Energy enables social and economic development, from basic needs such as the production and distribution of water, the production, processing, preparation and distribution of food, lighting and comfort, to advanced industrial activities such as bauxite and other processes. However, security of energy supply is a perennial global conversation, even as energy affordability overshadows the broader picture of availability and use in Jamaica. This course prepares the participant to better understand the global energy problem and how to innovatively utilize 1
2 sustainable energy business options as a cost effective and long term solution to the region s ongoing energy challenges. Cost aside, energy sourcing and usage both impact the environment significantly, and the Jamaican Government and companies are under more scrutiny than ever about producing and consuming energy in a more sustainable manner. To mobilize action and partnerships focused on sustainably meeting the increasing energy requirements of businesses and society, investors and other major stakeholders must understand and appreciate the regional and global energy dynamics. The problem is that the region, including Jamaica, does not fully understand and appreciate the energy problem in the region, and thus have been unable to come up with sustainable solutions that are business centred to attract the levels of capital investment required. The United Nations has demonstrated that it fully understands the problem, the extent to which the Secretary-General Ban Ki-moon has launched a global initiative called Sustainable Energy for All. This initiative has set three primary objectives, to be met by 2030: ensuring universal access to modern energy services; doubling the global rate of improvement in energy efficiency; and doubling the share of renewable energy in the global energy mix. Sustainable Energy for All strives to leverage the global convening power of the United Nations to mobilize people, organizations and countries on a broad scale and to facilitate a rapidly expanding, cross-sector knowledge and action network. These three primary objectives are all featured in the National Energy Policy of Jamaica, except that the targets set by Jamaica are significantly greater than those set by the United Nations for obvious reasons. The efforts to date in pursuit of these objectives in Jamaica are non-existent, and at best weak, primarily because of a lack of understanding at the policy level and a greater lack of understanding at the business facilitation levels. The limited impact to date is not lost only on the reasons earlier given, as other barriers and challenges persist. Businesses are expected to play a leadership role as innovators, solution designers, and drivers of investment, but they cannot accomplish their sustainable energy and business goals alone. The absence of an enabling environment meant to build and accelerate public-private partnerships that can reduce risks, facilitate research and development, and solve policy and financing challenges must be underscored. The Government of Jamaica is expected to play its role in the provision of guidance, and to inspire action and collaboration across all industries, from energy producers to energy consumers. The challenge of sustainable energy will however not be met overnight. Work has to be done to engage the economy s most powerful force, the private sector, to build the foundations of a new era of sustainable energy. Northern Caribbean University can play its part by aiding in the building of capacity for all publics, the extent to which, our local financial institutions can better understand the language of the energy sector, but importantly the language of investors, and investors will in turn have the confidence in the country and the various institutions to facilitate the types of investments required for sustained economic growth, particularly in the energy sector, energy being the lifeblood of the economy. This course is intended to bridge this gap by providing much needed capacity building in sustainable energy business management to all energy stakeholders and to further demonstrate how to drive investment in the energy sector in a sustainable way. The promise for meaningful 2
3 and sustained employment on completing this certificate course is great, as opportunities for business ventures transcends all sectors of the economy. The following outline details the essential principles, techniques, tools, and protocols that participants must appreciate and understand in order to efficiently and successfully function as sustainable energy business management specialists in the energy, financial and other sectors. In essence it is designed to build human capacity to aid in a comprehensive response for the energy needs of today s businesses. Prior knowledge of the fundamentals of sustainable energy business management is a rarity in the developing world and is therefore not a requirement for this course. The target group is ideally comprised of functionaries in financial institutions, policy makers, regulators, developers, equipment and service provider in the energy sector, as well as the individual who are merely interested in acquiring business management skills in the sustainable energy arena that may be applied anywhere in the world upon certification. 3.0 Course Benefits In the main, participants will benefit from this course as follows: The acquisition of business management expertise in the coveted energy sector making the participant much more marketable and better positioned for career advancement. The acquisition of a rare, yet unique skillset in a bespoke and critical sector of the economy that is positioned to grow as a result of new products within a new Energy Services Industry. Knowledge and technical know-how for the preparation, development and evaluation of investment grade proposals for energy related initiatives. Acquisition of technical exposure that allows for the development of new commercial products and services within the financial and energy services sector. An opportunity to be the sector leader in terms of the development and offering of varied financing options, and the creation of a suite of investment portfolio for different types of sustainable energy businesses. All participants are expected to have a laptop for use during practical exemplification of key tools and techniques. 4.0 Course Learning Outcomes: At the end of this course, participant should be able to do the following as a result of the use of ethical principles to complement the technical and philosophical underpinnings of the course content: Develop and present a comprehensive investment proposal for a sustainable energy business, showing the advantages and disadvantages of different financing options. Evaluate and make a recommendation on an investment grade proposal for a sustainable energy business, considering the advantages/disadvantages of different financing options. Undertake a comprehensive cost/benefit analysis of a complex ESCO type operation as a new business within the current institutional, regulatory, and economic frameworks. 3
4 Identify and manage the potential risks and exposure associated with the processing of a business proposal up to the approval stage. Develop a stakeholder management plan to facilitate the effective management of key stakeholders for the success of a large investment project from start to finish. Demonstrate technical capacity and competence to collect, monitor, and validate data generated as a result of the implementation and tracking of energy related projects. Demonstrate knowledge and competence in the modeling and development of small business opportunities along the energy efficiency value chain. Demonstrate the economic and financial benefits that may be accrued from appropriate environmental stewardship and how this is converted to capital when implementing energy projects Integration of Faith and Learning Outcomes Participants should further be able to: 1. Demonstrate that ethics and morality as good Christian virtues are in many respects the bedrock principles on which well-intentioned, and the most productive business relationships are developed and sustained. 2. Exhibit behaviours that reflect a lifestyle that engenders the positive NCU values and attitudes through Christlikeness, Integrity, and Justice. 5.0 Course Structure This course is designed to be delivered as a 45 hours contact module, and is fully aligned with the content requirements of the Efficiency Valuation Organization (EVO) as well as the Association of Energy Engineers (AEE), noted authorities on sustainable energy business management and monitoring and evaluation from a business financing and technical capacity building perspective. The Sustainable Energy Business Management Course covers the following topics: 1. Energy Sector Overview 2. Energy Accounting and Economics 3. Energy Audits, Instrumentation, and Facility Control 4. Energy Efficiency Systems Optimization 5. International Energy Efficiency Financing Protocol 6. International Performance Measurement and Verification Protocol 7. Energy Efficiency Value Chain 8. Energy Efficiency Performance Contracting 9. Project Management Fundamentals 6.0 Course Material and Method of Delivery The course material are fundamentally based on two publications from the Efficiency Valuation Organization (EVO) and a text from Capehart, Turner and Kennedy. 4
5 A face-to-face approach for course delivery is the preferred methodology. Individual and group assignments will be used for assessment purposes but practical exercises and multiple choice tests will also be used throughout the course. The International Energy Efficiency Financial and International Performance Measurement and Verifications Protocols and their attendant tools will be key features of the course development and delivery. Practical scenarios and a field excursion will be used in the main for training and awareness, primarily for non-technical participants. 7.0 Evaluation & Certification Participants will be consistently evaluated. Course grades will be based on individual assessments, group assignments, and a micro project simulation. The grades will be determined as follows: 1. Quiz 15 % 2. Case Development 15 % 3. Accounting 5 % 4. Examination 30 % 5. Project Simulation 35 % % At the end of the course, participants will be awarded either a Certificate of Achievement or a Certificate of Participation. A reward for a Certificate of Achievement suggests that: A participant achieved a grade of 60 % or more on individual and group assignments. Participants must be present for at least 36 hours out of the total 45 contact hours. A reward for a Certificate of Participation suggests that: A participant achieve an overall grade of less than 60 % Participants must be present for at least 36 hours out of the total 45 contact hours. 8.0 Grading Policy Students will earn both a letter grade and a corresponding score based on the quality of work as presented for each assessment consistent with Table 1 below. 6 Course facilitators are experienced professionals and are holders of at least a Master s Degree in their respective areas of expertise and professional credentials in the Energy, Finance, Legal, and other applicable technical fields. Facilitators must hold membership in their respective professional bodies. 10.
