4 Section 2 Scope of Works This is an outline tender stage method statement which will be developed to construction phase upon award of the works. It should be noted that this Method Statement is INDICATIVE only. The works generally consist of the following elements: Attendance during the construction of the reinforced concrete wall to support the existing distressed party boundary wall. Removal of the asbestos cement roof covering and mansard panels. Erection of a scaffold platform and dust screen to rear elevation. Removal of internal M&E services. Demolition of the building to ground slab level. 4

5 SECTION 3 Method of Works. Plant Assigned to the project: 1 x 360 Excavator with pulveriser 1 x 25 Tonne Dump Truck 1 x Mobile Elevated Working Platform 1 x Crushing Station 1 x Hygiene Unit 1. Upon arrival on site operatives will receive a site specific induction detailing the arrangements in the site specific RAMS. Operatives will be required to sign the site induction register to confirm that the induction has been received and understood. 2. Site access will be via the main entrance gates off Ronald road. 5. Operatives will don the following PPE before entering the building: Hard Hat High Visibility Tabard Safety Footwear Gloves Safety Goggles Ear Protection Ori-nasal Half masks rated at FFP3. Attendance during the construction of the RC retaining wall. i) Operatives will carefully clear overgrown vegetation around the disused steel store by means of handheld tools to reduce likelihood of further structural distress. 5

6 ii) The steel store will be accessed and the contents emptied into a waste skip. The exact contents are not known at this stage as access has not been possible. Any items that can be recycled will be segregated and placed in an appropriate skip. iii) The empty steel store will be lifted onto a flatbed lorry by means of a hiab and carted from site for recycling. iv) The structural engineer will be invited to inspect the exposed section of the boundary wall. v) The principle contractor will commence construction of a secondary reinforced concrete wall to provide support to the existing distressed brickwork wall. Removal of Internal M&E i) The PC will arrange for the disconnection of all electrical, gas and water services. ii) The PC will issue a permit to work confirming the extent of service isolations. iii) Operatives will enter the building and remove all high level air conditioning units, water storage tanks, electrical fittings and the mezzanine floor. Access to high level will be via a suitable MEWP. Where a MEWP is not practicable due to space restraints, a scaffold tower will be utilised. Ladders will only be used for inspection and short duration works. 6

7 Scaffold Access Platform/Dust & Debris Screen. i) The PC will arrange via the client for residents to remove all garden items a minimum of three metres away from the boundary wall. ii) A specialist scaffold contractor will be appointed to erect a screen and single lift scaffold to the rear of the property within the residents gardens. The working platform will be used by our operatives to remove the asbestos cement panels to the mansard. iii) Scaffold operatives will be required to have received basic asbestos awareness training as part of their competencies. iv) The screen will be erected to ensure that the top extends at least one metre beyond the building ridge. v) Monoflex will be secured to the fan from ground level to the top secured with toggles. vi) Upon completion the scaffold contractor will invite the PC to inspect the structure and provide a completion certificate and scafftag. vii) The scaffold will be inspected prior to each use and by a competent person on a frequency not exceeding seven days. Note/ Design drawings will be required for this scaffold due to the potential imposed loading due to weather conditions. Asbestos Removal. The existing roof is constructed from corrugated asbestos cement sheets. Although this material is non-licensable we will be complying with best practice as detailed in the following documents: Control of Asbestos Regulations 2006 Asbestos Essentials HS (G) 210. i) Operatives will set up suitable water jets to suppress the asbestos cement sfairp. ii) Operatives will don disposable coveralls rated at class 3 (5/6 particulate tight) and ori-nasal half masks for which they have a current face-fit certificate fitted with P3 filters. iii) By means of a MEWP, operatives will access the internal straw board lining and lower to the ground for disposal as contaminated waste. 7

8 iv) Operatives will spray the straw board with a water /surfactant solution during removal to reduce the likelihood of fibre release. v) An initial high level asbestos cement roof sheet will be carefully broken out, (sacrificial sheet) whilst suppressing to gain access to the ridge tile/capping from inside. vi) Retaining bolts will be carefully cropped and passed through the asbestos cement sheets. vii) The asbestos cement sheets will be carefully lowered inwards and lowered to the ground. viii) Asbestos cement sheets will be placed on the forklift truck and placed in the asbestos skip. ix) The mansard asbestos cement sheets will be accessed via the scaffold to the rear of the property. All sheets will be removed in the same way as the roof sheets, However a sacrificial sheet will not be necessary. x) AC sheets will be passed into the building and placed on the FLT for disposal in the asbestos skip. xi) Upon completion of each shift, operatives will decontaminate in the Hygiene unit provided. 9 Demolition of Masonry Walls. i) Prior to commencement of works the client s structural engineer is to confirm the structural integrity of the wall. ii) The client and the appointed demolition contractor will agree any temporary shoring that may be required prior to disturbance. iii) Water jets will be utilised for the duration of the demolition works to reduce the likelihood of noise nuisance to the neighbouring residents. iv) Due to the structural distress of the building a 360 degree excavator fitted with a long reach pulveriser will be utilised to demolish the structure. v)the excavator will cause the walls to fall inward within its own footprint to reduce the need for operatives to work on an unstable structure. vi) Arisings will be loaded onto the dumper truck and conveyed to the crushing station. vii) Arisings will be crushed to the clients specification and/or removed from site for recycling. viii) Plant will be secured and immobilised whenever not in use. ix) Upon completion of the demolition works the site will be swept and handed back to the client. Site Clearance. Upon completion of the works all plant and equipment will be removed from site. 9

10 SECTION 5 Emergency Arrangements 1. The muster point will be located at the entrance gate located off Ronald Road. 2. Upon notification of imminent danger operatives will stop works immediately and make their way to the muster point. 3. The site manager or his deputy will check that all operatives are present by means of the site signing in book. 4. There will be a minimum of two first aiders on the site at all times. 5. Emergency services will be summonsed via the mobile phone network by dialling 999 or
