EXECUTIVE SUMMARY As an introduction, we offer a brief description herein and look forward to presenting an extensive detailed plan when it is most convenient for you. Modulemetrix understands how to support our clients with our capability to operate in Africa in terms of developing cost effective solutions, value engineering and producing innovative but realistic delivery plans. Our delivery plans include detailed descriptions of our Project and Programme Management, Cost and Schedule Controls, Earned Value Management, Construction Management and Quality Assurance. Modulemetrix will provide effective planning, controls, forecasting, monitoring and executive level management in our Johannesburg office necessary for delivering the works across Africa. The execution of the work, direct management and fundamental controls will be carried out by Modulemetrix staff at each site. We believe remote management is inappropriate and is never utilized by Modulemetrix. Our Project Management staff are competent and qualified to deliver the asset and successfully meet the challenges facing our clients. We have developed standard procedures and data management systems that enable us to provide consistent quality of service to our clients across the geographical locations. Our procurement department has developed global cost databases where we can compare the costs of standard materials and labor, availability, shipping and levels of skill, which is especially useful where our clients are working across a range of countries. The benefits we provide for international clients include experience in many geographic locations, well trained professional staff provide effective planning, controls, forecasting, monitoring and executive level management with real project management skills, project teams that execute at the site level and managed through a central office consistent and accessible to the client, knowledge of the construction markets, and an understanding of the need to integrate high international quality levels with local cultures. We welcome the opportunity to present our capability in greater detail at your convenience in the future.

VALUE ADDED There are several factors we believe show the value added by Modulemetrix to our clients. Management Services provided by Modulemetrix are applicable and appropriate to meet the challenges of delivering our clients portfolio. This assures that the deliverables will be made on time and within budget. Experience and relationships provided by Modulemetrix will assure the business and management solutions are accurate, timely and dependable. Modulemetrix relative experience and knowledge of the industry and location provides that the risks for our clients are considered and mitigated. Modulemetrix staff have performed successfully in difficult locations and conditions (austere, remote, hostile and isolated); it is likely that several sites will be in difficult locations and these skills will be beneficial on specific projects. Modulemetrix project managers and staff have the skills to observe and determine what is required to deliver client service quality and to maintain a shared vision with the client. assure the business and management solutions are accurate, timely and dependable

MANAGEMENT APPROACH Managing a large complex program requires an approach that provides control, effectiveness and responsiveness. The most control and effective management is achieved with a skilled project team on the project site (hands on management); the most responsive to the client is a central office in constant direct contact. We believe the approach for our clients plan is to implement adequate numbers and skilled managers on each site, and knowing there will be a multitude of sites working simultaneously, the Project Mangers for each will report to a Program Manager that is in an executive position in a central office. The central office will be established solely for our clients program and function as the direct link to the client and each project site. This is not the same as a PMO managing remotely or using lower level site supervisors. Each site will be managed by a competent qualified Project Manager with proper authority and adequate staff in accordance with the project size and complexity. The functionality will be decentralized for effectiveness and control, and the authority/reporting lines will be centralized for responsiveness and consistency. Planning and monitoring will be at the central office and work execution at the project level. Accountability will be at both levels. Without increasing bureaucracy or reducing the staff capacity to execute work, we are capturing several benefits with this approach: Separate monitoring function from the delivery function enhances reporting integrity Centralized planning and reporting provides consistent client service and management of risks Single point of contact enhances communication and reduces confusion Decentralized execution allows flexibility, which enhances quality and cost/schedule control The management activities will be specifically defined in the Project Delivery Plan. A list of those typical activities is provided as an example. Project Start Up Project Execution Plan Master Programme Budget Validation Business Case Development Procurement Strategy Supply Chain Appointment Control Solutions Cost Management Stakeholder Management Design Management Programme Monitoring & Control Contract Administration Health Safety and Environmental Management Commissioning & Testing Operational Integration

PROGRAMME MANAGEMENT APPROACH Modulemetrix uses a methodology for managing projects that has worked very well in the past on projects. Upon the inception of a project, Modulemetrix urges the client to form a project steering committee. This committee should have representation from all areas that will be affected by the scope of the project. establish a clear and frequent communication channels, removing project roadblocks, identifying and resolving issues quickly, utilizing proven tools The steering committee acts as a roundtable of representatives that oversee the project objectives. Modulemetrix uses the Project Management Institute Project Management Body of Knowledge (PMBOK) as its standard rules for critical path methodology and over project management principles. Modulemetrix has long been a member of the Project Management Institute as both a corporate member as well as private memberships held by some of Modulemetrix s project management consulting staff. Modulemetrix encourages all Modulemetrix Project Management Consultants to complete all PMBOK courses offered by the Project Management Institute (PMI) to fulfil the requirements needed to gain their certification as a Project Management Professional (PMP). Modulemetrix has developed and trained based on these PMI principles. Modulemetrix employs consultants that have developed Project Management Solutions for many different industries. Some of these include: Entertainment, Hotel, Automotive, Manufacturing, Construction, Aerospace/Defense, US Military, Foreign Militaries, Pharmaceutical, Computer Hardware and Software, and more. Modulemetrix professionals have developed Earned Value (Cost/ Schedule Enginee-ring) systems to meet Association of Cost Engineers standards. These same systems have been developed to manage multi-billion dollar programs and projects. 8

PROJECT MANAGEMENT APPROACH We expect our Project Management Consultants to be selfmotivated, self-confident team players, operating effectively and seamlessly on our client s team. The goal is to be an indistinguishable extension of the client staff, precluding the we/ them environment and in all things representing the needs and views of the client. We see the role of our consultants to be strategic partners by accomplishing the following: Schedule development and maintenance Project status and progress reporting Change Control management Issue tracking / follow-up / closure Information dissemination to the appropriate personnel Risk control and mitigation Resource and Cost control and reporting Web site maintenance of crucial project data Forecasting / What-if analysis Integration of other related projects or project data Training on PM principles and/or PM software use as necessary Report development, ad hoc, standard, web based, or on-demand reporting Maintaining a historical database of schedules and other important documents Assistance in evaluating level of contractor effort and progress as it relates to invoices. Cost Engineering for construction costing, bidding, or other areas where needed Earned Value Analysis development on the preferred package of Primavera, COBRA, or other necessary EVA tools. to be an indistinguishable extension of the client staff, precluding the we/ them environment and in all things representing the needs and views of the client

The crucial functions of the project management team will be to establish clear and frequent communication channels, removing project roadblocks, identifying and resolving issues quickly, utilizing proven tools like Earned Value Analysis to determine project performance, and quantifying / qualifying elements of risk. P3 s suite of tools will facilitate establishing and controlling these requirements. Modulemetrix methodology is to put a Lead Consultant in charge of the overall project or contract. An Modulemetrix Director will review the project status on weekly basis with the Lead Consultant. The Lead Consultant will set review meetings with the client to make sure that all goals are being met in a timely manner. We also encourage the client to make any problems or perceived problems known to Modulemetrix management at any time. To be successful, Modulemetrix will work closely with site stakeholders during the duration of the project to achieve the following: Our professionals will use the following standard PMBOK process outline to manage the project: Initiation Kick off meeting Develop Project Charter (provides authority, business need, product description) Constraints & Assumptions System Assessments Team Identification Planning Define scope management plan Meeting/Reporting Structure Work Breakdown Structure Develop detailed timing, cost, resource and risk plans Completion of deliverables within allocated time Within budgeted cost At the desired performance, technical, or specification level Minimum or mutually agreed upon scope changes Without disturbing corporate culture or values With minimum disturbance to corporate work flow Execution Execute Project Plan Quality Assurance Data/Information Distribution Team Development Control Integrated Change Control Quality Control Risk Monitoring & Control Cost Control Performance Reporting Close Out Contract Close out Administrative Close out

Modulemetrix s methodology for project management includes the development of a detailed project plan upon assessment of current practices and capabilities. Modulemetrix professionals will interview and ask probing questions to best develop a detailed review of current business practices. The business practices will be compared to the most recent developments in the industry for efficient practices. our consultants will develop a schedule based on the client s requirements, desires and objectives When working with Primavera P6, it is very important to invest time at the beginning of the project to clearly define the coding structure to be used. A well-defined and flexible code structure will facilitate quick and accurate reporting and will also allow for future expansion of the project. Our consultants will develop a schedule based on the client s requirements and desires and objectives. The project plan will go through several stages: initial plan, review, re-modification, resource assignment and loading, re-planning and then customer acceptance. These activities will then be costed out to show what will be done, who will do it, where each parties responsibilities lie, and the time based schedule of what tasks will be accomplished and when they are to be done.
