problem solving; - derives meaning from sustained oral texts. e.g. this includes communicating with work colleagues, supervisors, customers and regulators on technical and safety aspects of rail and tram signal equipment. 4.3 Pathways Pathways applicable to this course are: on the job/off the job learning; RPL/RCC; or a combination of the above Counselling of learners by course providers with respect to study pathways, RPL/RCC and any associated bridging studies or workplace involvement, that may be required is central to the successful implementation and completion of this course and should be provided at entry to the course. 4.4 Customisation The Certificate IV in Rail and Tram Signal Systems cannot be customised other than by replacing any elective (imported) unit with the updated version provided the overall intent of the unit has not changed. Notwithstanding the above customisation rules, RTOs must follow the customisation arrangements for imported units of competency as outlined in the customisation guidelines in the September 2006 Page 13

RTOs may also contextualise units of competency within this course by: modifying or adding content to identify unique aspects that apply to an industry, enterprise or particular student client group where this does not contradict the course rules on customisation; using enterprise-specific equipment, facilities or learning resources; including information on the context within which the outcomes can be achieved (e.g. relating to enterprise, industry or learner requirements); by changing assessment tools to suit the needs of particular clients or client groups (eg clients with special needs) or to suit the needs of an enterprise or industry sector. If additions are made to the evidence guide or knowledge and skills requirements within a unit of competency it must not be used as a barrier or impediment for completing the course. Assessment of additional evidence requirements and knowledge and skills shall be dealt with as a separate process to the assessment for competence in the unit. The above-mentioned guidelines identify the level of customisation possible. If further customisation is required, contact the proponent. 5 Assessment Accreditation Standard 28.1.b 5.1 Assessment strategy All assessment must be consistent with the requirements of Standard 8 of the AQTF Standards for Registered Training Organisations. For units of competency from nationally endorsed training packages evidence gathering and assessment must be in accordance with the assessment guidelines incorporated in the endorsed component of the training package in which the unit of competency was first endorsed. Notwithstanding the above, course providers will be required to adopt an assessment strategy that: incorporates continual feedback of individual progress toward, and achievement of competencies; addresses skills, attitudes and knowledge underpinning performance; September 2006 Page 14
16 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information gathers sufficient evidence to judge achievement of progress towards determining competence; utilises a variety of different processes/sources, i.e. written, oral, observation, projects; recognises achievement of elements/competencies regardless of where the enabling learning took place; fosters a collaborative and co-operative relationship between the learner and assessor; is flexible in regard to the range and type of evidence provided by the learner; provides opportunity for the learner to challenge assessment provisions and participate in reassessment; is equitable and fair to all learners; does not unnecessarily restrict the progress of a learner through the course; comprises a clear statement of both the criteria and assessment process; selects assessment tools to suit the needs of particular clients or client groups (e.g. clients with special needs) or to suit the needs of an enterprise; incorporates the general competencies within industry specific competencies. Assessment must include demonstration of competence and is supported by a range of evidence which may include assignments, projects, observations, oral or written communications, simulations, inspections, portfolio and testimony. Practical work may be assessed in the work place or under conditions, which simulate the normal work environment. The opportunity for learners to negotiate the form of assessment is also possible in many cases, e.g. alternative assessments for learners with special needs. 5.2 Assessor competencies The requirements for staff involved in assessment are stated in the Standards for Registered Training Organisations (Standard 7.3). However, if a person does not meet all the requirements to conduct assessment, one person with the competencies listed above and one or more persons who have the relevant vocational competencies may work together to conduct assessment. 5.3 Workplace assessment There is no mandatory workplace assessment requirement for units of competency in this course, although assessment should be conducted in the context of the workplace. 5.4 Recognition of Prior Learning (RPL) Participants may apply for Recognition of Prior Learning (RPL) or Recognition of Current Competencies (RCC). This allows participants to receive recognition and credit for the knowledge and skills they have, no matter how and where they were attained including overseas. This can include skills from previous studies, work experience or life experience. Assessment of competency for purposes of RPL/RCC may comprise any of the following: a challenge test or work performance; evidence of previous formal study; evidence of prior industry experience and qualifications; The method of assessment that is utilised will depend upon the competencies for which RPL/RCC is sought. RPL processes for this course must conform to Standard 8.2 of the Australian Quality Training Framework. 6 Delivery Accreditation Standard 28.1.e 6.1 Delivery modes Delivery strategies should be selected to reflect the nature of the industry specific competencies, incorporating general competencies, and the need of the learner. Due to the potential for a dispersed distribution of learners, course providers may wish to consider non-traditional strategies in the delivery of training. The facilitation of distance learning and the achievement of competencies through workplace activities or on-the-job training should be fostered and encouraged where possible. September 2006 Page 16
18 Accreditation Submission - Certificate IV in Rail and Tram Signal Systems Section B Course Information It is recommended that the courses be conducted using project based delivery and assessment methods to maximise opportunities for learners to have learning experiences which are as close as possible to a real-work environment. 6.2 Resources Successful delivery of this course requires access to current technology and equipment. For this to occur, providers and technology enterprises may form partnerships to deliver realistic and authentic training and assessment. The resources that should be available for this course relate to normal work practice using procedures, information and resources typical of a workplace. This should include: OH&S policy and work procedures and instructions; access to workplace environment; access to relevant electrical safety acts, service installation rules, standards, and codes of practice; access to relevant rail codes of practice, regulatations, and safety authorisation; operational access to relevant equipment, tools, materials and consumables; access to relevant plans, drawings and instructions; manufacturers specifications/manuals; relevant training packages. Qualifications of Trainers The requirements for trainer qualifications involved in training are stated in the Standards for Registered Training Organisations (Standard 7.4). A trainer must: must hold the Certificate IV in Training and Assessment TAA from the Training and Assessment Training Package TAA04 or is able to demonstrate equivalent competencies; or is under the direct supervision of a person who holds the Certificate IV TAA40104 in Training and Assessment or its equivalent; and is able to demonstrate vocational competencies, at least to the level of those being delivered. Refer to section 3.2 Competency Standards for a complete listing of units. 8 Ongoing monitoring and evaluation Accreditation Standard 28.1.h Ongoing evaluation and validation of this course is the responsibility of the Curriculum Maintenance Manager, Engineering Industries. A course advisory committee will be established for the ongoing monitoring and evaluation of the course. It will comprise representatives from the following areas: Curriculum Maintenance Manager, Engineering Industries Course providers Electrical regulator Industry representatives nominated by the Rail & Tram Infrastructure Industry Committee (RTIIC). The committee will: review the implementation of the program; provide advice on changing program requirements; monitor and evaluate course standards, delivery and assessment; and review the continuing need for this course should appropriate rail and tram signalling units be incorporated in a nationally endorsed training package. COMMITTEE PROCEDURES Representation The Chairperson is to be elected from Committee Members. The Chairperson will normally be appointed for a period of two years. The Secretariat shall be appointed by the Committee. Where the appointed committee member is unable to attend a meeting of the RTIIC, a proxy representative may attend. Representatives from the Department of Infrastructure and Office of the Chief Electrical Inspector will be invited to attend as observers. Where appropriate, the RTIIC may form subcommittees that report back to the RTIIC. Meeting Frequency Meetings shall be held at a frequency determined by the Committee. The Chairperson may change meeting dates, but at least 10 working days notice must be given to members of the revised dates. Where necessary, additional meetings may be called by the Chairperson. Quorum This to be 50% of the members or proxies plus one, with at least one member representing the Companies and one representing the Unions, and must include the Chairperson or acting Chairperson. Raising of Issues New Policy issues cannot be tabled at a committee meeting. Appropriate documentation, which allow the members to reach a considered opinion, must be included with the agenda, or otherwise provided to members such that they have received it at least 10 working days prior to the meeting. Exceptions may be allowed at the discretion of the Chairperson for urgent procedural matters. Administrative matters may be tabled for a decision at a Meeting, but every attempt should be made to provide appropriate information beforehand. The Committee is to make any subsequent recommendations. Making of Recommendations Where a policy issue is involved, every attempt is to be made to reach consensus amongst all members. Agenda and Minutes The agenda is to be approved by the Chairperson and distributed by the secretariat to members at least 5 working days prior to the RTIIC meeting. Minutes are to produced by the Secretariat and distributed to- Members of the Committee; Members of the subcommittees The Representative from the Department of Infrastructure; and The Representative from the Office of the Chief Electrical Inspector. The minutes of each meeting are to be distributed within 10 working days of each Committee meeting. ROLES Chairperson To represent the interests of the RTIIC including spokesperson to the other bodies as required; To chair the meetings of the RTIIC; To approve the minutes of Committee meetings; To deal with issues as appropriate between Committee meetings; and The Chairperson should arrange for an Acting Chairperson if the Chairperson is not able to attend a committee meeting. Committee Members To represent their appropriate constituency in the RTIIC by Facilitating the RTIIC process to their constituency; Acting as a conduit for information between the RTIIC and their constituency, and vice versa; and Committee members should arrange for a proxy in their absence if not able to attend a committee meeting. Secretariat Produce Agenda for RTIIC meetings and distribute these to members after Chairperson approval; Take minutes of RTIIC meetings and distribute these to members after Chairperson approval; Facilitate communications with RTIIC members; and Assist the Committee on administrative matters. 34 VBQU002 Maintain and repair signalling equipment and associated infrastructure VBQU002 Maintain and repair signalling equipment and associated infrastructure Field of Education Electronic Equipment Servicing Nominal Hours 80 Unit Descriptor This unit of competency sets out the knowledge and skills required to maintain and repair rail and tram signalling equipment and associated infrastructure, and to provide technical support to maintenance personnel. This includes safe working and regulatory requirements, if required The skills and knowledge described in this unit may only be practiced in the workplace under the codes of practice, regulations and safety authorisations of the state or territory for which the work is carried out. Application of the Unit The unit applies to enterprises where rail/tram signalling equipment and associated infrastructure is installed, maintained and repaired. Engineering category This unit of competency is intended for courses at Certificate IV level or higher. Electrical Engineering ELEMENT PERFORMANCE CRITERIA Elements describe the essential outcomes of a unit of competency. 1 Plan and prepare for signal maintenance Performance criteria describe the required performance needed to demonstrate achievement of the element.
