JOB PURPOSE The purpose of this post is to provide specialist advice and expertise to support the delivery of public health in NHS Orkney in the areas of health promotion and health protection. SCOPE AND RANGE To provide specialist advice and expertise to strategic planning processes and to contribute to the development of local health improvement policy and strategy as well as to public health functions within NHS Orkney. The post holder will develop and facilitate collaboration across all relevant organisations, and assist with policy implementation. The individual will be responsible for the planning and delivery of delegated public health programmes and support the performance management of the public health function. To develop and maintain information and support structures which address health improvement and health protection needs of the people of Orkney. MAIN DUTIES/RESPONSIBILITIES 5.1 Public Health 5.1.1 Promoting and Protecting the Population s Health and Well-being Provide specialist advice,guidance and practical support in relation to the identified priority areas for NHS Orkney, OHAC,individuals/groups from Orkney Islands Council and community and voluntary sectors. Lead on the formulation of operational plans to support public health practice Lead on the planning, development and implementation of evidence based health public health practice in conjunction with partners. Prepare reports, reviews and presentations on the achievements/outcomes of public health projects Undertake health protection work with support from the Consultant in Public Health. The post holder will have the opportunity to take part in the public health on-call rota under supervision 5.1.2 Developing Quality and Risk Management within an Evaluative Culture Provide specialist advice and support for the implementation of public health programmes Implement systems for monitoring and audit. Develop and maintain an overview of developments in knowledge and practice in public health/health promotion and identify opportunities to integrate these into practice Be responsible for disseminating clinical governance information and develop and contribute to the departmental risk register 5.1.3 Policy and Strategy Development and Implementation to Improve Health and Well-being Provide specialist advice and expertise in the development and assessment of policy and strategy in health and well being 5.1.4 Strategic Leadership for Health The post holder will be required to apply a range of specialist knowledge and skills in the area of Public Health whilst working with people, individuals and groups, within communities as well as those at strategic level e.g. change management skills As required develop and lead specific public health/ health improvement policy and activity e.g around a specific topic or H target Develop and maintain an overview of developments in knowledge and practice in public health and identify opportunities to integrate these into practice 5.1.5 Research and Development to Improve health and Well-being Contribute to service improvement within the public health department Initiate and participate in audits as and when required. COMMUNICATIONS AND RELATIONSHIPS The post holder is required to establish and maintain effective communications and build and sustain good working relationships with a wide range of personnel and agencies to fulfill the duties of this post. The post holder must be sensitive to the welfare, feelings and perceptions of public, patients and staff and will on occasion be involved in reactive, difficult and sensitive issues, mainly in relation to concerns or events involving staff health and staff/public safety. Work with the media team Disseminating information and raising the profile of public health The post holder is expected to devise and deliver formal training in the form of workshops, seminars, presentations to NHSO staff at all levels in the organization. Contribute to a range of meetings and working groups, including those at which members of the public or community members are present. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB The post holder is required to have the following knowledge, training or experience: - Experience of working in a Public Health remit or equivalent in a Health or Local Authority environment Experience of multi-agency/partnership working, either in the NHS or in a public sector environment. PHYSICAL AND MENTAL DEMANDS OF THE JOB The post holder is required to travel both on the Orkney mainland and to other islands in the county by car or public transport. The post holder also may be required to travel to the Scottish mainland for regional and national meetings where video or teleconferencing is not possible or appropriate. The post holder must have the ability to concentrate on documents and deal with VDU and keyboard based work. Whilst the post holder has discretion to plan workload, this will often be subject to interruption or change at short notice to match the demands of the organisation and front line services.
