Friedman, PhD, MPH 2175 K Street NW, Suite K Street, NW, Suite 320 Phone: Phone: Department fax: Mission Statement The Health Information Technology (HIT) certificate is structured to provide clinical professionals and persons in leadership roles in public sector health care organizations with the core skills needed to understand HIT processes and make better IT decisions in their organizations. Goals Persons completing this certificate will be expected to: Manage the information technology resources in health care organizations Assess and understand the requirements for specific health information technologies Link information technology to improved clinical outcomes and administrative decision making Formulate and implement health information technology policy for their organizations Effectively manage organizational change processes associated with IT implementation Formulate strategies to help assure health information security Evaluate the multiple electronic health record options currently available Background Visionary leadership is foundational to any significant organizational change effort. Only eleven percent of hospitals and twenty percent of physician offices have adopted electronic health records as part of their basic operations. Funding the IT hardware and software and then putting it in the hospital or clinic is only the first step. Persons throughout the organization must be able to fundamentally change the way they have traditionally done their work in order to use most efficiently the benefits of information technology. Clinicians, health care executives and public health leaders are central to this effort given the resistance to change inherent in virtually every health care organization. Partnering with the GW Medical Faculty Associates (MFA) will give those in our training program the opportunity to discuss and work with current HIT specialists and end-users in the clinical environment. The clinicians and public health leaders must be able to understand the nature of the work of health care delivery and have a good understanding of the IT processes in order to have credibility with their peers and with IT experts. In this program, we address three sub-groups of learners: physicians, nurses and community health center directors. Physicians and nurses have traditionally been seen as the clinical leaders in their organizations. Community health center directors will be specifically targeted due to the increased emphasis the federal government is placing on funding these organizations as a way of providing primary care to a large number of persons who might not otherwise be able to receive care except through their local hospital emergency departments. Decision makers in public and private health care delivery organizations will also benefit from this academic preparation.

2 Requirements This certificate is designed to meet the needs of full-time working adult learners who currently possess health care training and/or experience but do not have specific health IT preparation. HIT Competencies Upon completion of the certificate, HIT Program students should possess the following functional competencies: Manage the information technology resources in health care organizations Students should possess the knowledge and understanding to be able to discuss the principles of managing health IT from multiple perspectives including clinical, administrative and decision support. One of the important skills in this area is developing the ability to help their organizations make informed decisions with respect to IT acquisition. Relevant courses: ISTM 6226, HSML 6208 and HSML 6299 Assess and understand the requirements for specific health information technologies. Students should be able to define clearly the specific requirements associated with multiple forms of health IT. In addition to system requirement, the student needs to take into account the requirements of end users and basic construction of how health IT is stored and used. Relevant courses: ISTM 6226, HSML 6208 and HSML 6299 Link information technology to improved clinical outcomes and administrative decision making. Students should be able to help guide the selection and implementation of health IT with specific attention paid to improving clinical outcomes and improving administrative decisions. Relevant courses: ISTM 6202, ISTM 6226, HSML 6208, HSML 6216 and CSci Formulate and implement health information technology policy for their organizations. Students should be capable providing leadership in crafting the policies associated with health IT selection and implementation. Students will be able to serve as a resource for the requirements of government, legal and professional policies. Relevant courses: CSci 4532 and PubH Effectively manage organizational change processes associated with IT implementation Students will have the capability to provide the leadership in their organizations during their adoption of health IT. Students will be familiar with and know how to effectively implement organizational change with particular attention paid to overcoming resistance and obtaining buy-in from multiple stakeholders. Relevant courses: HSML 6216 and PubH Formulate strategies to help assure health information security Students will have the ability to develop, plan, implement and interpret policies that help assure the confidentiality and security of health information.. Relevant courses: CSci 4532, ISTM 6202 and ISTM 6206 Evaluate the multiple electronic health record options currently available Students will have the knowledge, skills, and understanding to be able to identify and discuss ways in which electronic health records are used throughout the organization and how EHR s are used improve clinical and organizational performance. Graduate Credit Requirement. 18 graduate credits are required. 2. Graduate Credit Requirement for students enrolled concurrently in a SPHHS Degree Program. 12 credits are required.. 3. Requirements. The Program Director/Advisor must pre-approve all course selections that fall outside the eight required courses in the certificate. 4. Grade Point Requirement. A 3.0 (B average) overall grade point average or better is required. 5. Time Limit Requirement. The certificate must be completed within two years. 6. Transfer Credit Policy. The Program Director/Advisor may approve up to 4 graduate credits that have not been applied to a previous graduate degree to be transferred to the graduate certificate. (Exceptions: SPHHS master's students and alumni may transfer up to 6 credits from master's degree to the Graduate Certificate.) The course(s) must be relevant to the graduate certificate. Credits must have been earned from an accredited institution in the last 3 years with a grade point of 3.0 or better. Professional responsibilities, ethics, and common and best practices in information use. ( will be taken for graduate credit by students enrolled in this certificate program.) Fall, Spring, Summer Medical Informatics 2 Comprehensive study of the role and impact of IT in health services organizations. Specific emphasis on the role IT plays from managerial and clinical perspectives. Topics include ROI, privacy, error reduction, change management, and decision support systems. Fall, Spring, Summer Human Resource Management and Organizational Behavior 6299 Electronic Health Record Implementation 2 Theory and application of human behavior, human resource management, and labor relations policies, concepts and practices as they affect health services organizations. Primary focus is on managing people at work and developing management skills. This course is designed to develop knowledge and skills for security of information and information systems within organizations. The course focuses on concepts and methods associated with planning, designing, implementing, managing, and auditing security at all levels and on all system platforms, including worldwide networks. The course presents concepts of security policies, models and the goals of a security strategy to achieve confidentiality, integrity, authentication, identification, and availability issues related to information and information systems. The student will gain an understanding of methods for assessing risk associated with accidental and intentional breaches of security. Apply the basics of Cryptographic techniques and network security for ensuring the basic security goals of security of information systems. Hands-on exercises will provide familiarity with applications for security management. Management information systems development, design, implementation, and evaluation strategies. Fall, Spring, Summer 1 2 Designed to assist health services managers, public health professionals, and health policy analysts understand the basics of health care informatics system design, selection, and capability; system integration/interoperability; return on investment; improved health care delivery; improved quality of healthcare; and address legal and legislative information issues. examines the various concepts and roles of information and how information technology can support the healthcare industry promote quality improvement. The curriculum combines perspectives in three areas: information technology, emerging legal and policy issues that those technologies create, and the larger implications of what is a transformation of health care, delivery of health care and health care administration.
