Preamble To Schedule A 1) The quantities given in schedule A are purely for guidance of the contractor to enable him to quote the rates. The quantities can be varied to any extent, items can be omitted, added or substituted at the discretion or the company. The contractor is bound to execute any items required for completion of the job or contingent on the work. 2) The rates quoted are for complete items covering any minor details even if not detailed any unless other wise specified as exclusive. 3) No claim whatsoever will be entertained for idle labour or any delay in decisions /drawing etc. 4) Payment of running bills after submission, by the contractor with full supporting documents will be subject to satisfaction of Engineering and audit authorities of HAL. No claim what so ever on any delay in payment shall be admissible. 5) The contractor shall not stop/low down the progress of the work for want of decision on rates of deviation items and bound to maintain the progress of the work. The decision by Ch. Mgr (Plant Maint) interpretation of contract shall be final and binding on the contractor. 6) The decision by Ch. Mgr (Plant Maint) on extra /deviation items and their rates will be final and binding on the contractor. 7) Any error in units appearing in printed Schedule A such as M3 in place M2 or any such genuine mistake shall be subject to be corrected by Ch. Mgr ( Plant Maint) and binding on the contractor. 8) Any work contingent on the main work located in HAL premises will be considered as one work though the location of individual work may be away from each other. 9) Where there is duplicacy or any over lapping in schedule A items or any portion there of the contractor will execute after decision from E.I.C. & he will be paid once without any claim what so ever. 10) The rate quoted shall include execution of work according to MES SSR 2010 India / Bharat Standards for material /Workmanship and code of practices, sound engineering practice and as per direction of E.I.C. in order of preference. 11) The drawings shall be used progressively during the currency of the work as per site requirement. No claim what so ever on this account shall be entertained. 12) The drawing is subject to change /revision due to architectural /structural requirement etc. and working drawings shall be issued from time to time. 13) The contractor must deploy tradesman with proven performance and will take prior approval of Engineer in charge to his satisfaction before deployment. TECHNICAL REQUIREMENT & GENERAL NOTES: 1. The work has to be done in accordance with laid down specifications in tender documents & MES SSR 2010 specification, Indian standards and Engineering notice in terms of the contract provisions and as per the direction of Engineering in-charge. General conditions of HAL contracts & procedure shall be applicable to this work. 2. Telephone cables to be supplied should be ISI grade 3. There will be a warranty of 12 months from the date of completion and handlng over to HAL for any work manship/ materials defeats. 4. The route of telephone cable should not interfere with HT/LT electric cable and a minimum distance of 3 ft between the two should be maintained. 5. For cable lying, earth should be digged 80cm to 100cm deep & after cable laying the trench should be filled with sand & bricks for cable protection. 6. The under ground cable laying route should be marked suitably at some points. 7. Drawing/Wiring diagram of each MDF or DB having more than 50 pair connections to be provided by contractor. 8. After cable laying, continuity & isolation tests of each wires with MDF/DB will have to be done. 9. The work should be completed within 4 months from the starting date mentioned in work order. 10. An agreement on a non judicial stamp paper of value Rs. 100/- will have to be executed within 15 days of receiving work contract. 11. 2.0% income tax/or as applicable shall be deducted as per rules. 12. 4% sales tax/ 14.00% Service tax or as applicable on works contract shall be deducted from the bills as per rules. 13. All materials whether to be consumed in the work or to be taken back later shall be entered through proper challans duly checked and entered by HAL security gate. 14. All materials are to be inspected by Engineer-in-charge for the work to ensure acceptance. One copy of challans duly enclosed by Engineer-in-charge & with security gate certificate shall be attached to the bills for payment. 15. 75% payment will be made against material brought on site and balance 25% against final bill after successful completion of work to the satisfaction of Engineer-in-charge.
