Highly productive seas and oceans The term highly productive waters is understood to refer to waters in which biological production by means of natural processes or a variety of human interventions can be managed to result in high harvestable yields of commercially attractive plant and animal species. 50 % of the harvestable marine production is to be found in upwelling areas.
