COACHING EDUCATION PROGRAM REQUIREMENTS A. COACH REGISTRATION All ice hockey coaches as well as istructors of USA Hockey programs shall be registered for the curret seaso (before the start of the seaso) i order to be eligible to coach/istruct i ay regular-seaso activities (practices, cliics, games, touramets, try-outs, etc.), state, district, regioal playoff, atioal champioships or i the USA Hockey Player Developmet Programs. There will be a aual fee to register the coaches (head ad assistats) ad istructors. Coaches who also play o a USA Hockey registered team are required to pay this registratio fee oly oce per year. Coaches may register as participats olie at usahockey.com or through a local associatio/member program (refer to Sectio I Participat Registratio). Juior coaches shall register with ad through their teams with the juior registrar. Note 1: All USA Hockey Coachig Educatio Program Istructors ad Natioal Player Developmet Camp coaches will be exempt from the aual participat registratio fee, but must complete the participat registratio process. Note 2: The head coach ad all assistat coaches of each disabled hockey team must complete the required CEP registratio ad proper level of certificatio. Those voluteers or employees who assist with helpig disabled hockey teams (i.e. iterpreters, pushers, o-ice metors, etc.) must be properly registered with USA Hockey but are ot required to atted a CEP cliic ad otherwise comply with these rules ad regulatios. All ice hockey coaches ad istructors of registered USA Hockey Youth 18 & Uder ad below, high school, girls /wome s 19 & uder ad below, ad disabled programs must properly wear a approved ice hockey helmet durig all o-ice sessios, icludig practices, cotrolled scrimmages ad all Coachig Educatio Program cliics ad/or workshops. B. COACHING EDUCATION PROGRAM REQUIREMENTS 1. Required Coachig Educatio Program Levels for Ice Hockey USA Hockey requires that all affiliates ad/or districts shall establish the followig requiremets without modificatios for all coaches (head ad assistat). All coaches must have the required certificatio level by Jauary 1 of the curret seaso. a. All coaches must eter USA Hockey s Coachig Educatio Program at Level 1, ad must cotiue their educatio with a coachig cliic each year util, at a miimum, they achieve Level 3. EXCEPTION: Coaches of 8U or youger players may remai at Level 1 or their curret level. A coach may atted oly oe (1) certificatio cliic per year (ot icludig age-specific requiremets). Coaches who do ot coach i cotiuous years must re-eter the program at the ext level whe they resume coachig resposibilities. Oce Level 3 is achieved, periodic reewal [as outlied i Paragraph (c) below] is required for coaches who have ot achieved Level 4. Coaches of atioal touramet boud teams (Tier I 14U, 16U ad 18/19U ad Tier II 16U ad 18/19U) must complete Level 4 i their fourth seaso of coachig. Coaches who attai Level 4
certificatio are ot required to atted ay further certificatio cliics but must adhere to the age-specific requiremet as outlied i Paragraph (b) below. b. I additio to the traiig i paragraph (a) above, coaches must also complete agespecific traiig compoets specific to the level of play they are coachig, if they have ot already take that compoet. This requiremet applies to all coaches at all levels, 1 through 5. Coaches may complete more tha oe age-specific compoet i ay give seaso. c. Coachig certificatio at Level 3 is valid for two (2) seasos, as idicated by the expiratio date o the Level 3 sticker. A coach whose Level 3 is due to expire must take the olie Level 3 Recertificatio Track 1 curriculum or they may move up to Level 4. Level 3 Track 1 Recertificatio is valid for two (2) seasos. A coach whose Track 1 Level 3 recertificatio is due to expire must take the olie Level 3 Recertificatio Track 2 curriculum or move up to Level 4. Level 3 Track 2 Recertificatio is valid for two (2) seasos. Coaches whose Track 2 Level 3 Recertificatio is due to expire must atted a Level 4 cliic prior to the expiratio of their Level 3 Recertificatio. Coaches must complete the olie recertificatio program i order to recertify their Level 3 certificatios. Attedig a cliic or workshop is o loger valid for recertifyig ay certificatio level. d. Gradfather Clause For coaches who erolled i the Coachig Educatio Program prior to May 1, 2011, their etry ito the above program will be at their curret certificatio level. Level 1 ad 2 coaches must adhere to paragraphs (a) ad (b) above, effective May 1, 2011. Curret Level 3 coaches must adhere to paragraph (b) ad (c) above; effective with the seaso their Level 3 expires. This chart outlies the progressio for a ew coach. Coaches with pre-existig certificatios will eter the ew program at their curret certificatio level ad must adhere to paragraphs 1. (a) ad (b) above. Coaches are highly ecouraged to atted a cotiuig educatio course every two years. 2. Evidece of Level All USA Hockey coaches will possess a USA Hockey Coachig Educatio Program card with valid certificatio stickers, or pritout from the USA Hockey olie certificatio list. It is the resposibility of the local associatio to idetify those coaches who do ot meet the certificatio requiremets. All coaches have util December 31 of the curret seaso to atted a USA Hockey coachig cliic ad complete the olie playig level compoet to become properly certified. Prior to the start of all games throughout the seaso all coaches are required to idicate their curret certificatio status o the scoresheet, regardless of their certificatio level. All coaches (except for juiors) must legibly prit their USA Hockey Coachig Educatio Program (CEP) card umber, their CEP level (levels 1-5), their o-lie playig level compoet ad the year their CEP level was attaied. If a coach caot produce his/her curret USA Hockey Coachig Educatio Program card prior to the start of the game, it must be oted o the official game score sheet.
Begiig Jauary 1 of the curret seaso, prior to the start of each game, all coaches preset are required to sig the desigated area of the score sheet i order to verify the accuracy of the playig roster, as it appears o the score sheet, for that game. 3. Pealty ad Eforcemet All coaches must have curret certificatio ad olie compoet verificatio begiig Jauary 1 of the curret playig seaso. Ay coach ot i possessio of these requiremets will be ieligible to coach for the remaider of the seaso. Districts ad/or affiliates are required to uphold this pealty. It will be the resposibility of the local associatio registerig the team to eforce the atioal policy. No-compliace pealties for Juior coaches will be determied by the Juior Coucil. 4. Juior Hockey Requiremets All (head ad assistat) Tier I ad II coaches are required to be certified at Level 4 (attedace at Level 1-3 prerequisites ot required). All Tier III coaches (head ad assistat) are required to be certified at Level 4 (attedace at a Level 3 cliic is required). C. UNDER-AGE COACHES 1. Studet Coach A player age 13 through 17 who is curretly properly registered with USA Hockey may serve as a Studet Coach. 2. Qualificatios Must atted a traiig sessio coducted by the local hockey associatio or audit a Level 1 cliic (ot required to pay or will they receive certificatio credit). Must always be uder the supervisio of a carded, screeed adult coach durig all practices, cliics, try-outs ad i the locker room. May help out at practices, cliics, try-outs oly. (May ot participate as a player i scrimmages or games whe actig as a STUDENT COACH). May ot act as a head coach or a assistat coach durig practices or games. May be o the bech durig games with a adult. The STUDENT COACH will cout as oe of the maximum of four Team Officials allowed o the bech. Must wear a helmet with full face shield, gloves ad skates while o the ice. Must wear helmet durig games while o the bech. May oly work with players at least oe full playig age level below the STUDENT COACH (e.g., a Batam age player may act as a STUDENT COACH at the Pee Wee, Squirt or Mite level). The orgaizatio that is usig the STUDENT COACH must provide a form idicatig o the team o which he/she is participatig as a STUDENT COACH, ad, if applicable, what team he/she is properly registered/rostered as a player. Upo reachig the age of 18, the STUDENT COACH must comply with the USA Hockey Screeig Program ad meet the USA Hockey Coachig Educatio Program requiremets which will qualify him/her to act as a assistat or head coach.
D. COACHING ETHICS CODE All USA Hockey ice hockey coaches (head ad assistat) ad istructors must abide by the USA Hockey Coachig Ethics Code, ad uderstad that violatios may result i full or partial forfeiture of coachig privileges i programs, at sites or evets uder USA Hockey s goverace. All coaches have a obligatio to be familiar with USA Hockey s Coachig Ethics Code. Lack of awareess or misuderstadig of a ethical stadard is ot itself a defese to a charge of uethical coduct.
