Discrepancies in data entry and data loss. Information is being duplicated in multiple locations. Generating a report or an enforcement letter is a cumbersome process. With multiple data entries occurring, maintaining QA/QC system integrity is very difficult. Bottom Line: System is not efficient.
The Objective: To develop a web based database that incorporates the following: 1. Mainframe portal for department communication 2. GIS Dashboard for all data entries (different dashboard for each element) 3. Tracking of Enforcement actions and Regulatory Items. 4. Reports and letters automated generation process. 5. QA/QC measures 6. Track performance measures 7. Creating maps and use of GIS functions 8. Database specifically designed to track the requirements of the NPDES permit
Microsoft SharePoint Provides a dashboard framework Build in Calendar, Contacts, Lists, Discussions SQL Server Contains GIS databases Reporting Services ArcGIS Server Software gives you the ability to create, manage, and distribute GIS services over the Web to support desktop, mobile and Web mapping applications Mobile Function (future application) Tablets Full access to database functions
True North Geographic Technologies was awarded contract to develop the database in 2010. The web based database design will incorporate all the program elements and will focus on software that does not require extensive programming or coding. Project will be implemented in phases (program elements). Database designed is being focused on data management system for phase I&II NPDES statures.
Site (parcel, address, GPS location) Related Map Features Activities (inspections, enforcement) Attachments
Reporting Consistent attributes Easier to search by location Repeatable Easy to incorporate new databases Flexible Types of data varies across program elements Centralized Non proprietary
Using either Virtual Machine or live connection to 3G network.
All program elements (phases) will be incorporated into database by Summer 2012. Possible linking database with other city mainframe databases for interdepartmental communication. Add more mapping and GIS functions to reduce licensing for ESRI software. Continue to refine and improve as needed with the development new software functions.
