DEPARTMENT: POSITION TITLE: CEA LEVEL: CEA 1 SALARY RANGE: CORRECTIONS AND REHABILITATION, DEPARTMENT OF Chief, Enterprise Architecture and Change Management (Pending SPB and DPA Approval) RELEASE DATE: Wednesday, July 2, 2008 FINAL FILING DATE: Wednesday, July 16, 2008 EXTENDED FINAL FILING DATE: $ 6, $10, / Month BULLETIN ID: _3 POSITION DESCRIPTION Under the general direction of the Chief Information Officer, and the Project Management Officer (PMO), the Chief, Enterprise Architecture and Change Management provides leadership, guidance, and strategic direction to staff, and serves as the principal policymaker with regard to the development, implementation, and on-going support and maintenance of information technology staffing, enterprise architecture, Information Technology (IT) strategic plan, change management strategies and planning, and IT governance. Duties include, but are not limited to: Develop program and policies, implement and lead the IT strategic plan and access to care change management strategies and planning for the PMO and IT governance rollouts. Develop, implement and lead the Receiver's Health Care Enterprise Architecture program including Shared Services strategies and required policies. Responsible for coordinating program with PMO processes, policies, methods, and procedures. Obtain executive consensus regarding strategy for each anticipated gap between the developed Enterprise Architecture and the Receiver's health care business needs. Develop, implement and lead the Receiver's information technology staffing initiatives. Responsible for identifying IT staffing needs and anticipating necessary classification and organizational changes to support IT processes, policies, methods and procedures. Obtain executive and control agency consensus regarding strategy for gaps between the developed staffing plan or solution and the Receiver's health care business needs. Work with internal HR and fiscal units, and control agencies to ensure appropriate and adequate staffing for IT activities. Mentor and coach junior project

Mentor and coach junior project management staff by creating staff development and training policies. Develop, implement and lead IT governance planning; assist in establishing statewide policy as a member of the statewide governance committee and leader of the health care services governance committee for enterprise architecture. Lead efforts to ensure adequate electronic project management tools (epmt) are deployed and maintained that support both project management and portfolio management that align projects with the strategic plan. Establish project management policies that govern projects, the use of epmt, and portfolio management tools. Work with statewide governance panels, sponsors, control agencies, internal and external stakeholders, contractor, project managers, executives, and staff to facilitate IT staff and resource deployment, resolve issues, manage risks and facilitate a successful development and implementation of IT services. MINIMUM QUALIFICATIONS Applicants must meet the following minimum qualifications: Either I Must be a State civil service employee with permanent civil service status or who previously had permanent status in the State civil service. Or II Must be a current or former employee of the Legislature, with two or more consecutive years as defined in Government code Or III Must be a current or former non-elected exempt employee of the Executive Branch with two or more consecutive years (excluding those positions for which salaries are set by statute) as defined in Government Code Or IV Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section KNOWLEDGE AND ABILITIES Applicants must demonstrate the ability to perform high administrative and policy influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities: (1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department s

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization): CEA Level 1. Supervisory/administrative experience in a line or staff activity, including the execution and/or evaluation of program policies. CEA Levels 2 and 3. Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies. CEA Levels 4 and 5. Extensive managerial and program administrative experience which has included substantial responsibility for a combination of management functions such as program planning; policy formulation; organization coordination and control; and fiscal and personnel management. Where high technical professional qualifications are of primary importance in performing the duties of a given CEA position, then the above required experience may have been in a staff capacity exercising professional skills to influence and contribute to program, policy, and methods of providing those professional services. Primary examples are medical doctors and attorneys. EXAMINATION INFORMATION A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Enterprise Architecture and Change Management (Pending SPB and DPA Approval), with the CORRECTIONS AND REHABILITATION, DEPARTMENT OF.
