The grip of 2009 crisis has softened in the current year on the Polish specialists and managers labour market. In the first half of 2011, we observed a significant increase in the number of orders, reviving of previously shelved recruitment projects and an elevated number of open positions show that the labour market has returned to normal at a higher pace. In 2011 employers were no longer holding back from recruiting new employees because of the economic situation. International recruitment company HAYS Poland prepared a salary report based on the projects carried out in selected voivodeships in the first half of 2011. Wages are becoming more stable, although in many sectors, employers remain cautious about raising wages due to the difficult experience gained during the economic downturn, However, in some industries, we can observe definite signs of recovery, growth of financial expectations of candidates and thus an increase in the wage levels offered by companies. The pharmaceutical industry continues to offer the highest levels of wages and the widest range of non-wage benefits. In this industry, the economic crisis has not affected the level of salaries and the number of vacancies available on the market as much as in other industries. Employers are aware of the necessity to raise pay ranges if they want to attract qualified employees from the IT industry, particularly in the area of programming positions where the demand for such employees is enormous. In the last six months, we could notice a significant increase in salaries of professionals and managers in the IT and telecommunications sectors. At the same time, in recent months, there was an increased demand for traders who know the IT industry. Lack of investment in IT infrastructure over the past two years is the reason why the companies must now catch up and why they plan a lot of investments for the next few quarters. Salaries in industrial construction in the first half of the year 2011 increased on average by 15% compared to the first quarter of 2010. The biggest changes could be seen in the case of work managers, site managers and project managers. The level of wages in financial sector is gradually increasing as well. In the recent years, we could also observe an increase in wages for positions of financial analyst and financial auditor. Industries in which wages for these positions have risen notably include FMCG (fast moving consumer goods), real estate, manufacturing and media. Finance & Accountancy / Legal Services & Taxes FINANCE AND ACCOUNTANCY Recently, we could observe an increase in wages for positions of financial analyst and financial controller. Industries in which wages have risen notably include FMCG, real estate, manufacturing and media. The level of wages in the financial sector gradually increases. The level of wages in the area of controlling and financial analyses has increased by an average of one thousand PLN gross per month, while in the audit sector about seven hundred PLN gross per month. Financial expectations of candidates at all levels are rising. The demand for accountants increases in companies in the energy industry. These are usually companies just entering the Polish market. Therefore, recruitment is usually associated with creating a new team from scratch or with expanding the existing departments. Employers pay attention to the studies completed by the candidates. Graduates from the more famous and renowned universities are more often invited to job interviews and receive job offers, but do not earn more than graduates from the less preferred universities. Only the license of a certified auditor, ACCA, CIMA and CPA allow obtaining higher earnings. Manager with an MBA degree usually has much higher financial expectations, but the employers do not always meet those expectations. The financial terms offered by companies with foreign and Polish capital are similar (with gentle upward trend in foreign companies), but the Polish companies at a similar level of remuneration do not offer additional nonwage benefits, and if so, to a lesser extent. BANKING AND INSURANCE In banking and insurance, there are no significant changes in the level of wages. Banking employees, whose wages were reduced during the crisis, despite the stabilisation on the market, very often has not yet been restored to their pre-crisis wages. The importance of purchasing departments and sales departments grows, resulting in more vivid employers interest in specialists with expertise in these areas. It is also related to the rising expectations of candidates, especially experts in sales. The level of remuneration offered is highly influenced by the knowledge of foreign languages, and completed courses and certificates. Specialists who are certified by ACCA, CIA or CFA can count on higher wages. For example, the salary of an actuary could rise by up to several tens of percent after passing actuarial examinations, just like the salary of an investment banking manager after passing the CFA. LEGAL SERVICES AND TAXES Compared to the crisis, recently, there has been an increase in the level of remuneration on the legal services market. Currently, candidates with extensive experience receive several attractive job offers at a time, their financial expectations are growing, and with them, automatically, the level of wages on the labour market. The salary is dependent on the sector and the area of law: the employees of banking, capital markets, energy industries can count on higher salaries. There is an increasing demand for in-house lawyers, as a result of cost reduction and withdrawal of employers from the outsourced services of law firms. On the other hand, the trend of high demand for lawyers specialising in M&A, capital markets, energy and real estate continues. Observing network law firms, it can be clearly seen that there is a growing demand for trainees and junior lawyers (as opposed to Associates or Senior Lawyers). The level of the financial expectations is undoubtedly influenced by licenses of Legal Adviser/Attorney or Tax Adviser. Even starting the apprenticeship for a legal advisor/lawyer raises the financial expectations of the candidates. In addition, some employers pay attention to the type of studies completed (state universities preferred), studies abroad and student exchanges, during which graduates gain international experience, at the same time perfecting their knowledge of the foreign language. Studies of British or American Law conducted in English are also highly regarded, as in addition to the knowledge of the laws, graduates learn legal English. Construction & Property CONSTRUCTION Salaries in the building construction industry in the first half of the year 2011 increased on average by 15% compared to the first quarter of 2010. The biggest changes can be seen in the case of work managers, site managers and project managers. Due to the increasing number of contracts and increased demand for candidates with experience in building construction, we have also observed increasing expectations of the candidates in the areas of management of works (building construction, water, sewage and electrical systems), construction sites, projects and contracts. The highest wage levels are traditionally offered by companies with foreign capital, but the candidates looked for constructions that are to bring high returns can count on wages significantly above the market average even in Polish companies. Engineering staff of design offices and engineering consulting firms has not experienced any noticeable increase in wages in the first half of 2011 compared to the same period in 2010. Despite some improvement on the labour market for the engineering and construction sectors in terms of the number of vacancies offered, it will not be possible to speak about a clear trend in the level of salaries until the next year. However, even now we can observe certain stiffening of the expectations of candidates and their lower propensity to consider less financially attractive jobs. Higher wages are traditionally observed in private enterprises with foreign capital operating in large cities. In the construction industry, an MBA can be considered as an asset at higher managerial positions, but it certainly is not the primary criterion. What is much more popular among engineers are courses and studies related to project management methodology. We also observe an increased interest among companies in professionals authorised to carry out ecologic certification of buildings. REAL ESTATE Remuneration of employees in the real estate industry is growing slowly. The most wanted are experts specializing in areas such as commercial leasing or development projects management, working on positions such as: Development Manager, Leasing Manager, etc. Changes in the level of wages are due primarily to unfreezing of a number of projects suspended as a result of the crisis and the need to conduct rerecruitment for the impoverished departments. Also the sales department of housing developers and development departments at network clients are developing. High hopes on the market are also associated with asset management, particularly related to investment funds. Additionally completed courses or postgraduate studies constitute an advantage for the candidate, but do not affect the height of the proposed salary. In real estate, the trend continues for higher wages to be offered in private companies with foreign capital. Real estate market may undergo quite an interesting period in the next six months if the rumours of mergers of some of the leading players on the market prove to be correct. Polish managers and specialists will be able to expect various personnel reshufflings, and above all new professional challenges. ENERGY In the energy industry, we can observe growing importance of engineers with experience in project management based on FIDIC procedures and having experience in energy construction. Also specialist from the shale gas exploration industry and experts on environmental and administrative permits enjoy a more vivid interest of employers. Regardless of the location of specialists with similar experience and education can expect remuneration at a similar level. IT & Telecommunications IT AND TELECOMMUNICATIONS In the last six months, we could notice a significant increase in the salaries of professionals and managers in the IT and telecommunications industry. Employers are aware of the necessity to raise the pay ranges if they want to attract qualified employees from the IT industry, particularly in the area of programming positions, where the demand for such employees is enormous. The effects of the crisis were most acutely felt by the sector related to the sale of IT solutions (software and hardware). At the moment, however, we can observe an increased demand for traders. Lack of investments in IT infrastructure over the past two years now requires the companies to catch up, and that is why they need skilled employees. Firms increase their IT teams, or create new ones. Employers most frequently look for specialists in e-commerce solutions. This is related to the growing importance of the Internet as a tool for communication with clients. Companies are developing new solutions, such as Internet banking, online payments, etc., mainly seeking programmers with knowledge of JAVA, J2EE, or SharePoint. Also persons with knowledge of the Cognos platform, Oracle databases and solutions offered by IBM could count on more offers. The smallest number of vacancies is directed to managers, but to some extent it is associated with generally lower rotation on these positions. The level of remuneration is influenced by each received diploma or certificate. A person whose experience is supported by a passed examination can count on a higher salary. However, candidates may fall into a trap in this regard: it happens that the financial expectations of a person holding, for example, a doctorate and not having much experience are much higher than those of other candidates. However, the labour market quickly verifies excessive expectations. Graduates from technical schools can expect more interest from employers than those with a university diploma. Manufacturing, Procurement & Logistics MANUFACTURING In the manufacturing sector, there were no significant changes in wages as regards middle and senior management positions in manufacturing, purchases and logistics in the first half of 2011 as compared to the same period in 2010. There are recruitment projects with an increased budget designated for a given position, but these are individual cases associated rather with specific requirements, job location and other market conditions. What is noticeable, however, is the increase in recruitment in the areas of manufacturing, purchases and logistics, which in the long term can result in changes in the expectations of candidates. Part of the new positions are a freshly created vacancies, others, however, are due to the dusting off of previously shelved projects (e.g. for Project Managers, Project Engineers, Engineers for new start-ups, etc.). PROCUREMENT AND LOGISTICS Along with the changing economic situation, we see a significant recovery on the labor market. Candidates can choose between several job offers. This situation results in an increase of the financial expectations of candidates with respect to the new employer, who pay more attention when choosing a suitable offer. As for the demands of employers, for positions in the area middle and senior management in manufacturing, purchases and logistics, the most valued characteristics are experience in a given industry and knowledge of English. In the case of positions related to quality and occupational safety, candidates with knowledge of English can usually count on higher salaries. Better working conditions and opportunities for development will be obtained by persons engaged in production management, who in addition to knowledge and experience, develop their soft skills, such as human resource management, motivation and interpersonal skills. As regards positions such as constructor/designer, candidates certified to use specialized programs, i.e. Catia, Nastran or Solid Edge, are highly valued and better paid. The number of new positions in the area of purchases is increasing. Purchasing departments started to be more valued by employers, who noticed that a good buyer can make big savings in the organization. Another area of increased demand for employees is logistics, where after a period of slowdown employers recruit more often and more willingly. Pharma & Medical Devices PHARMACY Pharmaceutical industry still offers the highest levels of salaries and the widest set of non-wage benefits. In this industry, the economic crisis has not affected the level of salaries and the number of vacancies available on the market as much as in other industries. SALES AND MARKETING In sales and marketing in the pharmaceutical industry, the demand for managerial and senior management positions has increased. This is due to the restructuring carried out by pharmaceutical companies (mergers, acquisitions). As a result of these changes, the emerging companies resign from lower positions in favor of managerial positions. Therefore, the availability of candidates with less experience is greater. People who are looking for a new job for an extended period are likely lower their financial expectations. It is becoming a trend that the salaries offered are diversified depending on the type of pharmaceutical company. And so, generic companies offer higher wages than innovative companies (for equivalent positions). CLINICAL RESEARCH In the first half of 2011, we observed lowering of salaries in clinical research, especially in the case of CRA positions. Currently, we do not observe fluctuations in the rates of salaries, but employers are not very flexible and are not willing to negotiate financial terms. The highest salaries are still offered in the Masovian Voivodeship. Those who may count on higher rates are the employees of medium and large companies, i.e. companies employing more than 40 50 people. Over the last year, as a result of a loss of projects in Clinical Research Organizations (CRO), we observed reductions in Senior Clinical Research Associates and Clinical Research Associates with the shortest length of service. Therefore, the availability of these candidates on the job market is higher. The requirements of the employers with respect to the candidates have also changed. Companies are looking for people with specific expertise, e.g. CRA with experience in therapeutic area, oncology, etc. New methods of research coming to Poland from abroad cause an increase in demand for experienced specialists educated in a given field, among others for Clinical Research Associates. It is much easier to find work for people with directional education (biotechnology, biology, chemistry, medicine, pharmacy), and several years of experience (3 4 years). MEDICAL DEVICES Medical devices have been a stable industry already for a few years, so there was no decline in salaries. Medical devices industry is constantly evolving and is expected to continue its development over the next 2 3 years. Pharmaceutical companies, due to shorter registration periods for medical devices than for medicines, begin to invest in medical devices sales departments. Specialists, in addition to high basic salaries, can count on considerable bonuses, sometimes earning a total of more than company executives. Employees also are increasingly interested in new opportunities and leaving current employers. Sales & Marketing MARKETING AND PR The labor market is slowly coming back to normal. In 2009 and in the first half of 2010, we observed a decline in the number of work offers in marketing. During the economic downturn, many organizations limit their expenditure on marketing and advertising. Recruitment for many positions is suspended and sometimes even entire marketing departments are reduced. Multinational companies centralize their units responsible for marketing activities, thereby reducing the number of vacancies on the local markets. However, in 2011, the number of open recruitment projects has increased by more than a half compared with the previous year. Not only do the employers resume recruitment for previously frozen projects, but they also offer new vacancies. The recovery concerns both product marketing and trade marketing in the FMCG sector, as well as technical marketing and PR. Promotional activities in the Internet gain importance, so many new jobs are related to e-marketing and communications in the network. The most sought-after are candidates engaged in e-mail marketing, Internet search engines (SEO, SEM), advertising and recently the most trendy social networking services. The companies that most preferably invest in marketing related to social media are organization belonging to the sector of services and FMCG. The largest number of vacancies is addressed to people who already have several years of professional experience and who can independently manage projects, that is, to experienced specialists. The lowest number of vacancies is available for top executives and those without work experience. On the other hand, recovery in the marketing sector is not accompanied by an increase in wages in this sector. Salaries remain at a similar level as last year. Currently, on the labor market, there are many experts in the field of marketing and PR, and after a period of slowdown, companies cannot always afford to have higher budgets related to recruitment. The exceptions are people with unique experience and competences related, for example, to marketing of new products or marketing activities in the network. The financial expectations of selected candidates, especially those dealing with e-marketing, are much higher than those of specialists from the traditional marketing. The trend of obtaining the highest rates in the Masovian Voivodeship is maintained. Large corporations offer lower pays because in return they offer greater opportunities for development and job prestige (brands of companies known on the market). SALES We have not observed a significant increase in salaries in sales departments in 2011. Some organizations (mainly B2B industry) offer attractive performance-related bonus schemes, but do not change the basic salary. Meanwhile, in the construction and manufacturing industries we can observe a growth in salaries for commercial positions in relation to the year 2009. However, they still have not approached the levels from the years 2007/2008. Salaries of sales engineers are getting closer and closer to the salaries of their colleagues working in Western Europe. Retail RETAIL In the first half of 2011, there were no visible changes in wages in the broadly understood retail industry, analyzing the average level of earnings in relation to the same period in 2010. The level of wages in retail chains is maintained at a similar level. Office Support, HR & Call Center OFFICE SUPPORT, HUMAN RESOURCES AND CALL CENTRES The salaries for administrative positions and positions in HR departments and call centers remain at a similar level compared to the same period in 2010. The differences in salaries within these sectors stem from the complexity of the structure of a given organization, the degree of responsibility and multi-tasking required at the position, and the area of activity of the person concerned. Higher salaries can be expected in a multinational company, in the case of positions combining several functions, such as HR and administration, and when the area of activity is broader, e.g. CEE. Typically, higher salaries are also offered to people with knowledge of several languages. When selecting the candidates, particularly for positions in HR departments, companies consider it desirable that the candidates have a very good understanding of the business processes in the industry that the company represents. Business Services BUSINESS SERVICES Business Services industry, including business process outsourcing (BPO) companies and shared services centers (SSC), record a continuous growth in demand for professionals and graduates with knowledge of foreign languages. The crisis has not had a negative impact on this sector. What is more, this industry has just begun to develop intensively. Salaries in the Business Services sector remain stable. Overremunerating the employees or inflating the salaries to encourage candidates to change jobs, which was noticeable in 2007, when several SSCs began their expansion, ceased to be a common practice. Currently, such situations do not occur, which may result from the close cooperation of the sector, mainly within the ABSL and ASPIRE associations. In the recent months, the demand has grown for professionals who speak French and German, particularly in the areas of customer service, accountancy and IT support. There are also quite a lot of offers for business analysts and process improvement specialists, as a result of the stabilization period in the centers existing for several years, and thus the search for savings. The SSC/BPO industry is invariably characterized by high mobility of candidates who are willing to talk about the possibilities of changing jobs. Interestingly, financial issues are not always the key condition to change the job, but rather issues related to the scope of responsibility and the complexity of the process in which the person would work. The customer expectations in relation to the candidates are changing as well. A few years ago, it was enough to speak a foreign language fluently in order to pursue a career in the outsourcing/ssc industry. Currently, employers more and more often require the candidates to have solid substantial knowledge, for example, in the area of accounting or computer science. Philological studies are no longer the ticket to a career in SSC they may give those candidates a good start, but in the long term language graduates lack the basis for further development. It comes out of the fact that not only existing but also emerging centers of services perceive the Polish market as extremely attractive in terms of location of advanced processes, which require experience and industry insight Knowledge Process Outsourcing (KPO). Simple processes, for which only industry training is needed, are located on the external markets, which are attractive because of low labor costs. In addition, the range of services which are offered by SSC/BPO centers is still being extended with new processes and branches such as marketing, advertising or lawyer services being added. If we are going to maintain a similar trend, Poland has the chance to stand out on the world s map as a leader in KPO. That is why we will stop to compete with other locations in terms of costs, and therefore start to attract new investments, due to having a large number of perfectly educated workers, specialised in advanced processes and experienced in SSC/BPO.
