To support the Director SD in the determination and implementation of the service s Integrated Risk Management Plan (IRMP). 2. To play a key role in the formulation and management of the Community Risk Management plan for the area you are responsible for, in accordance with the service IRMP, localised risks and priorities. 3. To ensure delivery and management of partnership, prevention, protection and response functions, in accordance with the Community Risk Management plan, for the area that you are responsible for and achievement of targets. 4. To ensure implementation and management of the performance and evaluation processes, enabling staff of Buckinghamshire & Milton Keynes Fire Authority (BMKFA), through performance management and quality assurance processes, to comply with required legislation to deliver an effective service. Group Manager SD depending on area Admin Support Manager Purpose: As well as the specifications listed in the Primary Purpose the following will also apply. a) Overall management of prevention, response and
protection policy functions which include personnel, premises, operational procedures and liaison with partner agencies to develop plans, procedures and OC policies that will deliver a safe and efficient capability to the local communities of BMKFA. To support the Director SD in determining and over all management Response functions and ensuring compliance with the Fire Services Act 2004, the Civil Contingences Act 2004 and any other relevant legislation. Lead, manage, advise, guide and support the SD teams in the delivery of IRMP objectives, via the Bucks Community Risk Management plan. Identifying and advocating IRMP development themes within the service delivery areas. Determining service policy and procedures in relation to partnerships, prevention and response functions, and comprising compliance with any relevant legislation. Overall responsible for: The management of SD teams within BMKFA Main Duties and Responsibilities: Corporate Management 1. To contribute to the development of the Integrated Risk Management Plan (IRMP) and the Authority s Corporate Business Plan and implement for the area to which you are responsible for. 2. To play a key role in advising the Senior Management Team (SMT) and elected members of Buckinghamshire & Milton Keynes Fire Authority (BMKFA) in liaison with the Director SD, on development programmes to achieve the Authority s strategic corporate objectives. 3. To support and contribute to the quality and effectiveness of internal and external audits; service development; reviews and the management of risk, and ensure any outcomes are addressed. 4. To be responsible for the development and management of the service s IRMP, particularly in relation to partnerships, prevention, protection and response functions, in liaison with Director SD. 5. To be responsible in the preparation of and management of departmental budgets and financial planning for any budgets under direct line management. 6. To participate in the Authority s performance management processes.
Service Delivery 7. To provide the Director SD with assurance that key risk critical processes particularly in relation to operational response functions are being followed. 8. To identify and develop plans to enable processes to develop services which will achieve best practice for all stakeholders 9. To ensure sufficient joined up working is carried out with senior colleagues, to ensure a coherent delivery of service aims and objectives throughout BMKFA. 10. To manage the quality assurance of departments and processes of BMKFA by audit and assessment of performances against departments and to evaluate the information gathered into the Performance & Evaluation team (PET) and liaise with relevant stakeholders to formulate plans as necessary to ensure the alignment of service delivery with the IRMP and the achievement of local and national targets and standards 11. To ensure that consultation with the wider fire and rescue community and any other partnerships, to inform and support the development of service activities to the highest possible standards, improving firefighter safety and the service that is provided to the communities of BMKFA. 12. Advise on the development of quality assurance policies and strategies and develop, implement and audit quality assurance systems by questionnaires, assessments, sampling / reviews and investigations to ensure the continuous improvement of service delivery. 13. To oversee any contracts, agreements and Memorandum of Understanding (MOU) between BMKFA and outside stakeholders in relation to the provision of services or facilities with regard to service delivery. 14. To maintain, control, and record all documentation ensuring that they are used in accordance with the Data Protection Act and service policies to allow a complete audit trail as required. 15. To commission detailed investigations into performance-related issues, and any grievances and or complaints, in accordance with regulations and internal policies and procedures in order to ensure that such issues are appropriately addressed and dealt with accordingly. 16. To represent BMKFA at regional and national levels and compile reports/ action plans to implement any issues surrounding these meetings as required. 17. To assist all stakeholders in delivering performance within the service, and to be the link within the PET, stakeholder and responsible for supporting individuals and/ or teams to be able to deliver the required outcomes. 18. To implement any actions required following safety events to prevent further reoccurrence to staff. 19. Support and mentor BMKFA staff at all levels in the day to day operation of the service delivery department which shall include briefing notices and any project work. 20. To ensure the achievement of IRMP and Corporate Business Plan objectives within the area you are responsible for, within the agreed budgetary provision and optimum efficiency.
21. To ensure that the performance of staff, within the area you are responsible for, is regularly reviewed and action is taken to meet development needs and that underperformance is managed in accordance with Authority policy and procedure and the requirements of terms and conditions of service 22. To ensure the Director SD, SMT and elected Members of BMKFA receive regular, timely and comprehensive reports on service issues which allow them to effectively discharge their responsibilities Operational 23. To respond to and resolve operational incidents or requests for assistance that may occur both inside and outside of BMKFA in accordance with the requirements of the Fire Services Act 2004, BMKFA IRMP operating policies and procedures to save and preserve endangered life and protect buildings and the environment from the effects of fire and hazardous materials operational and to monitor performance, provide support and guidance and take command in accordance with service requirements 24. To make suitable arrangements (as agreed by the Director SD) that will provide the ability to meet service requirements for operational response. 25. To assume the role of Duty Principal Officer and adopt the rota, as required and ensure the availability of fire crews to respond to incidents in accordance with the requirements of the IRMP and Authority performance standards and operating procedures. 26. To participate in a programme of continuous personal and professional development commensurate with the role, which shall involve regular training activities / courses either day release or residential as required to either implement new work streams or to maintain existing skills / competencies as directed by supervisory line managers 27. This post of Area Manager is conditional subject to the relevant courses and completion of the Area Manager development programme in line with National Occupational Standards for this role 28.
