Krishnan Marg (Near Pusa Gate), New Delhi NOTICE INVITING TENDER Wax / Sealed tenders in two bid system i.e. EMD + Technical bid and Financial bid, separately (in two envelopes) are hereby invited on behalf of the Director, NISCAIR, for the following mentioned work so as to reach the undersigned on or before 02/03/2010 by 3.00 PM. The bidders should have the valid license/certificate for execution of such type of works and have successfully carried out at least three similar works amounting to not less than 40% or two similar works amounting to not less than 50% or one similar work amounting to not less than 80% of the TENDERED cost in the last five years The bidders are required to attach proof of fulfilling these conditions in the technical bid while submitting the tender documents. The tenders document can be obtained from the NISCAIR book shop as well as NISCAIR website Dr. K.S. Krishnan Marg, Pusa, New Delhi during office hours up to 26/02/2010 on payment of Rs. 500/- (non-refundable) by demand draft of a scheduled bank in favor of DIRECTOR, NISCAIR New Delhi or in cash on a written letter of request to obtain the tender document. The tenders shall be opened on 02/03/2010 at 3.30 PM. Name of Work: CONDUCTING ANTI TERMITE TREATMENT AND ANNUAL CONTRACT OF PROVIDING PEST CONTRL SERVICES (AT BOTH LOCATIONS OF NISCAIR). Estimated Cost: Rs 3,18,970/- (based on DSR-2007 rate + market rate) Time for Completion: 12 Months Terms & Conditions: 1. Earnest money of Rs. 6380/- has to be deposited in the form of Demand Draft/ Pay Order, drawn in favor of NISCAIR, payable at New Delhi along with the tender. Earnest money will be refunded to the unsuccessful bidders in the form of their draft after opening the financial bids with in seven days. 2. Security of the gross amount of shall be deducted from final bill payment made to the contractor. The earnest money deposited at the time of submission of tender shall be set off against the security deposit due. The Security Deposit shall be refunded after successful completion of defect liability period. 3. Scope of work; The work includes executing post constructional anti-termite treatment as well as Annual Contract for necessary treatment for pest and rodent control in NISCAIR at Dr. K.S. Krishnan Marg, Pusa and 14, Satsang Vihar Marg, S.V. Marg Campus. The scope of work includes: 3

4 (a) (b) To ensure that the rooms, stores, library and premises of institute are completely free from any insect, termites, pests and rodents etc. to avoid any epidemic and damage to the holdings of NISCAIR. The store rooms and library holdings may also require fumigation with moth repellents and insecticides against pest, termites and rodents. 4. Time Period: The duration of the contract shall be 12 months (one year) initially and can be extended for further one year with mutual understanding and on satisfactory performance of the firm. 5 The bidder shall quote rates in figures as well as in words. Price payable to the tenderer as stated in the contract shall be firm and not subject to any adjustment during performance of contract. 6 If at any stage the service of the firm to whom the contract has been awarded, is found not satisfactory, The Director, NISCAIR, New Delhi reserves the rights to terminate and the contract with immediate effect. 7 A tenderer will deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for arranging and maintaining all material, tools and facilities for workers and all other services required for executing the work at his own cost. Submission of tender by a tenderer implies that he has made himself aware of the scope and specification of the work to be done. 8 The tenderer can visit the site during working days between to hrs to have knowledge of the work and satisfy him before submitting the tender. The office remains closed on Saturday and Sunday. 9 The tenderer is obliged to work closely with this office staff and abide by the directives issued by the competent authority of this office and implementation activities. 10 Tenders incorporating additional conditions are liable to be rejected. 11 Canvassing in connection with the tendered is strictly prohibited and the tender submitted by the tenderer who resort to canvassing or fraudulent practices will be liable to rejection of the contract at any stage on this ground only. 12 The job should be taken as per the schedule given as soon as the work is awarded. 13 The tenderer will free NISCAIR from all demands or responsibilities arising from accidents or loss of life the cause of which is the tenderer s negligence. The tenderer will pay all indemnities arising from such incident and will not hold this office responsible or obligated. 14 The Performance Security Deposit would be refunded one year after the completion of Annual Contract period and no interest would be paid. 4

5 15 Tenderer will be required to render necessary treatment once in every month to ensure that the rooms, stores, library and premises of this Institute are completely free of any insect, termites, pest and rodent etc. The spray / treatment will be done either after hrs. on Friday or any time on Saturday at the option of the competent authority / engineer in-charge of the Institute. However the anti-termite treatment outside the building may be done on working hours also as per the discretion of the engineer in-charge. 16 The job should be undertaken by a technically qualified skilled person along with the appropriate protective measures to avoid any mishappening. Necessary safety measures should be supported at the time of undertaking the job. 17 The said campus of NISCAIR should be protected by spraying good quality biodegradable or eco-friendly standard insecticides and pesticides as approved by ISI at prescribed concentrations. The chemical used should meet all minimum standards as far as safety and health hazard is concerned. 18 The quality of Services will be reviewed after every three months. 19 Payments: i) Payment of contract for item no. 3 and 4 will be paid on quarterly basis i.e. on completion of each quarter. Payment of each quarter will be made after rendering satisfactory services. Tax will be deducted at source. ii) Payment for the item no. 1 and 2 of anti-termite treatment which is to be done once in the whole contract period will be paid after satisfactory completion of the item. 20 The contractor is required to furnish a guarantee bond for five years for item no. 1 and Penalty: In case the treatment is not undertaken as per schedule, or complaint not attended within 2 days, a Rs.200/- per day will be levied on the bidder/contractor. The amount of penalty will be recovered from the Quarterly bill payment / Performance Security Deposit given by the contractor. Besides in case of default and complaint not attended within 7 days, The Director, NISCAIR reserves the right to get the work done from another vendor without giving any prior notice to the default bidder/contractor. In such case, any additional impact on NISCAIR over and above that in contract shall be recovered from the payment to be made by NISCAIR to the contractor or from the Performance Security Deposit. 22 The Director, NISCAIR reserves the right to accept or reject in whole or in part any or all tenders without assigning any reason. 23 All disputes/differences and questions, which may at any time arise between the party hereto shall be either resolved amicably by direct informal negotiation or shall be referred to the sole arbitration of the Director General, CSIR, New Delhi. Arbitration proceedings shall be held at New Delhi. All disputes shall be subject to the jurisdiction of Delhi Courts. Controller of Administration 5
