ORGANIZATIONAL CONTEXT AND SCOPE Established in 1951, IOM is the leading inter governmental organization in the field of migration and works closely with governmental, intergovernmental and non governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Under the direct supervision of the Chief of Mission, and with the programmatic guidance of relevant Programme Managers and administrative direction of the Resource Management Officer, working closely with National Officers, he/she is responsible for the day to day management of the Loikaw sub office and IOM staff in Loikaw. III. RESPONSIBILITIES AND ACCOUNTABILITIES In particular, s/he will be responsible for the following: 1. Maintain regular and constructive liaison and communication with the State Government, Township and Village authorities, with a particular emphasis on relevant sector authorities, as well as UN/INGO/NGO partners and other key stakeholders, with a view to facilitating and coordinating the implementation of on going and new activities; 2. To oversee day to day administrative functions of the Loikaw sub office, ensuring IOM Rules and Regulations are followed, with support from the Yangon team, in particular Resource Management Department in Yangon, including in the field of finance and admin and human resources; 1
3. To implement measures to ensure staff safety and security in line with relevant policies and guidance of IOM, UNDSS, closely working with Yangon office and Security Focal Point; 4. To coordinate the day to day implementation of project activities, in line with the agreed proposals and strictly adhering to the timelines / deadlines and other project requirements, in close coordination with Yangon team, as well as in discussions with beneficiaries, relevant authorities, donors, and other stakeholders. 5. To conduct regularly monitoring and evaluation of activities on the ground by ensuring effective feedback mechanisms involving not only IOM staff but key stakeholders (e.g. beneficiaries, local health authorities, health facility staff, volunteer health workers); to provide timely reports to Yangon on problems encountered and recommend corrective actions and to implement them in coordination with the Yangon team. 6. To prepare timely reports, including monthly statistics, to the relevant unit in Yangon; assist in finalizing the reports to donors and government counterparts as required; 7. in close coordination with the CoM, represent IOM in relevant coordination meetings as well as other workshops/fora etc as requested by Yangon team; to participate in monitoring visits and review meetings; 8. To provide a monthly report to CoM, RMO, Programme Manager(s)on programmatic, resource management, and liaison matters, according to an established format; to participate in internal coordination and review meetings in Yangon as required; 9. With the support and under the guidance of Yangon, to contribute to identification of opportunities and development of new projects and initiatives, in coordination with the government authorities, partner agencies and other stakeholders, to undertake assessment missions as necessary; 10. Setting up and maintaining good inter team communications and taking action including conflict resolution when required; ensuring all new team members are adequately briefed and inducted on arrival in the field, and departing team members provide effective handover. 11. EDUCATION AND EXPERIENCE Myanmar national. Master s Degree in Economics, Social Sciences, International Relations, Political Sciences or 4
related field or Bachelor s Degree in relevant field with 5 years of experiences. Strong management skills, demonstrated by at least two years work experience managing projects for international organizations or government and institutions focusing on community health. Sound knowledge of project implementation and evaluation; familiarity with financial and business administration. Ability to analyse information, evaluate options, think and plan strategically. Experience of managing and developing a team, and ability to lead and motivate staff. Capacity to work independently; ability to work effectively and harmoniously with colleagues from various culture and professional background. Ability to work through participatory approach. Demonstrated gender sensitivity. Ability to travel and work under difficult conditions. Excellent interpersonal, communication and presentation skills, including ability to speak in public; good writing, communication and negotiation skills.
