Hinsdale Middle School Referendum November 8, 2016 Election Referendum FAQ of the Week for Newsletters www.d181.org > Our District > HMS Referendum Background: On the ballot as part of the November 8, 2016 General (Presidential) Election will be a referendum question put forth to District 181 voters, seeking authorization to sell up to $53,329,194 in bonds for the purpose of building a new school that would replace Hinsdale Middle School. D181 newsletter coordinators are being provided with a "Referendum Question of the Week" by the District as one way to help families stay informed regarding this important topic. What is the cost for building a new HMS, and if the referendum were approved, how would that impact my tax bill? The referendum amount shown on the November ballot is $53,329,194. It is important to note that the project budget includes not only the cost of actually building a school, but also contingencies, an escalation factor, general liability insurance, temporary relocation of the mobiles and parking spaces, demolition of the current HMS, mandated storm water retention, asbestos-related environmental needs, and Construction Management fees, among a variety of other components. You can find a detailed budget estimate on our website. The referendum net debt service (cost with interest) is $83,454,225. If the referendum is not successful and a referendum for new construction is tried the following year, it is anticipated that the cost for delaying would increase by 3-5% due to escalation. If the referendum is successful, homeowners would see an increase in their tax payment in Calendar Year (CY) 2017 that would be sustained for the first seven years of the 20-year term. However, because the District s existing debt will be paid in full by CY 2023, homeowners would see a decrease in their overall bond and interest tax payment in CY 2024, leaving just the payment for the HMS bonds for the remaining term. (The existing debt is primarily due to seven different bond series for renovations and/or additions at Madison, Oak, Monroe, Elm, and The Lane, and new construction of Clarendon Hills Middle School, Prospect, and Walker.) For a median home value ($765,400), it is estimated that the increase would be $100, the decrease would be $326, and the total amount paid over the 20-year life of the bonds for the HMS Referendum would be $9,089. On the HMS Referendum page of our website is a four-page Cost and Tax Impact document that provides these figures for home values up to $2.5 million, and much more financial detail. 4

OCTOBER 2016 SCIENCE Challenge House of Cards Materials: Playing cards Flat surface Start Building Build a house, tower, castle or anything you imagine using only the playing cards. Experiment with how to build the strongest structure, what works best? WE LOVE SCIENCE! Please join us in a series of open ended challenges as we ramp up for the Science Fair. This month we are constructing playing card structures. After your Science Star completes the challenge, sign this paper and return it to the MRC and/or email us a picture of their best creation (and your child s name/teacher) to walker60514@gmail.com before the end of the month to be recognized and entered in a raffle to win prizes donated by The Daily Scoop! FURTHER EXPLORATION What We Know The force holding the cards in place is friction between two (or more) surfaces that are in contact. Playing cards are often laminated smooth (as are tables) which makes this project tough. Gravity is the force that causes the cards to fall. Not all structures need to use a triangle base, what other ways can you create a strong and favorite supportive base? What happens when you build on a textured surface like carpeting instead of a smooth flat table? Sponsored by the Walker PTO Now what if you could use other materials to connect the cards to each other like paper clips or tape? Student Name: Signature: Teacher:
