3 ... Jackson Health System J ackson Health System (JHS) is a non-profit academic medical system offering world-class care to any person who walks through its doors. Governed by the Public Health Trust, a dedicated team of citizen volunteers acting on behalf of the Miami-Dade Board of County Commissioners, Jackson Health System ensures that all residents of Miami-Dade County receive a single high standard of care regardless of their ability to pay. Jackson Health System is embarking on a comprehensive plan jointly sponsored by JHS, University of Miami Miller School of Medicine, and The Miami Project the world s most comprehensive spinal cord injury research center to reinvigorate its rehabilitation and research services. 4 Jackson Rehabilitation Hospital Jackson Rehabilitation Hospital provides comprehensive rehabilitative care to adults, adolescents, and children, while helping patients and their families with the recovery process. Led by an experienced, multidisciplinary team, Jackson s Rehabilitation Hospital delivers inpatient care, outpatient services for patients, and a wide array of support services for patients with spinal cord injuries, brain injuries, and a broad spectrum of medical and physical conditions. Services are designed to meet the varying needs of individual patients who will benefit from the resources of a major medical center, including specialists in every medical discipline. By working closely with patients and family members, the team continually strives to achieve the highest possible outcomes. Jackson Health System is embarking on a comprehensive plan to reinvigorate and reenvision its rehabilitation services. A critical piece of that plan is the construction of a new rehabilitation facility, slated to open approximately 36 months after permitting and design. FURST GROUP Ι 2

5 The new Jackson Rehabilitation Hospital will boast a new, efficient layout. The facility will have the latest state-of-the-art therapeutic equipment, updated occupational therapy simulations, and updated public patient areas. Additionally, there will be separate outpatient/inpatient adult therapy rooms and separate inpatient units for pediatric, spine, neurological, and orthopedic rehabilitation. The pediatric outpatient therapy will be moved to the new Children s Ambulatory Pavilion. Each floor of the rehab hospital will have a patient/visitor lounge so patents can get out of their rooms and socialize with other patients. Inpatient rooms will see an upgrade as well. All rooms will be equipped with the latest and greatest technology (i.e., voice interactive system, private TVs that project on the ceiling of spine patient rooms, and motion activated sensors for doors, faucets, and bathrooms). All rooms will have private bathrooms, a sitting area with a couch that pulls out into a bed, and a mini kitchen for transitional living. Additionally, the rooms will have a water hydration system for all beds and individual thermostats. Accreditation Jackson Rehabilitation Hospital has been awarded accreditation by: The Joint Commission The Commission for Accreditation of Rehabilitation Facilities (CARF) The State of Florida Brain and Spinal Cord Injury Programs Research With its high volume of patients, Jackson Health System is one of the nation s leading sites for rehabilitation research, education, and training. These new techniques and procedures are designed to improve patient care, facilitate the recovery process, and advance medical knowledge. The varied research projects underway at Jackson s Comprehensive Rehabilitation Hospital focus on several key areas. Spinal Cord Injuries The Spinal Cord Injury (SCI) service at Jackson s Rehabilitation Hospital is part of the South Florida SCI Model System, one of 14 nationally recognized SCI model systems that collect data on outcomes of acute SCI and conduct research. A unique aspect of Jackson s spinal cord injury program is its close connection with The Miami Project to Cure Paralysis, a research division of the University of Miami School of Medicine. The Miami Project is the largest, most comprehensive research effort in the world dedicated to finding a cure for paralysis. FURST GROUP Ι 3

6 Research studies at The Miami Project have included functional electric stimulation (FES), cycle ergometry and its effects on muscle mass, bone density, and cardiac function, and studies using the Lokomat. Research studies funded by the South Florida SCI Model System include studies on shoulder fair and pathology, quantitative ultrasounds and exercise, and collaborative studies with other SCI Model systems on quality of life and on the use of diaphragmatic pacing for ventilator-dependent patients. Other research studies include a multicenter study in collaboration with three other SCI Model systems on wheelchair training and maintenance and participation in a worldwide study on neuropathic pain. Traumatic Brain Injury The William Lehman Injury Research Center at the Ryder Trauma Center is dedicated to advancing the understanding, treatment, and rehabilitation of patients with traumatic brain injuries. The John T. Macdonald Foundation conducts genetic research, including a planned study on whether certain genes may affect outcomes for children with traumatic brain injuries. Improving a child s mental functioning. Pediatric researchers are studying whether certain medications used in adult patients may help children regain a higher level of mental functioning after a traumatic brain injury. Managing behavior. Medications used in the acute phase of a patient s care may also have long-term benefits to brain-injured children, adolescents, and adults. Traumatic Brain Injury Model Systems The rehabilitation medicine team at the University of Miami Miller School of Medicine in conjunction with Jackson Rehabilitation Hospital has been awarded a federal Traumatic Brain Injury Model Systems (TBIMS) grant of more than $2 million. Funded by the National Institute on Disability and Rehabilitation Research (NIDRR), the five-year grant will enhance rehabilitation services and research aimed at meeting the special needs of individuals with brain injuries as they progress through the clinical continuum, from emergency care to rehabilitation and community re-entry. The highly competitive selection process for the prestigious U.S. Department of Education funding resulted in UM/Jackson being the only Florida awardee, making it one of just 16 sites nationally that were awarded the grant. Last year, UM/Jackson was also awarded a Spinal Cord Injury Model Systems program grant, which is directed by Diana Cardenas, M.D., M.H.A., chair of rehabilitation medicine at the Miller School of Medicine and chief of rehabilitation at Jackson Memorial Hospital. 7 Jackson Memorial Hospital Jackson Memorial Hospital is the primary teaching hospital for the University of Miami Leonard M. Miller School of Medicine. Since 1952, the Public Health Trust has had a basic affiliation agreement with the medical school, supplemented by an annual operating agreement, which sets forth the responsibilities of and the services to be provided by each party. Of the nearly 1,000 full-time faculty members of the medical school, more than 600 are doctors engaged in clinical practice who have been granted medical staff privileges and can admit patients to Jackson Memorial Hospital. While Jackson Memorial and the University of Miami operate as independent institutions, many of the services and programs offered at the hospital and medical school have become closely integrated. This relationship has enabled Jackson Memorial Hospital to develop as a major tertiary care center, benefiting both the community and the region it serves. Green, M.D. and NFL Hall of Fame linebacker Nick Buoniconti helped found The Miami Project to Cure Paralysis after Nick s son, Marc, sustained a spinal cord injury during a college football game. Today, The Miami Project is the world s most comprehensive spinal cord injury research center and is a designated Center of Excellence at the University of Miami Miller School of Medicine. The Miami Project s international team is housed in the Lois Pope LIFE Center and includes more than 250 scientists, researchers, and clinicians who take innovative approaches to the challenges of brain and spinal cord injuries. The Miami Project s Christine E. Lynn Clinical Trials Initiative is designed to take discoveries found to be successful in laboratory studies and fast track them to human studies, like the FDA-approved Schwann cell transplantation trial. 10 Executive Biographies Darryl K. Sharpton, C.P.A./A.B.V. Chairman of the Board Darryl K. Sharpton, C.P.A. /A.B.V. was selected to serve as chairman of The Public Health Trust Board of Trustees (PHT) at its organizational meeting on June 3, This followed a two-year commitment as vice chairman of the Financial Recovery Board (FRB). The Jackson Board has returned to its traditional name PHT following a two-year assignment, which helped lead Miami-Dade s public health system out of a crisis. Mr. Sharpton was unanimously elected as the new chairman during the organizational meeting. A native of Louisiana, Mr. Sharpton has been a resident of Miami-Dade County since He is a graduate of Florida State University where he earned a Bachelor of Science degree in accounting. He is a certified public accountant and also holds the distinguished designation of Accredited in Business Valuation from the American Institute of Certified Public Accountants, and is recognized as a valuation and economic damages expert throughout the state. Mr. Sharpton brings substantial experience in accounting and business consulting to the helm of the board. He is President/CEO and Managing Partner of Sharpton, Brunson & Company, P. A., a premier South Florida accounting and consulting firm. He heads the company s consulting and litigation support practices. Before starting his firm in 1984, he worked as a consultant at PricewaterhouseCoopers. In 2001, he was appointed by Florida Governor Jeb Bush to the Miami-Dade Expressway Authority (MDX) and Metropolitan Planning Organization and served on those boards for six years. During his tenure at MDX, he was elected chairman of the board in 2003, and served four consecutive terms as chairman through Mr. Sharpton is affiliated with numerous professional and civic organizations, including the Orange Bowl Committee, Leadership Florida, the Family Christian Association of America, the Urban League of Greater Miami, and the American Institute of Certified Public Accountants, among others. His dedication to the community is evidenced by his volunteer work with his church, New Birth Baptist, where he serves as trustee. He also works with the Liberty City Optimist Club and is involved with numerous fundraising efforts for charitable organizations. Mr. Sharpton is a member of Alpha Phi Alpha and Sigma Pi Phi fraternities, and the New Providence Lodge #365. Carlos A. Migoya President and Chief Executive Officer Carlos A. Migoya has served as President and Chief Executive Officer of Jackson Health System since May 2011, overseeing one of the nation s largest and most respected public healthcare networks. In his first year at Jackson, Mr. Migoya led a transformation that FURST GROUP Ι 8

11 reversed years of massive losses, including an $82 million loss in the prior year, and produced a surplus of more than $8 million. It was the first time Jackson produced a surplus since A year later, the surplus increased to more than $45 million. At the same time, key indicators of healthcare quality and patient satisfaction improved, proving that public hospital systems need not choose between medical excellence and operational sustainability. In November 2013, he led a successful campaign in which 65 percent of Miami-Dade voters approved an $830 million bond program to renovate, modernize, and expand Jackson s facilities. Prior to joining Jackson, Mr. Migoya served as City Manager in Miami, successfully tackling the city s ailing budget issues. Most of Mr. Migoya s professional life has been spent in the banking industry, rising through the ranks over more than 40 years from part-time teller to regional president and CEO. He spent many years working for Wachovia, most recently as the regional president of Wachovia in North Carolina and the CEO for the Atlantic region, responsible for banking in New Jersey, Connecticut, and New York. He is actively involved in several community organizations, including having served as the foundation chairman of Florida International University and as a member of the university s Dean s Council, the College of Business Administration s principal advisory board. Since 2006, Mr. Migoya has served as a director of AutoNation, the largest auto retailer in the United States. He currently serves on the boards of the Downtown Charter School in Miami and the Jazz at Lincoln Center in New York City. Mr. Migoya earned an undergraduate degree in finance and a Master of Business Administration in finance from Florida International University. Pascal J. Goldschmidt, M.D. Senior Vice President for Medical Affairs and Dean Miller School of Medicine, University of Miami Pascal J. Goldschmidt, M.D., an internationally renowned cardiologist and cardiovascular researcher, is Senior Vice President for Medical Affairs and Dean of the University of Miami Leonard M. Miller School of Medicine. He also serves as Chief Executive Officer of the University of Miami Health System (UHealth), which includes three hospitals and more than two dozen outpatient facilities in Miami-Dade, Broward, Palm Beach, Monroe, and Collier counties, with more than 1,200 physicians and 8,000 staff. Since his arrival in April 2006, Dr. Goldschmidt has overseen tremendous growth on the medical campus in Miami, with the November 2007 purchase of Cedars Medical Center, which is now University of Miami Hospital, the flagship hospital of UHealth. He also established the first allopathic internal medicine residency training program in Palm Beach County. New global health clinical and research initiatives include the Global Institute for Community Health and Development and the International Medicine Institute. It was through the Global Institute for Community Health and Development that Dr. Goldschmidt was able to launch and oversee the medical relief effort in Haiti after the January 2010 earthquake. 12 Miller School physicians, nurses, and staff was the first to arrive in Port-au-Prince, and within nine days of the earthquake, the University of Miami Hospital in Haiti was open and treating patients. The research enterprise has also grown significantly since 2006 with the creation of the John P. Hussman Institute for Human Genomics, the Dr. John T. Macdonald Foundation Biomedical Nanotechnology Institute at UM (BioNIUM), and the Interdisciplinary Stem Cell Institute. All three institutes are headed by world-renowned researchers. In October 2008, Dr. Goldschmidt received the inaugural Jay and Jeanie Schottenstein Prize in Cardiovascular Sciences from the Ohio State University Heart and Vascular Center. The prize is awarded biennially to an international leader in the clinical sciences of cardiovascular medicine, cardiothoracic surgery, or the basic sciences of molecular or cellular cardiology. Dr. Goldschmidt, whose research applies genomics and cell therapy to the prevention, diagnosis, and treatment of coronary artery disease, was previously chairman of the Department of Medicine at Duke University Medical Center. Before taking the chairman s role, he served as chief of Duke s Division of Cardiology. Before joining the Duke faculty in 2000, he was director of cardiology at The Ohio State University College of Medicine and Public Health, where he built the Heart and Lung Research Institute and launched a heart hospital. A native of Belgium, Dr. Goldschmidt received his medical degree from the Universite Libre de Bruxelles and completed residency and fellowship training in Brussels at Erasme Academic Hospital and in the United States at Union Memorial Hospital and The Johns Hopkins University. Following his training at Hopkins, he served as an assistant, then associate professor in the university s Division of Cardiology in the Department of Medicine, Department of Cell Biology and Anatomy, and Department of Pathology until Barth Green, M.D. Founder The Miami Project Professor and Chairman of the Department of Neurological Surgery Miller School of Medicine, University of Miami Barth Green, M.D. is presently professor and chairman of the Department of Neurological Surgery at the University of Miami Miller School of Medicine. He specializes in the surgical management of complex spinal cord injuries and disorders. As a medical student at Indiana University, Dr. Green worked with paraplegics who volunteered in the spinal cord research laboratory. He developed a deep admiration for individuals whose lives are changed by paralysis, and found within himself a life-long commitment to pursue effective treatments and ultimately find a cure for paralysis. At Northwestern University, Dr. Green developed a special interest in spine surgery during his neurosurgical residency. And, he continued his research into the many challenges of paralysis. 13 In the mid-1970s, the Jackson Memorial/University of Miami/VA Medical Center recruited Dr. Green to create a spinal cord injury program. During his first years at the University, he helped found the first state-wide system for the care of individuals who have spinal cord injuries. In 1985, his research and clinical activities led to the joining of hands with the Buoniconti family. Together, they co-founded The Miami Project to Cure Paralysis. Today, The Miami Project is the most comprehensive spinal cord injury and paralysis research center in the world. Dr. Green has been practicing medicine and conducting research for over 30 years and for 22 years, he served as the president of The Miami Project. Both peers and colleagues alike admire the passionate and energetic manner he has in the pursuit of his work. FURST GROUP Ι 11

Position Description T he Chief Administrative Officer (CAO) provides leadership for the clinical, operational, and financial development of the Rehabilitation Hospital to provide for exceptional quality of care the fulfillment of the organizational mission. This executive develops and executes strategic initiatives to achieve goals related to the successful operation of a medical center which are in support of the overall strategic plan of the Jackson Health System (JHS). The CAO provides for communication and interface with the JHS to ensure integration and compliance with all relevant federal, state, and local standards, guidelines, and regulations. Additionally, this role participates as a member of the Executive Team of the JHS. Reporting Relationship The Chief Administrative Officer reports to the Executive Vice President and Chief Operating Officer. Principal Accountabilities Works with architect/contractor to establish a functional hospital design that meets hospital and healthcare regulation standards. Ensures hospital meets and is in compliance with all municipal, state, and federal regulating and accrediting bodies. Obtains and maintains necessary hospital licensures and certifications as required by governing bodies. Establishes a hospital management structure and identifies quality candidates to fulfill these roles. Provides leadership framework for planning, directing, coordinating, and improving services that are responsive to the needs of the JHS and Rehabilitation Hospital customers, including but not limited to physicians, patients, families, employees, payers, and relevant agencies. 15 Develops and executives long- and short-term objectives, which complement the JHS strategic plan and are designed to support the community and ensure the viability of the Rehabilitation Hospital. Provides leadership and support in the communication of the JHS mission and vision statements. Provides the COO and President/Chief Executive Officer of the JHS with pertinent information regarding goal achievement, the quality of services rendered, financial results, and ongoing operations of the Rehabilitation Hospital, and provides recommendations for changes in strategies. Ensures that sound financial strategies and policies within the Rehabilitation Hospital are developed and implemented within the CAO s span of authority. Provides specific opportunities for the ongoing development of administrative, leadership, and team building skills of the Rehabilitation Hospital staff. Develops and maintains sound business relationships with key people in the community so as to promote the Rehabilitation Hospital as a quality, professional healthcare organization. Develops and implements Performance Improvement Programs in cooperation with physicians, managers, and staff to ensure the provision of high quality services. Prepares and manages operational budgets, including personnel, contractual services, supplies, and capital equipment. Ensures development and implementation of organization-wide and unit specific, age specific, safety, security, and infection control standards, and customer advocacy standards. Keeps abreast of issues related to the Rehabilitation Hospital, healthcare finance, and pertinent legislation. Participates in professional healthcare executive associations. Maintains an ongoing program of continuing education. Reviews, analyzes, and interprets financial statistical information and implements operational modifications necessary to maintain budgetary plan and effectively manage hospital costs. Promotes the development and implementation of processes which assess levels of performance based upon the Trust s mission and vision statements. FURST GROUP Ι 13

16 Ensures staff participation in required education programs and appropriate orientation and training courses to maintain competency in job skills, knowledge, and equipment. Sets expectations for and supports an atmosphere of exceptional customer services. Recommends improvements to hospital facilities and services, including new program development, construction, and purchase of capital equipment. Develops and maintains positive relationships with medical staff. Identifies need for medical coverage and recruits physicians as necessary to ensure quality patient services. Maintains comprehensive knowledge of JHS policies and procedures and ensures facilitywide compliance. Nurtures excellent working relationships with and promotes collaborative practice between all clinical areas, the medical staff, and their counterparts throughout the JHS. Performs other duties and related functions. Experience and Qualifications Master s degree in business, healthcare, or a related field. Minimum of 10 years of senior management experience, preferably in an academic medical center or urban hospital. Demonstrated track record (at least five years) of strategically expanding services in a multispecialty provider setting, preferably in a rehabilitation hospital, to include partnering with physicians, patients, and families to meet their needs. Proven ability to work with architects and contractors and oversee the construction and/or renovation that meets healthcare regulation standards. Knowledgeable in current healthcare trends and policies. Strong verbal, active listening, and written communication skills required. Must be a team builder and possess good interpersonal skills, including the ability to persuade others to change their minds or behavior and effectively work with all levels of the organization. Should immediately be recognizable as a leader. Must be self-dedicated, thorough, and committed to a team approach. 20 Economy Miami is one of the country s most important financial centers. It is a major center of commerce, finances, corporate headquarters, and boasts a strong international business community. According to the ranking of world cities undertaken by the Globalization and World Cities Study Group and Network (GaWC) and based on the level of presence of global corporate service organizations, Miami is considered a beta world city. Transportation Miami International Airport (MIA) has the third-highest international passenger traffic in the United States. MIA is commonly known as the Hub of the Americas, serving as the vital gateway between the United States and Latin America and offering more flights to those countries than all other U.S. airports combined. The Port of Miami is known as the cruise ship capital of the world. Education Miami-Dade County Public Schools is the fourth-largest school district in the United States, comprised of 392 schools, 345,000 students, and over 40,000 employees. Located at the southern end of the Florida peninsula, the school district stretches over 2,000 square miles of diverse and vibrant communities ranging from rural and suburban to urban cities and municipalities. Arts and Culture Greater Miami and the Beaches thriving art scene reflect the strong multicultural influence that is an integral part of the destination.
