4 Jackson Memorial Hospital Jackson Memorial Hospital is the primary teaching hospital for the University of Miami Leonard M. Miller School of Medicine. Since 1952, the Public Health Trust has had a basic affiliation agreement with the medical school, supplemented by an annual operating agreement, which sets forth the responsibilities of and the services to be provided by each party. Of the nearly 1,000 full-time faculty members of the medical school, more than 600 are doctors engaged in clinical practice who have been granted medical staff privileges and can admit patients to Jackson Memorial Hospital. While Jackson Memorial and the University of Miami operate as independent institutions, many of the services and programs offered at the hospital and medical school have become closely integrated. This relationship has enabled Jackson Memorial Hospital to develop as a major tertiary care center, benefiting both the community and the region it serves. 7 Executive Biographies Darryl K. Sharpton, C.P.A./A.B.V. Chairman of the Board Darryl K. Sharpton, C.P.A. /A.B.V. was selected to serve as chairman of The Public Health Trust Board of Trustees (PHT) at its organizational meeting on June 3, This followed a two-year commitment as vice chairman of the Financial Recovery Board (FRB). The Jackson Board has returned to its traditional name PHT following a two-year assignment, which helped lead Miami-Dade s public health system out of a crisis. Mr. Sharpton was unanimously elected as the new chairman during the organizational meeting. A native of Louisiana, Mr. Sharpton has been a resident of Miami-Dade County since He is a graduate of Florida State University where he earned a Bachelor of Science degree in accounting. He is a certified public accountant and also holds the distinguished designation of Accredited in Business Valuation from the American Institute of Certified Public Accountants, and is recognized as a valuation and economic damages expert throughout the state. Mr. Sharpton brings substantial experience in accounting and business consulting to the helm of the board. He is President/CEO and Managing Partner of Sharpton, Brunson & Company, P. A., a premier South Florida accounting and consulting firm. He heads the company s consulting and litigation support practices. Before starting his firm in 1984, he worked as a consultant at PricewaterhouseCoopers. In 2001, he was appointed by Florida Governor Jeb Bush to the Miami-Dade Expressway Authority (MDX) and Metropolitan Planning Organization and served on those boards for six years. During his tenure at MDX, he was elected chairman of the board in 2003, and served four consecutive terms as chairman through Mr. Sharpton is affiliated with numerous professional and civic organizations, including the Orange Bowl Committee, Leadership Florida, the Family Christian Association of America, the Urban League of Greater Miami, and the American Institute of Certified Public Accountants, among others. His dedication to the community is evidenced by his volunteer work with his church, New Birth Baptist, where he serves as trustee. He also works with the Liberty City Optimist Club and is involved with numerous fundraising efforts for charitable organizations. Mr. Sharpton is a member of Alpha Phi Alpha and Sigma Pi Phi fraternities, and the New Providence Lodge #365. Carlos A. Migoya President and Chief Executive Officer Carlos A. Migoya has served as President and Chief Executive Officer of Jackson Health System since May 2011, overseeing one of the nation s largest and most respected public healthcare networks. In his first year at Jackson, Mr. Migoya led a transformation that reversed years of massive losses, including an $82 million loss in the prior year, and produced a surplus of more than $8 million. It was the first time Jackson produced a surplus since A year later, the surplus increased to more than $51 million. At the same time, FURST GROUP Ι 5

8 key indicators of healthcare quality and patient satisfaction improved, proving that public hospital systems need not choose between medical excellence and operational sustainability. In November 2013, he led a successful campaign in which 65 percent of Miami-Dade voters approved an $830 million bond program to renovate, modernize, and expand Jackson s facilities. Prior to joining Jackson, Mr. Migoya served as City Manager in Miami, successfully tackling the city s ailing budget issues. Most of Mr. Migoya s professional life has been spent in the banking industry, rising through the ranks over more than 40 years from part-time teller to regional president and CEO. He spent many years working for Wachovia, most recently as the regional president of Wachovia in North Carolina and the CEO for the Atlantic region, responsible for banking in New Jersey, Connecticut, and New York. He is actively involved in several community organizations, including having served as the foundation chairman of Florida International University and as a member of the university s Dean s Council, the College of Business Administration s principal advisory board. Since 2006, Mr. Migoya has served as a director of AutoNation, the largest auto retailer in the United States. He currently serves on the boards of the Downtown Charter School in Miami and the Jazz at Lincoln Center in New York City. Mr. Migoya earned an undergraduate degree in finance and a Master of Business Administration in finance from Florida International University. Don Steigman Chief Operating Officer Don Steigman has been the Chief Operating Officer of Jackson Health System since June Mr. Steigman has extensive experience in the healthcare industry and extensive knowledge of the South Florida healthcare market. Before joining Jackson Health System s senior executive team, he was CEO of a healthcare revenue cycle management company and founder of a healthcare consulting company that provided services to acute care hospitals and other providers in the industry. Mr. Steigman also served as senior vice president of the management team of Tenet Health System and was responsible for directing the strategy and operations for 15 acute care hospitals and one rehabilitation hospital in Florida and Alabama. Mr. Steigman is well-known throughout the healthcare industry. He has served as chairman of the Florida Hospital Association, the South Florida Hospital Association, and the Florida League of Health Systems. Mr. Steigman was also appointed to the Florida s Agency for Health Care Administration technical advisory panel relating to certificate of need and the Public Medical Assistance Trust Fund Task Force. He was on the board of the Cleveland Clinic Hospital in Weston, where he was instrumental in the development and operations of the facility in its early stages. He holds a bachelor s of science degree in health systems and management science from the University of Connecticut and a Master of Business Administration degree in healthcare administration from The George Washington University, in Washington, D.C. 9 Mark T. Knight Executive Vice President and Chief Financial Officer Mark T. Knight joined Jackson Health System as Executive Vice President and Chief Financial Officer in Mr. Knight was integral in leading the system s dramatic financial turnaround. After losing nearly $430 million from mid-2006 through mid-2011, Jackson earned an $8.2 million surplus in 2012 and nearly $51 million in surplus for Prior to joining Jackson, Mr. Knight served in CFO positions with the Health Care District of Palm Beach County, Miami Jewish Health System, and the North Broward Hospital District (Broward Health). Mr. Knight earned an undergraduate degree in business administration from Baylor University and a Master of Business Administration from Florida Atlantic University. In 2014, Mr. Knight won the South Florida Business Journal s CFO Award for Turnaround Achievement. He is a member of the National Multiple Sclerosis Society South Florida Chapter and Calvary Chapel Fort Lauderdale. Maria Huot-Barrientos Chief Human Resources Officer Maria Huot-Barrientos has held the position of Chief Human Resources Officer of the Jackson Health System since September Ms. Huot-Barrientos is a results oriented, senior human resources executive with extensive diversified experience in all key human resources capital management functional areas. Prior to being appointed as the CHRO, she held the positions of Corporate Director of HR and Director of Talent Acquisition. She has been a key member of the senior executive team that has, with the leadership of Mr. Migoya, led the successful transformation of the Jackson Health System. Ms. Huot-Barrientos has an undergraduate degree in business administration from Barry University and a master s degree in management from St. Thomas University. She also holds various certifications from organizations such as Cornell University, Society of Human Resources Management, and The Advisory Board Fellowship. FURST GROUP Ι 7

10 ... Position Description T he Chief Medical Information Officer is responsible for supporting the development of clinical information systems that assist in the delivery of patient care. The CMIO will participate as a member of the IT Steering Committee in representing the needs and requirements of the clinical/physician community and will serve as an advocate of management in promoting the use of information technology in the clinical setting. The position will work in partnership with information technology teams to translate clinical requirements into specifications for new clinical and research systems. Reporting Relationship The Chief Medical Information Officer reports to the Executive Vice President and Chief Financial Officer. Principal Accountabilities Serve as Chair for clinical advisory groups to provide broad-based input into the design of the clinical information system. Lead and facilitate clinician advisory groups in the design of clinical systems to support excellence in inpatient care and research. Engage patient care providers with varying roles, including physicians, nursing practitioners, nursing staff, ancillary department personnel, and medical records professionals, to contribute to the development and use of the clinical information system. Develop empathy and understanding of physician needs and build relationships with physicians to gain support of IT initiatives. Must be highly responsive to users needs, including training, to assure widespread acceptance and provider use of the clinical systems. Review medical informatics trends, experiences, and approaches; develop technical and application implementation strategies and assist in the development of strategic plans for clinical information systems. Work in concert with Information Technology Services (ITS) to design and implement systems supporting patient care and research activities. Lead design of clinical pathway models with physician, nursing, and administrative leadership, and assist in modification of these models to gain maximum efficacy and support for patient care and research protocols. 11 Lead development of clinical rules supporting patient care and protocol research as well as the design of clinical system features supporting protocol management and the use of the system to leverage the clinicians time and maximize communication with affiliates and referring physicians. Serve as member of the IT Steering Committee. Lead development and deployment of solutions that cluster information in disease and episodic categories for benchmarking, clinical severity, and variance analysis. Design and evaluate collection of data for clinical purposes, including tracking and interpretation of outcomes. Participate as a member of the system s executive team in developing policies and procedures for short- and long-term strategic financial plans and goals. Focus on customer service, providing the organization with a process for open ongoing communication. Function effectively in this political environment. Direct good business practices in the public healthcare environment. Adhere to the Standards of Excellence at all times and serve as a role model to all staff. Experience and Qualifications Must possess a doctorate degree in medicine. A graduate degree in medical informatics is highly preferred. Minimum of five years of clinical practice within an integrated system. At least five years of experience in a medical informatics systems leadership role. Proven track record of successfully leading a team responsible for implementing a systems conversion. Successful track record of partnering with clinical leadership to influence behaviors and utilize technology to improve the delivery and quality of care. Prior experience with clinical work flow in both inpatient and outpatient settings, as well as of outcomes measurement. Ability to demonstrate strong interpersonal and communication skills while interfacing with diverse personalities at all organizational levels.
