2 WE ARE THE COMMUNITY S COLLEGE! Lorain County Community College is an exciting, dynamic and highly respected institution created in 1963 to meet the higher education needs of the greater Lorain County community. The county, located in Northeast Ohio, is the 4 th largest county in the state by total area, and has a population of over 301,000 residents (2010 Census). Since opening its doors with 1,066 students, the ensuing decades have seen incredible growth in enrollment, physical facilities, program offerings and impact; and the College is now an economic engine not just for the local economy, but for the entire region. It currently offers over 100 associate degrees and certificate programs. The College is also a hub for much of the area s social, cultural and entertainment activities. On its attractive 220 acre main campus and 57 acre technology park, the College enrolls nearly 12,000 credit students in associate degree programs and an additional 3,000 in its unique University Partnership Program, whereby 12 colleges and universities offer 50 bachelor and masters degrees right on the college s campus. A leader in the state in dual enrollment, the College enrolls over 2,200 high school students in its College Credit Plus Program, entitled MyUniversity. The campus has grown over the years and currently has 1.2 million square feet of modern classroom and laboratory buildings, four Learning Centers, a culinary institute, and a Fab Lab, which is aligned with MIT, and it was the first college in Ohio to build an advanced technologies center used by students and community alike. The College campus is park-like and spacious, but is also just 30 minutes away from vibrant, urban and prospering Cleveland, Ohio. Over the years, Lorain County Community College has achieved many regional, state and national milestones and recognitions. The College s numerous awards include the 2015 Achieving the Dream Leader College and the Bill and Melinda Gates Completion by Design Pilot status, making the college one of three Ohio institutions in a four state cohort to be chosen for the program. The College was named both a Malcolm Baldridge Page 2
3 Quality Award and an Ohio Partnership for Excellence Award winner. Because of its focus on affordability and value, the College was recently recognized by the U.S. Department of Education (July 2015) with the lowest net price of any Ohio college and 38 th in the nation. It was again recognized by the Brookings Institute, which ranked the college as the Highest Value-Added in Ohio (May 2015). In addition to the numerous individual awards given to faculty and staff, the college has been recognized by the Aspen Institute as one of the top community colleges in the country, the only one in Ohio in The College is governed by a nine member Board, six of whom are appointed by the Lorain County Commissioners and three by the Governor. This body serves as the community s representatives and are deeply committed to student success and community engagement. Established in 1973, the Lorain County Community College Foundation, with over 55 board members, has an asset base of $46 million and completed a $20 million major gift campaign in The LCCC Foundation provides nearly $2 million in support annually in the form of scholarships, program support, and faculty awards. Additionally, the Foundation provides pre -seed venture capital awards of $1.2 million annually to start-up technology companies through its unique, nationally-recognized Innovation Fund. The College has an annual operating budget of over $64 mil and a capital budget of $24 mil. Operating revenue to support the College comes primarily from the following sources, Tuition (35%), State (39%), Local Levy (21%), Other (5%). More than 1,250 full-time and part-time faculty, staff and administrators work at the College and the institution is fully accredited by the Higher Learning Commission of the North Central Association of Colleges and Schools as well as several program-specific accrediting bodies. These are all principles that have driven Lorain County Community College in fulfilling its role as a comprehensive community college since it was founded in Driving student success, stimulating economic growth and inspiring community engagement are pillar priorities at the College. The institution is one that embraces its role as an affordable, accessible, high quality and responsive institution of higher education; one that is rooted in the needs of the community it serves. The next president will have the opportunity to build upon the strengths that have been developed over the 29-year term of the retiring president. There is incredible potential to take a solid foundation of support and commitment across a wide array of stakeholders and continue to track toward positively impacting education, economic, community and cultural development in the communities served by the College. 5 Maintaining Commitment to Community Service There is an overwhelming and wonderfully documented history of service to and engagement in the community and region by the College, and indeed by extension, to the state of Ohio. Through its commitment to students, partnership with community and business leaders, local agencies, and other institutions of higher education, Lorain County Community College is truly in and of the community. There is deep respect and pride for the mission both internally and externally, which serve as a solid base for continued engagement. The opportunity and challenge for the new president will be to become enmeshed in this community and to sustain and build upon this palpably strong relationship between the campus and the community. The new president will have to balance the desire to continue and even expand its economic and community programs, while at the same time support and enhance the College s strong academic community. Financial Support The College has a long and enviable record of financial stability. It is one of four community colleges in the state that, along with state and tuition based revenue support, also has the benefit of local tax levy support. A strong and healthy Foundation Board and a successful grants operation also assist in placing the College in the favorable fiscal condition of having balanced budgets every year and clean audits. Despite the budget uncertainties faced by this and all community colleges, there is optimism for the future given historic trends, a solid, embraced strategic vision and plan, and a very strong and committed Board of Trustees and Foundation Board. Innovative Academic Programs The College offers over 100 degree and certificate programs to nearly 12,000 students leading to attainment of an associate degree. Of these 12,000 students over 2,000 are currently enrolled in high school, either through the Lorain County Early College High School on the college campus or through dual enrollment under its MyUniversity Guarantee. Through this initiative, the College leads the state in the delivery of college coursework to high school students, awarding over 20,000 college credits to more than 2,000 high school students last year, saving families over $3.5 million in college costs at Lorain County Community College rates. Launched in 2014, MyUniversity, an innovative blend of the College s University Partnership and dual enrollment program, allows high school students to earn a bachelor degree by age 20 at 20% of the cost. Additionally, through its unique University Partnership Program, where 12 colleges and universities deliver 50 bachelor and master degrees to another 3,000 students right on the College s campus, the College has created the best value in the state of Ohio for achieving a bachelor s degree with an average savings of $50,000. This, along with enrollment fluctuations and an upcoming tax levy proposition in 2019, will require careful thought, planning and deft public relations skills. Page 5
6 as well as unpredictable and fluctuating demographics and economic realities of the county will require careful analysis, planning and resource allocation. The opportunity and challenge for the new president will be to improve student persistence and progression through to program completion and successful transfer to an advanced degree or job placement or advancement in their field of study. remediation, there is also a robust developmental education program. As a result of these programs, educational attainment in the County has significantly increased, outpacing other counties in the region. In fact, 1 in 4 county residents have attended the College and over 50% of households have a member who attended the College. The leadership opportunity will be to sustain and where possible strengthen the existing academic programs and services, insure that the academic core remains central and relevant, and that there is a balance between traditional academic offerings and the highly successful economic growth initiatives, community education and workforce training programs the College is known for and is encouraged to expand. Student Enrollment and Success As a result of its ties to the community, its lowest net price of any college in the state, and its ranking as the highest community college degree attainment in the state, Lorain County Community College has had relatively stable enrollment levels that follow the economic cycle in comparison to peer institutions. Prior to the most recent national economic downturn, the College experienced 120% growth in enrollment in first decade of this century; currently enrollment is stable, reflective of a recovering economy. However, the trend is not guaranteed. The developmental education needs, the state s new emphasis on Performance Based Funding, Succession and Campus Climate Faculty, staff, administration, the Board of Trustees, Foundation Board and the citizens of the community are proud of and embrace the College s mission, commitment to excellence, and community engagement. This is an institution that is driven to achieve academic and career success of students as well as meeting the current and future economic and community needs of a changing environment. One experiences the loyalty and dedication, as well as sensing some nervousness about the end of a 29-year record of highly successful visionary and innovative presidential leadership. However, one also senses that there is a clear understanding by the community that this transition offers an opportunity to secure new leadership for the future growth of the institution. The Lorain County Community College District Board of Trustees is therefore focused on a successful transition to new leadership. The leadership opportunity and challenge for the new president is to learn about, be absorbed in, and embrace the campus culture and engage this community in moving forward with the ambitious agenda described in its refreshed strategic plan entitled Vision Having achieved this, the new president must continue to serve the greater community and region by strengthening existing programs and services as well as developing new ones as conditions change internally and externally. 7 QUALIFICATIONS FOR THE PRESIDENT Lorain County Community College seeks a visionary and inspirational leader to nurture a culture of student success and continue the tradition of talent development, entrepreneurship and innovation initiatives that has made it a leader in regional growth and prosperity. The successful candidate will be one who can maintain the high standard for quality and continue the culture of collaboration in support of the College s mission. The successful candidate will be one whose education, experience achievements and personal characteristics most closely align with the College s leadership opportunities. LEADERSHIP and EXECUTIVE EXPERIENCE at a senior level indicative of leading a comprehensive community college. ACADEMIC CREDENTIALS appropriate for leading a college; a doctorate is preferred. EXPERIENCE with local, state, federal government, corporate, and private fundraising. ABILITY to work with a governing board. EXPERIENCE with successfully managing budgets and finances. INSPIRATIONAL, VISIONARY and CHARISMATIC, able to work and interact effectively with all internal and external stakeholders, especially elected officials, business and civic leaders, neighborhoods and citizens. Excellent COMMUNICATION skills with diverse audiences including students, faculty, staff, grassroots organizations, media, business and government leaders. High ethical standards and personal INTEGRITY. A person who will be comfortable in any company and who will maintain the highest VISIBILITY on and off campus.
