Subject Matter Authrizatin Guideline Bk Page 1 The purpse f this Guideline bk is t prvide infrmatin regarding the requirements fr adding a subject matter authrizatin I. Intrductin The N Child Left Behind Act (NCLB) f 2001 requires that individuals hired t teach in Title I schls n r after July 1, 2002, and all teachers by July 1, 2006, be highly qualified r NCLB cmpliant in NCLB cre academic subject areas. Effective January 1, 2005, additins t Title 5 Sectins 80089.3 and 80089.4 allws the Cmmissin t issue Intrductry and Specific Subject Matter Authrizatins that meet this requirement. NCLB cmpliance requires that teachers hld a bachelr s degree, state certificatin, and achieve subject matter cmpetence in the subject area(s) being taught. NCLB subject matter cmpetence may be met by passing an examinatin (fr elementary this is the nly means f meeting subject matter cmpetency), cmpleting a Cmmissin-apprved subject matter prgram, earning a majr r units equivalent t a majr. The Califrnia State Bard f Educatin has defined a majr equivalent as thirty-tw semester units. Subject matter authrizatins are add-ns t a credential t allw an individual t teach a class in a subject utside the area in which he r she earned a credential. There are tw types f subject matter authrizatins; intrductry and specific. Subject matter authrizatins are limited nly t the fllwing NCLB cre academic subject areas: English, mathematics, science, freign language, civics/gvernment, ecnmics, arts, histry, and gegraphy. One majr difference between the supplementary authrizatins and the subject matter authrizatins is the ptin f adding the specific subject authrizatins t bth single and multiple subject credentials whereas specific supplementary authrizatins may nly be added t single subject credentials II. Subject Matter Authrizatins On bth elementary and secndary credentials, the subjects are identified as intrductry subjects. Fr the specific subject matter authrizatins, nly the specific subject area will be listed n the dcument. Subject Matter Authrizatins May Be Added T Single Subject Credential Multiple Subject Credential Standard Elementary and Secndary Credentials University Internship Credential (Multiple and Single Subject) Special Secndary Credential in academic Subject Art, Business Educatin, Hmemaking, Industrial Arts, Music, Physical Educatin, Speech Arts, and Vcatinal Agriculture Subject Matter Authrizatins May Nt Be Added T General Kindergarten-Primary, Elementary, Junir High, r Secndary Credential District Intern Credential Special Secndary Credential in Nn-Academic Subject Aviatin, Blind, Deaf, Lip Reading, Nursing Educatin, Partially Sighted Child, Public Safety and Accident Preventin Including Driver Educatin and Driver Training, Sciences Basic t Medicine, Crrectin f Speech Defects, and Mentally Retarded Special Educatin Credential (current r previus) Adult r Vcatinal Credential Career Technical Educatin Credential
Subject Matter Authrizatin Guideline Bk Page 2 The hlder f a Life Multiple r Single Subject, r Clear r Life Standard Elementary, Standard Secndary r Special Secndary Teaching Credential, may apply at any time and nce qualificatins are verified will be issued the subject matter authrizatin n a separate dcument designed especially fr that purpse. A subject area subsumed under the majr listed n the applicant s basic teaching credential cannt be added as a subject matter authrizatin. This includes adding the fllwing: 1) Dance t a single subject credential in a physical educatin, 2) Drama, jurnalism, speech, r literature t a single subject credential in English, 3) Phtgraphy t a single subject credential in art. Ecnmics may be added t a business credential as the subject matter authrizatin in ecnmics is cnsidered t be a scial science. Subject matter authrizatins, even thse that fall within the majr r minr may be added t a Standard Secndary Teaching Credential. The Standard Secndary Teaching Credential authrizes services in grades 7-12. The intrductry subject matter authrizatin authrizes service in grades 9 and belw and a specific subject matter authrizatin authrizes service in grades K-12. Obtaining a subject matter authrizatin fr these individuals will expand the grade level authrizatin in the subject area. Acceptable curse wrk must be: a. cmpleted with a grade f "C" r better ("credit," "passing," r "satisfactry" is acceptable) b. applicable tward (elective r nn-elective) a bachelr's r higher degree (nnremedial), c. taken at a reginally accredited institutin, d. granted regular quarter r semester unit credit, and e. frm the subject department f the subject matter authrizatin being sught. The fllwing curse wrk may be used as lng as it meets the criteria listed abve: a. cmmunity cllege, crrespndence, nline, r extensin curse wrk, and b. advanced placement units (requires an fficial transcript f the curse and written verificatin frm the cllege r university admissin r registrar s ffice that the units are applicable twards a bachelr's degree and are in the subject categry f the requested subject matter authrizatin). Unacceptable curse wrk: a. curse wrk nt applicable tward a bachelr's r higher degree (remedial), b. prfessinal develpment r cntinuing educatin units, c. in-service training r wrkshps,

III. Qualifying fr a Subject Matter Authrizatin An applicant will qualify fr a subject matter authrizatin upn the cmpletin f either ptin a r b belw: a. thirty-tw semester r frty-eight quarter units f nn-remedial cllegiate cursewrk in the subject area requested. Fr intrductry subject matter authrizatins, included within the thirty-tw semester r frty-eight quarter units is a minimum f three semester r fur quarter units in each f the specific cntent areas listed under that subject, except fr Intrductry Science which requires a minimum f six semester r eight quarter units in each f the specific cntent areas listed. The balance f the units may be in any area within the subject categry. Fr specific subject matter authrizatins, the same unit ttal is required except fr Histry which requires a minimum f sixteen semester units in bth wrld histry and US histry. b. A cllegiate majr frm a reginally accredited cllege r university in a subject directly related t the subject t be listed n the credential. IV. Evaluatin fr the Subject Matter Authrizatins Evaluatins fr subject matter authrizatins are the respnsibility f the staff in the Cmmissin s Certificatin Branch. The Cmmissin des nt evaluate fr subject matter authrizatins withut the submissin f an applicatin, apprpriate prcessing fee, and supprting materials. Each request is evaluated n an individual basis. Evaluatins are based n the infrmatin submitted in the applicatin packet, which may include fficial transcripts, catalg curse descriptins, and ther supprting materials. If the Cmmissin des nt accept a curse, the applicant may need t btain a letter verifying that the cntent f the curse in questin meets the requirement, as nted in items (d) and (e) under Unacceptable Curse Wrk n page 3 f this guideline bk. Ultimately, the burden f prf rests with the applicant. V. Cnverting a Supplementary Authrizatin t a Subject Matter Authrizatin Anyne hlding a supplementary authrizatin issued prir t January 1, 2005 may apply t cnvert it int a subject matter authrizatin in the same subject area, if available. The Cmmissin will start the evaluatin n the basis that the individual has cmpleted the equivalent f twenty semester units in the subject area regardless f the methd the individual initially used t qualify fr the supplementary authrizatin. Fr individuals issued supplementary authrizatins based n ten upper divisin units, this cnversin prcess will apply nly t supplementary authrizatins issued prir t January 1, 2005. Individuals issued supplementary authrizatins based n ten upper divisin units after January 1, 2005, will need an additinal twenty-tw semester units t earn a subject matter authrizatin. Fr bth specific and intrductry subject matter authrizatins, fficial transcripts verifying cmpletin f an additinal twelve semester r eighteen quarter units will need t be submitted, r in the case f supplementary authrizatins based n ten upper divisin units issued after January 1, 2005, an additinal twenty-tw semester units r thirty-three quarter units. Individuals issued a supplementary authrizatin n the basis f cmpleting a degree in a subject area that may be cnverted t a subject matter authrizatin may submit an applicatin, apprpriate fee, and verificatin f the degree. This may be either n an fficial transcript r, if submitting the applicatin thrugh an emplying district r cunty r a cllege r university, a verified true cpy f their Califrnia r ut-f-state diplma shwing cnferral f the apprpriate degree. Official transcripts f curse wrk cmpleted since the issuance f the supplementary authrizatin will be required alng with an applicatin and apprpriate fee. It is recmmended that the applicant submit fficial transcripts f all curse wrk that will be used fr the subject matter authrizatin, including the curse wrk used t earn the supplementary authrizatin. This especially applies t thse applicants wh may have cmpleted mre than twenty semester units t earn their supplementary authrizatin. Nte that the specific supplementary authrizatin f US Gvernment and US Civics has been renamed Civics/Gvernment, and the supplementary authrizatin US Histry and Califrnia Histry has been renamed Histry. VI. Applying fr a Subject Matter Authrizatin An applicant wh hlds a preliminary r clear Multiple r Single Subject Teaching Credential may request the subject matter authrizatin at the time f applicatin r may request it at any time during the life f the credential by submitting an applicatin (Frm 41-4), apprpriate fee, and fficial transcripts.
Subject Matter Authrizatin Guideline Bk Page 5 If an individual applies fr a subject matter authrizatin but des nt qualify, the Cmmissin will return the applicatin unless the applicatin is specifically marked as subject matter authrizatin r supplementary authrizatin. If marked as such, the Cmmissin will issue the supplementary authrizatin and prvide the applicant an evaluatin reprt identifying what he/she needs t cmplete t earn the subject matter authrizatin. If the applicatin is nt marked as nted abve, it will be returned t the applicant r, in the case f a cllege r university recmmendatin, t the cllege r university. The Cmmissin will request the infrmatin missing fr the subject matter authrizatin and infrm the applicant whether he/she qualifies fr a supplementary authrizatin. The letter will als ask the applicant if he/she wuld like the Cmmissin t issue the supplementary authrizatin if the subject matter authrizatin requirements are nt met. If an individual applies fr a supplementary authrizatin but qualifies fr a subject matter authrizatin in the subject area, the Cmmissin will issue the subject matter authrizatin withut returning the applicatin packet. If an individual adds an authrizatin t a clear credential and des nt hld a dependent credential (i.e. Administrative Services, Reading Specialist), the clear credential is issued fr a full five years. If the subject matter r supplementary authrizatin is added t a clear credential with a dependent credential, the expiratin date f the newly-issued dcument will remain unchanged frm that f the riginal. A. Intrductry Subject Matter Authrizatins Intrductry subject matter authrizatins may be added t a Single Subject, Multiple Subject, Standard Elementary, Standard Secndary, and Special Secndary (in academic subjects nly) Teaching Credential. Intrductry subjects authrize the hlder t teach the subject matter cntent typically included in curriculum guidelines and textbks apprved fr study in grades 9 and belw. An emplyer may assign a teacher with an intrductry authrizatin t teach a class in which the curriculum is fr grades 9 and belw but the students in the class may be in grades 10-12. The subjects which may be listed as subject matter authrizatins n a credential are printed belw in bld italics. T assist yu in yur evaluatin, we have listed key wrds r cncepts that may be fund in the curse descriptin fr sme subjects. An intrductry subject matter authrizatin requires the verificatin f at least three semester r fur quarter units in each cntent area listed after that subject except Intrductry Science which requires six semester r eight quarter units in each area.

Title 5 80005(a) clarifies the authrizatin fr the subject areas fr service in departmentalized classes t allw an individual t be assigned t teach classes that fall within the brad single subject areas. Sme subjects are listed under mre than ne subject such as phtgraphy which may be fund under bth art and industrial and technlgy educatin and child develpment which is listed under bth health and hme ecnmics. Nte that this is a guide and des nt guarantee that the curse wrk will be accepted. Intrductry Art: art histry including aesthetics and appreciatin tw-dimensinal art including drawing, painting, and printmaking three-dimensinal art including sculpture and ceramics phtgraphy/cmputer generated imagery Curse wrk must include a cmbinatin f art histry, aesthetics, and art appreciatin. A single curse may cver thse areas but is cunted nly nce twards the ttal number f units. A curse in each is nt needed but the subjects must be cvered. A curse in visual arts may be used fr the aesthetics cntent area. Curse wrk fr tw-dimensinal art must include a cmbinatin f drawing, painting, and printmaking. Intrductry English: grammar r language structure advanced cmpsitin literature speech drama r theatre An individual with a majr in drama, speech, r literature will nt be issued a subject matter authrizatin in Intrductry English based slely n the degree. Basic English curses required fr a bachelr's degree, ften numbered 1A and 1B, will nt clear the grammar area. Curse descriptins are usually needed t verify that a curse cvers grammar r language structure unless it is clearly mentined in the curse title. Key wrds r cncepts fr language structure are sentence structure and functins f the English verb system. One advanced cmpsitin and either a creative writing r applied cmpsitin curse may als be used t meet the grammar r language structure and cmpsitin areas. Curse wrk in freign language literature is acceptable. Speech curses may be fund in the English r Cmmunicatins departments.

Curses may be ffered (r fund) in the Drama r Theatre Departments. Intrductry Language Other than English: grammar cmpsitin cnversatin literature culture Verificatin f ral language prficiency is nt required fr the Intrductry Language Other than English subject matter authrizatin. Key wrds r cncepts fr a culture curse include cultural practices, rituals, and traditins. Intrductry Mathematics: algebra advanced algebra gemetry prbability r statistics develpment f the real number system r intrductin t mathematics Curse wrk must be cllege level mathematics r higher. Algebra curses must be fr credit, applicable twards a degree, and, if cmpleted at the cmmunity cllege level, transferable t a fur-year institutin t be acceptable. Elementary algebra curses may nt meet these requirements. If trying t use an elementary algebra curse, a curse descriptin will need t be submitted t verify the acceptability. Since bth algebra and advanced algebra is required, there are several ptins available t meet bth areas. The requirement is algebra cntent at tw different levels. an individual cmpletes a cllege algebra curse; the "advanced" curse may be anther level f algebra such as linear algebra. An individual may nt use anther cllege algebra curse, an elementary algebra curse, r the same level algebra curse cmpleted at anther cllege r university. an individual cmpletes a cllege r ther level algebra curse (ther than elementary algebra); the "advanced" curse may be a "higher" level math curse such as trignmetry r calculus. Curses in calculus will clear the specific curse requirements (ne fr each cntent area being cleared) in algebra, advanced algebra, gemetry, and develpment f the real number system but the applicant must still have the required thirty-tw units. Calculus curses will nt clear the prbability and statistics cntent area. If the applicant has nly ne r tw curses in calculus and n curse wrk in algebra, gemetry, r real number systems, the applicant will need t either submit curse descriptins s that it can be cnfirmed whether r nt thse areas were cvered by the calculus curse(s) r cmplete additinal curse wrk in the required cntent areas. Persnal enrichment-type mathematics curses are nt acceptable. One mathematics-based cmputer curse is acceptable as additinal units tward the required 32 units. A curse cvering the verall histry f Califrnia is required. Curses fcusing n ne specific gegraphical area f Califrnia such as the Histry f San Francisc are acceptable as electives nly. They will nt satisfy the Califrnia histry requirement. Wrld histry curses are nn-united States r regin curses. This includes curses such as the histry f Greece, China, England r Russia.

If curse wrk is nt in the ecnmics department, review the curse cntent and request a letter frm the ecnmics department, if necessary. English Cmpsitin A degree in English will qualify fr a subject matter authrizatin in English Cmpsitin. Gegraphy Includes all types f gegraphy: physical, cultural, histrical, human, wrld, and reginal. Gesciences Curses may include astrnmy; csmlgy; earth science/resurces; frestry; fssils; gelgy; gedynamics; meterlgy; mineralgy; ceangraphy; palentlgy; sil science; and/r weather and climate. Physical Gegraphy is nt acceptable tward the gescience authrizatin unless the chair f the earth science/gelgy department verifies that the curse is applicable as a gescience curse required fr a degree in gescience. A curse in marine science may be cunted as an ceangraphy curse but marine bilgy may nt be acceptable. A curse descriptin will be needed. Histry Must include 16 semester units in US histry and 16 semester units in wrld histry. Wrld histry curses are nn-united States r regin curses.
