Nrth Cbb Bass Club Bylaws Last updated 12/01/2012 Club Rules The purpse f the club is t have fun and prmte fellwship and the sprt f bass Fishing If a member cannt attend a mnthly meeting and wishes t fish in the current mnthly turnament, the member must ntify the Turnament Directr r anther bard member prir t the turnament partner draw at the mnthly meeting by Phne. Any member, wh has agreed t fish a turnament and then realizes he cannt fish, must infrm his partner and/r turnament directr 48 hurs prir t the turnament. Meetings will be held the first Mnday f the each mnth. This may change due t cnflicts with hlidays r thrugh qurum f member vtes. Turnaments will generally be the third Saturday after the meeting date fr that mnth unless change due t cnflict r thrugh qurum vte f member vte. Turnament pairings will be decided at the mnthly meetings via blind draw f baters and nn-baters. In the event that there are mre baters than nn-baters, the BASS/FLW Federatin rules will be fllwed and baters will be paired with anther bater. The bater that is currently higher in the YTD pints will be the bater unless a change is agreed upn by bth parties. Every effrt will be made t place a neutral bserver with any bater wh is frced thrugh the draw t fish alne. Tw members cannt fish tgether tw cnsecutive turnaments. In rder t change a rule, three must be a qurum preset f members and a majrity vte reached. The new r changed rule will g int effect thirty days after the rule has passed. Annual dues are as fllws: FLW/TBF Federatin Annual Dues - $50.00 BASS Annual Dues - Members must pay their dues at each mnthly meeting. Dues are wed t the club even if a member cannt fish in that mnthly turnament. Any previusly dues wed must be paid at the next meeting. There are n refunds n prepaid dues. Nn-baters must pay their bater $50.00 the day f the turnament t help with bating/ Gas expenses. This fee shuld be paid prir t the beginning f the turnament. In the case f a tw day turnament, nn-bater fee will be $35.00 per day. Each turnament will be n lnger than 10 hurs per day. Fr a member t use his bat in a club activity, he must have prf f current bat insurance..$300,000 liability r $100,000 if under a One (1)millin dllar umbrella plicy per FLW Rules and Guidelines Member must be sixteen (16) years ld and have valid fishing license. If any member is a N Shw/N Call fr three (3) cnsecutive mnths their membership is revked. They are welcme t rejin if all dues are up t date but will have t begin as a guest and g thrugh nrmal new member prcess. The club hereby agrees t abide by all Gergia BASS Federatin and Natinal Federatin and FLW rules and by-laws
All Members must me member f bth BASS and FLW and the club will maintain 100% Membership The club will cmplete a membership rster that will be maintained and submitted t BASS Annually NCBC will belng t and supprt yur state BASS Federatin Natin. All Members must be in gd standing with bth BASS and FLW.. Membership Optins Full Status Membership - $25 Mnthly Dues Assciate Membership - $35 per Mnth they Fish Assciate members can fish any turnament and are members f NCBC. Eligible fr Turnament Payut and may enter Big Fish MUST be active members f FLW/BASS. Pints will nt cunt in regards t state champinships (Tp Six) Full Status Members get pririty seating when it cmes t turnaments in regards t Nn Baters. New Members/Guests All guests are welcme and must attend a meeting befre fishing a turnament. Guest must fish tw turnaments befre being cnsidered fr full club membership. A guest will receive all meeting and turnament pints if vted in as an active member. A guest must be present at the next mnthly meeting t be vted n fr membership. Guests can fish as baters as lng as the fllwing rules have been met Guest must fish with current NCBC Member Guest must meet required Insurance requirements fr FLW/BASS Turnaments Bard f Directrs apprves Guest as Bater. Once a guest has been vted int the club, he is respnsible fr Mnthly Club Dues and FLW/TBF Federatin Annual Dues. Electin f Officers
The bard f directrs will cnsist f the fllwing: President Turnament Directr Assistant Turnament Directr Treasurer Membership Directr Chaplain The term f ffice is ne (1) year which begins in January and ges thrugh December f the same year. Each active member is entitled t vte n nminatins. Nminatins and vtes will take place the previus mnth the new term begins. A qurum must be present and prxy vtes are nt permitted. T be eligible t take ffice, the fllwing is required: Have been a member in gd standing fr a minimum f six (6) mnths. Have attended at least 3/4 f the club meetings and functins. Have shwn an active interest in all club functins. In the event f an ffice is vacated, nminatins shall be taken at a regular meeting with a qurum present t vte n a new fficer. Turnament Rules The fllwing rules are t be gverned by cmmn sense and trust f fellw cmpetitrs. Any and all prtest r rule vilatins will be settled by a cmmittee f the bard fficers present. The Turnament Directr will cntrl the start and finish f the turnament and will enfrce all turnament rules. The fficial start f a turnament will be gverned by the draw rder and cntrlled by the turnament directr. All cmpetitrs must bey all state and federal fishing regulatins, Safety laws, state and public buys/markers, pstings and use artificial baits nly. All bats must be launched and ready t be launched at least 15 minutes prir t the established turnament start time. Failure t cmply will result in frfeiture f Turnament Pints (10 Pints). Nn-baters must furnish their wn life jackets. Life jackets must be wrn any time the utbard mtr is running. All bats must be bass bat style (fish and Ski type bats are allwed) and have wrking kill switches and aerated live wells. Maps must be carried in all bats.
Any cmpetitr that weighs in a shrt fish will be penalized their biggest fish as well as the shrt fish r a 50 pint deductin will be applied if the cmpetitr des nt have anther fish. Any member late t the ramp at the end f the turnament will receive a 10 unce deductin fr every minute they are late. Cmpetitrs will be disqualified after 15 minutes late unless their tardiness is a result f mechanical failure and requires a tw. A search party will be sent t find any bat after 30 minutes. It is suggested that all cmpetitrs carry a cell phne and a call be placed t the turnament directr r any ther cmpetitrs n the lake t apprise smene f their situatin and lcatin. If a cmpetitr must leave a turnament early because f an emergency, the cmpetitr must make anther member aware f their leaving. Always try and get a hld f anther member, but if that fails leave a nte n a members tw vehicle. The nn- bater has the right t fish frm the frnt f the bat fr half f the alltted turnament hurs f he s desires. Cmpetitrs in a bass turnament are expected t fllw a high standard f sprtsmanship, curtesy, safety and cnservatin. Maximum curtesy is t be extended t fellw cmpetitrs and thers using the lake as well as prperty wners. Fishing in the vicinity f ther cmpetitrs shuld be respected in terms f clseness and directin. All prtest are t be ldged with the turnament directr at the weigh-in. Prtest will be reslved by cmmittee cnsisting f the Bard f Directrs befre the turnament results are finalized. In the absence f the turnament directr, anther bard fficer will assume the duties. In the event f a tie n ttal weight, mst fish will determine the winner. If still tied, the largest fish will be the tie breaker. A bag limit f five (5) legal length fish f the fllwing species: largemuth, smallmuth, sptted bass, shal bass, and redeye (where legal) bass. Minimum length and slt-size limits are dictated by state law and annunced by the turnament directr at each turnament. All fish will be examined and measured (if length is in questin) at the turnament weigh-in. Fish length is determined with a clsed muth and part f the tail tuching the minimum length line n the fficial measure bard. Weigh-in will nt begin until all bats are dcked, beached r n the trailer. Cmpetitrs are allwed t weigh-in tw (2) dead fish, with the secnd fish incurring an 8 unces deductin as a penalty. Additinal dead fish will nt be weighed. Dead Fish CANNOT be culled. Current big fish is t be held in water until end f weigh-in, in case f a tie. Balance beams will determined winner and if still tied the larger ttal sack. NCBC will have tw Team Turnaments during the calendar year. N alchlic beverage r Illegal Drugs will be cnsumed during turnament hurs. Nn-swimmers shuld infrm their partners and wear a life jacket at all times. N shws and late cmpetitrs will be called fifteen minutes prir t the fficial start time. If there is n respnse, they will be eliminated frm cmpetitin fr that turnament. Nn-baters will still be respnsible fr their nn-bater fees and applicable mnthly dues.
Nn-bater can ride with their partner (r any ther cmpetitr) r drive t the lake n their wn. Always make the partner aware if riding with smene else r driving t the event. Each participant must be present and way yur wn fish except in case f emergency. Official Pre-Fishing Perid begins 24 hurs prir t turnament date/time. Each Member must fllw all turnament rules during pre-fishing perid. N trlling with the Big Mtr is allwed. Lures must be ut f water while Big Mtr is in peratin. Awards and Payuts Pints will be awarded as fllwed: 10 pints fr each meeting attended 10 pints fr each turnament fished 10 pints fr each NCBC Club event attended 1 pint fr each unce f legal bass weighed 2 pints fr each bass released alive 10 pints fr a limit f five(5) legal bass fr every day f turnament Turnament results are determined by weight and penalties. The abve pints when cmbined, determined club standings. Turnament awards are paid ut in cash r check. The payuts amunts are paid frm apprximately 50 % f mnthly dues and will be divided as fllws: 1. 1 st place - $140.00 2. 2nd place - $ 60.00 3. 3rd place - $ 40.00 4. 4 th Place - $ 25.00 Current Payuts are based n Current Membership (12/15/2012) and can be changed as membership changes. Any changes t payuts will be vted n and must be apprved my majrity vte. State Turnament members are determined by the end f year-end standings. Turnament entry fees and expenses will be paid fr thse members based. NCBC will send a secnd team when applicable but cannt pay fr expenses.
