l [ ' 1.0 INTRODUCTION 1.1 Prject Backgrund Callan Pint Abriginal Heritage Management Plan Callan Pint is situated within the Liechhardt Cuncil area in the City f Sydney. The Pint is frmed n a sandstne utcrp prjecting int Irn Cve n the western edge f Rzelle Hspital. The Pint frms part f a series f Irn Cve freshre pen spaces used fr public recreatin. There have been three previus heritage studies f Callan Pint [1991 NSW PWD; 1995 Huys, hnstn & Wickman; and, 1998 Cntext pty Ltd, Greening Australia & Kate Sullivan & Assciates). These studies prvided management recmmendatins fr the nging prtectin and cnservatin f the sites within the cntext f the public recreatinal use f the Pint. The Abriginal sites at Callan Pint have als been cnsidered as part f a number f archaelgical research r site survey prjects. These have resulted in multiple and varied recrdings f the sites. The Callan Pint Castcare Prject is currently undertaking a prgram f natural and cultural site prtectin wrks at Callan Pint under funding frm Castcare [thrugh a Natural Heritage Trust grant and the NSW NPWS. The Callan Pint Castcare Prject cmmissined the present study t determine specific cnservatin issues and requirements fr the Abriginal sites n Callan Pint. The study was riginally limited t the recrding and cnservatin assessment fr ne f the Abriginal sites NPWS Site # 45-6-283 which has been previusly assessed as the mst imprtant Abriginal site n the Pint. The study has placed this site in the cntext f the Castcare Prject bush regeneratin and land management, and the ther Abriginal sites in the area. This study has been undertaken in partnership with the Metrplitan Lcal Abriginal Land Cuncil. The prject tasks were t: Recrd the sites nting bservable changes in the cnditin f the sites Supply recrded infrmatin as additinal t the existing NPWS Site Frms, including a phtgraphic recrd. Prepare best scale mapping f the Pint shwing site lcatins and the current extent f bservable scatters f midden material and identify ptential sub-surface archaelgical depsit Which wuld be labelled "archaelgically sensitive". Each class f data t be accmpanied by a management strategy apprpriate t it. LI n [ l Callan Pint Abriginal Heritage Management Plan 1.2 Methds and Prcedures Prir t the field wrks a search f the NSW NPWS Register f Abriginal sites was undertaken. This prvided the basis fr a histry f the previus site investigatins and an assessment f their relative value in cnservatin planning. The recrded the current bservable site cnditins and variatins nted. The sites have been accurately mapped at 1:500 scale [see Figure 1. The prject included a series f site visits fr the purpse f nting bservable changes t the sites since the previus recrdings, current impacts and threats and t gain an understanding f the current bush regeneratin prgram and site remediatin wrks. Cnservatin requirements [see Table 2 were develped in cnsultatin with the Metrplitan LALC and the Callan Pint Castcare Prject Crdinatr. 1.3 Acknwledgments David Eckstein, Leichhardt Cuncil Senir Envirnment Officer crdinated the prject, assisted in the field investigatins and prvided advice n bush regeneratin and site remediatin wrks in prgress at the Pint. Alan Madden and Andrew Rberts, Site and Educatin Officers f the Metrplitan Lcal Abriginal Land Cuncil assisted thrughut the curse f the field investigatins and in the develpment f the actin plan. Dr Val Atlenbrw, Australian Museum, prvided additinal infrmatin n the sites. 2.0 SITE DATABASE 2.1 Previus Archaelgical Investigatin and Site Recrdings A Heritage study f Rzelle Hspital [1991 Envirnmental Design Grup, NSW PWD prvided an initial assessment f the natural and cultural resurces including Callan Pint. The study prvided brief guidelines fr the cnservatin f items f heritage significance and recmmended the preparatin f detailed cnservatin plans fr specific areas including the Pint. The 1995 [Huys, hnstn & Wickman study f the sites at Callan Pint prvided additinal detailed site recrdings fr tw sites n the Pint. These recrdings were nt submitted t the NSW NPWS fr accessin n the Abriginal sites Register. Other recrded sites in the area were nt discussed. This study als prvided significance assessments f these sites [1995:76-77 and recmmendatins n their future management [1995:79-85. Sheltered Midden NPWS Site # 45-6-283 Establish barrier [sandstne slabs) at frnt f shelter and bar access via an existing track dwn the hillslpe t beach by the erectin f a small rpe fence at the tp f the slpe. The 1998 Cnservatin Management Plan fr Callan Pint [Cntext pty Ltd, Greening Australia & Kate Sullivan & Assciates briefly summarised the sites n the Pint and provides a preliminary assessment f the heritage value f the sites in terms f scientific ptential and Abriginal cultural values. The study apparently disagreed with the previus [HuyS,hnstn & Wckman 1995 study and suggested that the cnservatin and prtectin -measures shuld be as 'lw key as pssible' [1998:8) and that a 'precautinary apprach' was needed [1998:11. Identified site prtectin and management guidelines [1998:21 included: Middens shuld be managed fr preservatin in a natural setting allwing future access. The preferred methd fr preserving midden in sheltered cntexts wuld be t cver with clean sand behind natural stne; in pen cntexts t cver with sil and indigenus grasses and grundcvers. Further recording may be required. Interpretatin f the Abriginal ccupatin sites shuld be undertaken but site lcatins lihuld nt be made bvius. Specific cnservatin actins were recmmended [1998: 24-25 which addressed the immediate site natural ersin and visitatin impacts. These included the emplacement f permeable wven plastic clth, r getec matting, r rpe-wd crdury verlain by 200mm f suitable sil r clean building sand. The pen midden shuld be ultimately cvered by suitable vegetatin cver. The sheltered midden shuld be ultimately cvered with a 200mm layer f rck fragments 'like crazy paving' pssibly in 'weak mrtar' and finally with 'hardy salt-resistant grundcvers'. The efficacy f these measures shuld be mnitred at six mnthly intervals. Other sites assessed as having apparently limited value shuld be further recrded and investigated fr apprpriate management requirements. Attenbrw visited the sites between 1986 and 1989 and prduced the mst cmprehensive recrdings and scientific significance assessments f the sites at Callan Pint as part f her research int the Abriginal ccupatin patterns f Prt acksn [Attenbrw 1990. She did nt undertake any detailed r sub-surface investigatin f the sites. Specific cnservatin requirements were beynd the scpe f her study. She recently [pers.cmm cnfirmed: the high research value f NPWS Site # 45-6-283; the relatively pr cnditin and lw research ptential f the midden depsits at NPWS Site # 45-6-1971,45-6 1972 and 45-6-618; her assessment that NPWS Site # 45-6-1481 is nt an Abriginal site. 3 MARY DALlAS BA(HONS) SYD UNI.MAACA.31 WATERVIEW ST. NPWS Site # 45-6-283 " A number f ther archaelgists and an amateur recrder have als recrded these sites. Each recrder used different site number cdes and prvided varius site maps and plans [see Table 1. The Metrplitan LALC has been variusly cnsulted thrughut the curse f the previus investigatins. The LALC made n specific recrdings but have cnsistently indicated that the sites are imprtant t the lcal Abriginal cmmunity. The sites prvide evidence f the histry f Abriginal wnership and ccupatin f the Sydney freshres. The sites represent a depleted and deterirating resurce which the Metrplitan LALC are very cncerned shuld be managed fr preservatin and educatinal use. The varius NSW NPWS Site Frms fr the Callan Pint Sites are presented in Attachment 3 and are summarised n Table 1. This sheltered midden site is lcated at the far end f the beach t the east f 'Mushrm Rck [see Plates 1, 5, 6, and 7. The site has a nrtherly aspect and is at the Beach level. The midden depsit is cntained within a sandstne verhang within which the maximum useable space measures 410cm in length x190cm in height x310cm in depth. The depsit is als partially verlain and effectively preserved by a rck fall. The expsed face f the depsit is subject t wave actin and t damage frm Beach users. The depsit is uncnslidated in this prtin, hwever it is likely t be undisturbed and> 50cm in depth t the rear f the shelterand underthe rck fall. Depsit cnsists f 50% cckle; 40% yster and 10% mud whelk and mussel in a buff t dark brwn sandy matrix. N stne r bne f a cultural rigin is visible. NPWS Site # 45-6-1971 This site is a small sheltered midden within a lw verhang n the beach 10m t the west f 45-6-283 [see Plates 1, 5, 8 and 9. The verhang is 610cm in length x 73cm in height x 195cm in depth. The midden depsit is lcated at the western end f the verhang within an area f 300cmx195cm. The muth f the shelter is partially bscured by thick grass and peridically is subject t accumulatins f sand and debris fllwing high tides and strms [Val Attenbrw pers. cmm. The site cnsists f a highly disturbed surface scatter f yster and cckle, rewrked with recent strm depsited shell and mixed with litter and fltsam. The surfaces als cntain the remains f recent rck fireplaces. Althugh shell remains were riginally recrded as cultural this lcatin is clearly reclaimed land and the rigins f the shell material is assessed as being derived frm natural r dredged r fill/intrduced material. The NSW NPWS retain recrds f this material n the Register f Abriginal Sites which clearly identify the place as 'nt a site' t ensure any further uninfrmed reprting will nt be accessined nt the Register. N management cnsideratin is required. NPWS Site # 45-6-1972 This site is a very lw sheltered verhang cntaining a surface scatter f shell apprximately 9m abve the Beach and 15m t the west f 45-6-1971 [s.ee Plates 10,11 and 12. The verhang measures 260cm in length x 46cm in height and at least 167cm in depth. The surface shell cmprise yster and cckle and is mixed with surface litter. The depth f depsit culd be cnsiderable and may be undisturbed. Cnsiderable quantities f fragmented shell cvers the slpe at the muth f the shelter and is expsed alng a track alng the slpe and leading dwn t the beach. NPWS Site # 45-6-618 This is an pen midden ver the surfaces f the upper elevatins f the headland abve the Pint and alng the nse and side slpes f the Pint [see Plates 13, 14 and 15). The upper elevatins cnsist f highly fragmented and dispersed surface scatters f shell. There ~re n cncentratins in these elevatins. Sandstne utcrps and surface expsures in these elevatins indicate a minimal and patchy cvering f tpsil. Ptential midden bearing depsit is limited t these areas. On the lwer elevatins f the Pint shell scatters ccur in expsures relating t the main walking track, side tracks and in denuded sectins f the Casuarina grve alng the ea!\t facing side slpes. Shell appears t be predminantly yster with sme cckle. Stne artefacts have als been fund in the shell scatters. Cncentratins f shell were nted [Huys, hnstn and Wickman 1995: 46ff; see als Site Frm by Attenbrw) n either side f the main nrth-suth tending track alng the nse fthe Pint and alng the slpes abve the Beach between the Pint and 'Mushrm Rck'. Huys, hnstn and Wickman [1995: 50) explain the distributin f shell remains as part in situ n the upper level surfaces which has in turn becme expsed and washed dwn slpe t 'cllect amngst the rcks at the basal slpes'. This mayr may be the case, and sub-surface testing wuld be required t determine the rigin f the slpe depsits. ,I c Callan Pint Abriginal Heritage Management Plan 3.0 MANAGEMENT ACTION PLAN ;1 L '1 The principal management issues relate t the preservatin and cnservatin f the Abriginal sites in the cntext public recreatinal use f the place. The recreatinal use and natural ersin are the main causes f site deteriratin. Natural ersin is evident alng the Beach nrth f 'Mushrm Rck', and is caused by tidal actin and strmwater damage. In very high tides the flrs f the sheltered midden sites are inundated and sustain depsitins f water grasses and fltsam. Recreatinal use f the Beach area affects the sites by scuffage, trampage, littering and the installatin f ccasinal fireplaces [see Plate 9. It is likely that. dgs and small burrwing animals cause damage frm digging and scraping inside these shelters. A rwing marker [1500 has been painted n the utcrp at the muth f ne f the sheltered middens n the Beach [see Plate 5. On the hill slpes and upper elevatins f the headland natural ersin is caused by slpe wash and is accelerated by de-vegetatin and expsure caused by recreatinal use. The impact f recreatinal use is largely evident in the cnsistent pattern f preferred walking rutes [desire lines acrss the headland, t the Beaches and alng the Pint. The walking tracks which criss-crss the area are well established and relate t persistent preferred rutes thrugh the area and t the waterside [see Plates 3, 4,11-17. Vehicle access is nt an ptin fr users. Bats mred ffshre ccasinally stre tenders n the Beach t the nrth f 'Mushrm Rck' [see Plate 1. The main. impacts n the sites are summarised n Table 2. 3.1 Cnservatin Principles and On-8ite Issues The BurraCharter 1992 (The Australia ICOMOS Charter fr Places f Cultural Significance) cntains a set f principles fr the cnservatin and management f significant places. This recmmended cnservatin actin plan has been prepared in accrdance with thse principles. General Principles relevant t the present study area: The aim f site cnservatin and management is t retain the cultural significance f the place (Article 2). The significance f the place lies includes the physical remains f prehistric Abriginal places f ccupatin. The unique natural setting f the place is als recgnised. Bush regeneratin and weed remval is currently being undertaken in a systematic and sympathetic manner as part f the verall land management prcess. Cnservatin and management techniques shuld respect the nature, assciatins and meanings f the place. The cnservatin needs f the Abriginal archaelgical evidence can als be assessed in this cntext. While the archaelgical remains are already disturbed and are vulnerable t natural and human impacts, mst f the sites retain sme archaelgical value and all retain cultural significance t the Abriginal cmmunity. Site interpretatin is als viable in the cntext f cmmunity use and serves the Abriginal cmmunity interest in educating the general public as t the value and fragility f their heritage. Enhancing the public experience f the place shuld recgnise the persistent and usual way the public use the place. Visitr impacts are caused by the direct disturbance f the sites and are accelerated by the ease f access. The Beach sites are particularly vulnerable and a number f side tracks and paths ff the headland t the Beach have been created. Re-ruting f these paths and tracks t minimise direct access is unlikely t be successful. Frmalisatin f ne r tw f the main paths t the Beach is recmmended cupled with clsure and re-vegetatin f the minr pnes running alng the slpes abve the Beach. Such actin wuld supprt the principal bush regeneratin and slpe stabilisatin aims f the Castcare Prject. The main walking path alng the headland t the Pint is the result f a wellestablished pattern f mvement thrugh the place. The damage t sites caused by the path creatin and use has already been effected. Re-ruting wuld cause further damage and is unlikely t be accepted by users. Frmalisatin f the existing path is recmmended. The placement f bard walks alng sectins f the path wuld be warranted nly if in situ sub-surface archaelgical depsits wuld cntinue t be affected by path use. This is nt the case. Surface expsures f midden n the main path have n archaelgical integrity and are highly fragmented. The issue is primarily t d with ersin cntrl nt site cnservatin. Frmalisatin f the existing path thrugh the installatin f a simple wd-edged gravel path and revegetating the path verges wuld cause n further damage t the pen midden site Cnservatin f a place shuld take int cnsideratin all aspects f its cultural significance withut any unwarranted emphasis n ne aspect ver anther (Article 5). The present actin plan fcuses n the Abriginal cultural heritage f the place. The recmmended actin have n impact n the ther nn-indigenus resurces f the place. A shrt sectin f the main waking path traverses a Eurpean engraving. This site is slightly elevated and frmalisatin f the existing 'desire line' r rute by wdedged gravel wuld nt be acceptable. Given that the Width f the rck utcrp is narrw, were the frmal path t stp n either side f the utcrp, the 'desire line' wuld nt be interrupted. Where the existing use f a place is f cultural significance this shuld be retained. A cnservatin plicy should determine which uses are cmpatible (Article 7). The place is essentially a public recreatinal area characterised by a natural bushland setting. Interpretative signage relating t Abriginal Heritage has already been established thrughut the place. Prpsed infrastructure shuld nt adversely affect the setting (Article 8). The place is essentially a natural setting which supprts sme infrastructure relating t passive recreatinal use and appreciatin f the natural setting. Alteratin t this pattern is nt recmmended r prpsed. The remval f cntents which frm part f the cultural significance f a place is unacceptable unless it is the sle means f ensuring their security and preservatin. Preservatin is apprpriate where the existing state f the fabric cnstitutes evidence f specific cultural significance (A.rticles 10 and 11). The prpsed actin plan aims t cnserve the sites withut detriment t their cntent r setting. Prpsed actins are cnservative and are reversible. They d nt limit future scientific research. Site cnservatin actins are cmpatible with the land management pbjectives f the Castcare Prject. Apprpriate recrds shuld be kept abut any changes t the place including management decisins and additinal site recrdings as may be required. These recrds shuld be placed in a permanent public archive (Articles 26, 27 and 28). Mst f the wrks t date have been preceded by apprpriate prfessinals under the directin f the relevant land managers. Recrds f meetings, investigatins and mnitring have als been maintained. Cpies f reprts and relevant crrespndence have been made available t the Metrplitan LALC and effective liaisn has been established. 3.2 Recmmended Cnservatin Actins 1. NPWS Site # 45-6-283 This sheltered midden site cntained in situ cultural depsit f cnsiderable depth which is partially prtected by a rck slab fallen frm the rf. The unprtected prtin f the depsit shuld be: retained by natural sandstne blcks [preferably derived frm a lcal surce. The larger the sandstne the mre permanent the result. The placement shuld appear natural and nt include use f mrtar. encased in getec fabric held in place by a layer f clean sand and sil t be placed ver the fabric between the retaining blcks and the rear f the verhang. cvered by suitable native grund cver. The muth f the verhang culd be further bscured by the establishment f suitable salt resistant prickly shrubs. The site envirns shuld be: enhanced by the remval f asthma weed and the establishment f salt resistant shrubs and hardy grund cver. NPWS Site # 45~-618 Callan Pint Abriginal Heritage Management Plan This is an pen midden ver the surfaces f the upper elevatins f the headland abve the Pint and alng the nse and side slpes f the Pint. The upper elevatins cnsist f highly fragmented and dispersed surface scatters f shell. This area is pen and grassed. Undisturbed shell midden depsit in this area is unlikely t be substantial r retain any scientific ptential. The installatin f bard walks is nt warranted. The fllwing actins are recmmended: main existing path shuld be frmalised by the installatin f a simple wdframed gravel path. The sectin f path traversing the Eurpean engraving n a sandstne utcrp n the upper elevatin f the headland [see Plate 17 shuld be truncated at this pint t avid damage t the engraving.
