The Assistant Payroll Administrator facilitates the activities of the Payroll Department through subordinate staff, in collaboration with the District s Officers, Deputy General Managers, and department heads to support the District s operations and objectives. Partners with HR, A&D, IT, Risk Management, Accounting and Finance departments, and third party payroll service providers to ensure accurate payroll processing. Key areas of responsibility include, but are not limited to; the effective use of complex, integrated electronic information technology applications as they relate to payroll; oversight of payroll processing functions; all payroll system maintenance and controls; compliance with federal, state, Memorandum of Understanding contracts, California Public Employee Retirement System (CalPERS) and other pension legislation; support and implementation of District s policies and procedures. MINIMUM JOB REQUIREMENTS: A combination of college level training and position related experience equivalent to: Bachelor's degree in Finance/Business required or additional qualifying experience may be substituted on a year-for-year basis in lieu of formal education. A minimum of five years of in-house payroll processing and reporting requirements for federal, state and public agency pension authorities in organizations of 500+ employees. A minimum three years of recent related professional and/or managerial level Payroll systems knowledge. A minimum of three years supervisory or directly related lead experience. Proficient using personal computer and applicable software (MS Word, Excel and Power Point, Project). Experience with time and labor implementation highly desirable. Experience with public sector payroll accounting highly desirable.
REQUIRED LICENSE(S): CPP (Certified Payroll Professional) certification highly desirable; FPC (Fundamental Payroll Certification) strongly preferred. Must possess and maintain a current, valid California driver s license and satisfactory driving record. o May operate District vehicles. ESSENTIAL RESPONSIBILITIES: Performs maintenance of an accurate, efficient HRIS (Human Resources Information System) system in compliance with federal (i.e. FLSA, FMLA), state, Memorandum of Understanding contracts, CalPERS and other pension legislation as it relates to the payroll module. Participates in collaboration with HR and Information Systems departments to implement new HR/Payroll programs/policies and/or modify existing programs/polices within the payroll module to increase operating efficiency and convenience within the budgetary constraints of the District. Provides configuration, data maintenance and security support for time and labor application. Creates documentation/procedures and user job aids to assist in the training of department resources and communication of time and labor application and/or process changes. Manages user s access and compliance to established time and attendance policies as it relates to time and labor application. Takes ownership of functional issues by identifying underlying problems, analyzing potential solutions, and implementing system resolutions, including workarounds. Documents solutions. Programs and tests the payroll (IFAS) system enhancements, upgrades, and changes and resolves any technical programs with the payroll system vendor ensuring data integrity is not compromised. Oversees the entry of employee information, change of status records, and maintenance of records as the information relates to payroll and payroll related reports, as well as periodic/systematic audits to ensure the accuracy of data. Controls all interfaces uploads, downloads, compiles and arranges data from diverse and various internal and external sources or agencies. Maintain the quality, efficiency and overall effectiveness of the payroll system functions and internal controls, to increase accuracy and decrease risk of fraud and errors. Oversee record retention compliance of standard payroll reports as required by Federal and State laws as well as the established District retention policy. Assists District management, supervisors and employees on the interpretation and application of HR guidelines/policies, Federal and State regulations and MOU standards and procedures. Assists with the supervision/training of payroll staff and ensures the goals and direction of the department support District s goals and vision. This involves the participation of training, motivating and evaluating performance of payroll members. Escalates critical issues and communicates with key management. Supports internal and/or external auditors in the performance of their work by producing schedules/documentation and answering questions involving District policies and procedures that will assist the auditors in the completion of their work. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Ability to apply principles, policies and practices of payroll and human resource including: policy interpretation and implementation; supervision; training, team building; motivation; conflict resolution; business writing; pertinent state and federal laws and regulations relating to public administration. Knowledge of Federal, State, local laws, and compliance requirements including: Fair Labor Standards Act, Family Medical Leave Act, California Public Employees Reporting System and others affecting payroll administration. Experience with collective bargaining agreements. Knowledge of laws, rules and regulations governing the preparation and processing of voluntary preand post-tax deductions, and involuntary deductions, calculation of employee taxes, tax reporting, record retention and payroll accounting. Working knowledge of principles and practices related to system development, implementation and maintenance, and the ability to comprehend technical concepts, programming language, calculation codes, and system documentation. Knowledge of automated time and attendance systems and automated payroll systems and reporting. Strong background in reporting tools, including MS Office. Knowledge of the principles of deferred compensation plans. Skill in using computer software and other office technology applicable to business requirements. Proactive problem solver who is able to develop creative solutions and has a strong commitment to customer service. Exceptional skill in developing and maintaining effective, productive, cooperative working relationships with employees, supervisory personnel, management, representatives from other agencies, the public and others contacted during the course of work. Skill in writing business correspondence, reports, policies, and recommendations. Must demonstrate exceptional attention to detail and accuracy. Ability to analyze systems and develop processes to assure that programs are being carried out and aligned with Board policy.
