1.4 This prospectus contains the rules and regulations applicable for selection and admission for academic year 2015-16 to MD / MS / PG Diploma courses in the member colleges listed above. This prospectus contains procedure for admission to all those seats filled up by the manage other than category of seats for the children/dependents of NRIs. 1.5 The number of seats available for admission in accordance with this prospectus and the college wise and course wise distribution of these seats are explained in respective pages given as Annexure I A, B, C & D. 1.6 This prospectus may be subject to modification / addition / deletion as may be deemed necessary by the Federation and also subject to further orders, if any, passed by appropriate authorities/ courts of law. II.. DURATION OF THE COURSES As per the MCI Postgraduate Medical Education Regulations, 2000, 10 (1) & (3), the duration of the course including University Examination is 3 years in the case of Degree Courses and 2 years in the case of Diploma Courses. There shall be an exemption of one year in the duration of PG degree courses in respect of candidates who have done P.G. Diploma course of two years and awarded Diploma in the same subject. The candidates must have acquired the P.G. Diploma pass certificate on or before 30 th April 2015 for being eligible for reduction in the duration of the course. No other reduction in the duration of the course shall be granted. The date of commence of the course and the last date of completion of admission process will be as per the time schedule fixed by the Govern of India/Medical Council of India/Supreme Court of India. III. CRITERIA OF ELIGIBILITY FOR ADMISSION 3.1 Nationality lity: Candidates must be Citizens of India / children or dependents of Non Resident Indians. 3.2 Academic: i. Applicants should have passed the MBBS Degree from any of the Universities in Kerala or from any other University recognized by the Kerala University of Health Sciences as equivalent thereto with eligibility for full registration in respect of all courses. Applicants who have completed the Compulsory Rotating Resident Internship (C.R.R.I.) on or before 31.03.2015 are eligible to apply; but admission to the candidates will be given only after obtaining registration of T.C. Medical Council. Applicants must meet all the requires that may be stipulated by MCI and Kerala University of Health Sciences, from time to time. ii. In the case of an Indian national with the recognized degree from Foreign University, the Medical Council of India may, on pay of the prescribed fee for the registration, grant temporary/permanent registration for the duration of the Post Graduate training restricted to the college/institution to which the applicant is admitted for the time being exclusively for Post Graduate studies. Temporary/Permanent registration to such candidates shall be subject to the condition that the degree is duly registered in the country where the degree is obtained and is recognized by the corresponding Council or concerned authority in India also. 3 P a g e

iii. No condonation of internship (C.R.R.I.) will be accepted. iv. All aspiring candidates shall have to qualify either in the Kerala State Entrance Examination for Admission to Post Graduate Medical Courses (PGM-Kerala 2015) OR in the AIPGMEE - 2015 OR in any other P.G. Medical Entrance Examination conducted by any State Govern or University for admission session 2015. In order to be eligible for admission in any Post Graduate course in 2015, it shall be necessary for a candidate to obtain fifty percentage (50%) and above in the relevant P.G. Medical Entrance Examination. However, in respect of candidates belonging to Scheduled Caste (SC), Scheduled Tribes (ST), and Socially and Educationally Backward Classes (SEBC), the minimum percentage shall be forty (40%). In respect of candidates with locomotory disability of lower limbs, the minimum percentage shall be fortyfive (45%). Any candidate, who has become so eligible,, irrespective of his place of domicile, will be eligible to apply, subject to clauses 6.1 and 7.3 below. v. The candidates under NRI category are exempted from qualifying in any entrance test and are admitted on the basis of their academic eligibility in the qualifying examination (M.B.B.S.). The eligibility criteria for admission to NRI category will be as per the GO(MS)No.34/2013/H&FWD dated 05.02.2013 and further orders in this regard, if any, issued by govern from time to time. IV. Tuition fee of the first year shall be paid at the time of admission. The candidate must give a bank guarantee for the tuition fee of the subsequent years, at the time of admission. 2. The fees prescribed by the University / other statutory bodies (like administration fee, affiliation fee, exam fee, registration fee, etc.) shall be paid by the students, in actual, from time to time, to the respective colleges. 3. Besides tuition fees, caution deposit, Hostel & Mess fees will have to be paid extra. 4. The tuition fee for the NRI category shall be twice the fees, prescribed for other candidates in this prospectus. V. HOW TO APPLY 5.1 The Prospectus along with application forms for Post Graduate Medical Courses can be downloaded from the website of the Federation www.kcpcmf.in or can be submitted ONLINE. 4 P a g e

5.2 The Application shall be submitted as detailed below: a) Completed application form should be submitted to any one of the Colleges and not to the Office of the Federation. This should be submitted before 3 p.m. on 15 th May 2015. i) The application form can be submitted online on the website of the Federation www.kcpcmf.in. A print out of the online application with copies of required docus affixing the photograph and signature shall be submitted along with a DD for Rs.1,000/ 00/- (Rupees One Thousand only) drawn in favour of KCPCMF payable at Ernakulam to any one of the member colleges. OR ii) The application form and prospectus can be downloaded from the website of the Federation. The filled-in downloaded application along with copies of docus and DD for Rs.1,000/ 000/- (Rupees One Thousand only) drawn in favour of KCPCMF payable at Ernakulam shall be submitted to any one of the member colleges. b) Applicants shall obtain acknowledge from the college office for the applications submitted in person at the respective Colleges. c) Since the application forms are available from the website, the same will not be sent to candidates by post. But completed applications can be submitted by Regd. Post/Speed post with a/d, so as to reach any of the colleges before the last date notified for the receipt of the same. The federation will not be responsible for any delayed delivery. e) Applications submitted should be complete in all respects. Incomplete applications will stand rejected. Applicant will not be allowed to include any information in the application form, nor submit any certificates/docus, later. 5.3 Self Attested photocopies p of certificates/docu ertificates/docus to be submitted along with the application: a) School Leaving Certificate (S.S.L.C.) of student / Proof of Date of Birth. b) All marks sheets of M.B.B.S. including that of failed years, if any (First Year to Final Year university examination mark card/s). c) Attempt Certificate. d) Internship Completion Certificate / Internship Completed Certificate. e) Degree Certificate / Provisional Degree Certificate. f) Registration Certificate from the MCI or/and State Medical Council. g) Admit Card and Score Card of the relevant P.G. Medical Entrance Examination for admission session 2015. h) Certificate issued by competent authority (Authorized to issue such a certificate but not below the rank of a Tahsildar) to prove SC / ST / OBC status (if applicable). i) Nativity Certificate, if applicable. VI. Preparation of Rank list and publication of the same: 6.1 All eligible candidates who apply will be arranged in the rank list. There will be THREE rank lists: The FIRST rank list will be based on the order of the merit list published by the Commissioner for Entrance Examinations, Kerala, of candidates qualified in the Kerala State Entrance Examination for Admission to Post Graduate Medical Courses (PGM) 2015. A SECOND rank list of qualified candidates, irrespective of their place of domicile, based on their All India Rank in the AIPGMEE-2015 result will be published. 5 P a g e

A THIRD rank list of qualified candidates, irrespective of their place of domicile, based on their percentage of marks in any other State / University Entrance Examination for P.G. Medical Courses for admission session 2015 will also be published. 6.2 Counselling: Admissions will be based on a centralised counselling. Candidates will be called for counselling in the order of their rank, subject to clause 7.3 below and will be given allots and admissions based on their preferential options. VII.. CENTRALISED COUNSELLING & ADMISSION 7.1 Detailed instructions relating to centralised counselling will be published on the Federation website at a later date. The KCPCMF website http://www.kcpcmf.in is updated regularly. All the candidates are required to visit the website frequently for relevant information. 7.2 Original docus d required at the time of Counselling/Admission: ling/admission: While reporting for admission, all the relevant certificates/docus (Originals) listed below should be submitted to the Institution and the same will be returned to the candidates only at the time of leaving the Institution. i. Admit Card and Score Card of the Kerala PGM / AIPGMEE / other relevant entrance examination for admission session 2015. ii. M.B.B.S. Pass/Degree Certificate from the concerned University. iii. All marks sheets of M.B.B.S. including that of failed years, if any (First Year to Final Year university examination mark cards). iv. Attempt certificate issued by the Principal of the College where the candidate had studied. v. Certificate from the Head of the Institution from where the candidate has passed his M.B.B.S. degree, indicating the MCI approval number and date. vi. Completion of Internship certificate. If a candidate has completed his/her Internship from a non-teaching Institution, a certificate to prove the recognition of the center. vii. Registration certificate from the MCI or/and State Medical Council. viii. S.S.L.C. Certificate ix. Proof of Date of Birth (if applicable). x. Plus Two / Higher Secondary Certificate and/or Mark Sheet xi. Nativity Certificate (if applicable). xii. Transfer Certificate (T.C.) from the Institution last studied. xiii. Migration Certificate from the University last attended (if applicable). xiv. Certificate of Eligibility / Equivalency certificate from KUHS for candidates who have passed M.B.B.S. from Universities outside Kerala. xv. Conduct Certificate from the principal of the Medical College where the candidate last studied. xvi. Demand Draft covering the Tuition fees. xvii. Passport size photographs (8 Numbers). xviii. TWO sets of attested photocopies of all the above docus. 7.3 Method of Selection: Admissions will be made in the order of merit from the FIRST rank list of the candidates based on the order of the merit list published by the Commissioner for Entrance Examinations, Kerala, of qualified candidates in the Kerala State Entrance Examination for Admission to Post Graduate Medical Courses (PGM) 2015. 6 P a g e

If there are remaining vacancies, the SECOND rank list of candidates based on the All India Rank in the AIPGMEE-2015 result will be considered in the order of the merit to fill up the vacancies. If there are vacancies even after the counseling of the candidates form the second rank list,, the THIRD rank list of candidates based on their percentage of marks in any other State / University Entrance Examination for P.G. Medical Courses for admission session 2015 will be considered in the order of the merit to fill up the vacancies. 7.4 The Manages will have the right to decline admission to any candidate on genuine grounds. In such cases, the reasons for the same will be recorded and communicated to the student concerned, immediately. VIII.. CANCELLATION OF ADMISSION AND REFUNDS 8.1 As per the schedule fixed by the Hon ble Supreme Court in WP (C) No(s) 76 of 2015 dated 24/03/2015 for admissions to the Post Graduate Medical Courses for the academic session 2015, 30 th May 2015 is the date fixed for commence of academic session and the last date up to which students can be admitted against vacancies arising due to any reason from the waiting list is 10 th June 2015. Accordingly, all admissions will have to be closed on or before 10 10 th June 2015. After closure of admissions, the seat, if vacated, cannot be filled up. Such seats will lie vacant for the entire duration of the course. Therefore, those who leave the course after the closure of admissions will have to pay liquidated damages equivalent of the tuition fees for the entire duration of the course. 8.2 In addition to the above, such students will have to pay hostel, mess and other fees proportionately for the period they remained on the rolls of the college. For the purpose of calculations of proportionate recovery, part of a month will be considered as a full month. 8.3 If any student intends to discontinue the studies on or before the closure of admission, it will be necessary for such student to give a notice in writing to the Principal of the college on or before 4 pm, 06 th June 2015. The notice should be received in person by the Principal or by his representative, authorized to receive such notice. If any student discontinues the studies without giving notice as stipulated above, he/she will be liable to pay liquidated damages equivalent to the tuition fee for the entire duration of the course. In such cases, all certificates including the transfer and other certificates ioned in the preceding paragraphs will be issued only after pay of all dues, including tuition fees for the entire course. IX. METHOD OF TRAINING: 9.1 Training of Post Graduates, as per MCI regulations, will not only hospital based, but also community oriented. As per MCI Post Graduate Medical Education Regulations, 2000, The training of PG students shall involve learning experience derived from or targeted to the needs of the community. It shall be necessary to expose the students to community based activities. 9.2 Generally, residency programme with graded responsibility would be followed in the respective depart. 9.3 Training will also include out-reach community programmes and rotation postings of small duration in the different out-reach hospitals of the medical colleges. X. ACCOMMODATION: 10.1 Accommodation will be provided, by the Institution subject to the terms and conditions as applicable. 10. 2 Food expenses will have to be borne by the students. XI.. ATTENDANCE & LEAVE 11.1 All the candidates joining the Post Graduate training programme shall work as full time residents during the period of training and shall attend not less than 80% (Eighty percent) of the imparted training. The student will be permitted to avail casual leave for 20 days, but not more than 10 days in a row. 365 days of the year are working days for P.G. students. Any absence (including medical leave) over and above 73 days in a year inclusive of Sundays and Holidays (20% of 365 days of the year) availed by the candidate will have to be compensated by adequate extension of the duration of the course. No stipend will be paid during the extension period. If the candidate is unauthorisedly absent for more than 10 days, he / she will be terminated from the course and liquidated damages will be levied. 11.2 A minimum of 80% attendance in each academic year is compulsory. Students availing long leave will be able to appear for the examination only after additional six months / one year, as fixed by the university. 11.3 Those students who are required to do extended durations will have to pay additional fees. 11.4 Those students who miss university examination can appear only in the next university examination, which will normally be held within six months from the date of the earlier examination or as per specific directives of the Medical Council of India. XII.. DISCIPLINE 12.1 Rules and regulations as prescribed should be strictly followed at the college, hospital and hostels. 12.2 Smoking and alcoholic drinks are totally prohibited. 12.3 Students are expected to dress up neatly and decently. Jeans, Baggies T-Shirts and the likes are not permitted to be worn inside the hospital/ College. 12.4 There will be regular value oriented classes/discussions in the campus. Students are advised to participate in these programmes. These are institutions meant for higher learning and their objective is not only to impart education but also to build the character of the students and transform them into better human beings. 12.5 A student handbook will be issued at the time of admission which will contain all the rules and regulations in detail. The students shall strictly abide by them. 12.6 Students are expected to observe absolute discipline in their conduct during the entire period they spend in the institution. Failure to observe absolute discipline will invite appropriate disciplinary action. 8 P a g e

12.7 Ragging is strictly prohibited. If it is found during the admission or any time there after that the applicant has indulged in ragging in the past, admission may be refused or the student shall be expelled from the institution. Whoever commits, participate in, abets or propagate ragging within or outside the institution shall be suspended from the institution with immediate effect and the Principal shall report the matter to the civil/police authorities. XII.. SERVICE BOND All students shall undertake to serve the institution as Senior Residents/Tutor/Demonstrator for one year at the salary fixed by the Govern for Govern medical colleges immediately after the successful completion of the course. The candidates shall execute a bond to this effect at the time of admission. Any student, who fails to fulfill the service bond, shall pay an amount of Rupees Ten Lakhs only as liquidated damages to the college. XIV..
