ABOUT THE DEPARTMENT The Chief Executive Office offers a variety of leadership and management opportunities in support of the County's commitment and vision to be "a county that is respected for its service in the community and is known as the best in America." Specifically, the office oversees the management of County Resources and provides for long-range financial, facilities and organizational planning; ensures that County departments are producing services and results in accordance with the Board's goals, priorities, policies, budgets and legal mandates; and improves management and business technology to guarantee the most effective use of County personnel, money, facilities and equipment. Chief Executive Office staff work closely with representatives from all County departments and other stakeholders throughout the community. ABOUT THE POSITION This recruitment is intended to identify candidates possessing the demonstrated ability to perform journey and senior level Human Resources responsibilities in a dynamic organization. County leadership has identified a need to increase the level of support services provided through Human Resources and Risk Management operations in the Chief Executive Office. This recruitment is intended to develop an eligibility list to support future resource planning and potential organizational restructuring to address the ever-changing demands of public sector Human Resources programs. This dynamic environment requires successful candidates to possess strong personal initiative with a desire to generate organizational value through the application of modern Human Resources practices. Specific assignment within the Chief Executive Office will depend upon the selected candidate's demonstrated areas of expertise. Interested candidates should expect potential assignment to work in a variety of Human Resources and/or Risk Management functions, including: recruitment and selection, labor relations and EEO compliance programs, benefits administration, workers' compensation and disability management, classification and compensation administration, personnel policy administration and employee development. The classification of Senior Management Consultant (Manager IV) is distinguished from the Manager III classification in that positions assigned to the Senior level perform the most complex work assigned to the series under minimal supervision. Both Manager III and Manager IV positions typically report to an executive within the Chief Executive Office and may provide direct or lead supervision to subordinate staff, although staff supervision is not a predominant area of responsibility for incumbents assigned to the classification.

TYPICAL TASKS: SKILLS/ABILITY: Managing and coordinating all activities in assigned areas of Human Resources/Risk Management programs; Analyze complex administrative issues, define problems accurately, conduct thorough research and make logical and practical recommendations; Conducts comprehensive evaluations of administrative and regulatory issues related to Human Resources/Risk Management programs, including: investigation, evaluation and analysis of complex issues, and the development and reporting of recommendations; Advises executive leadership, managers, supervisors, and employees in the interpretation and technical application of Human Resources rules, policies, and procedures and State and Federal employment laws; Works closely with executive management and other stakeholders throughout the County on the development of strategic recommendations and action plans impacting the overall administration and operational efficiencies of large agencies and departments; Conducts presentations on assigned areas of responsibilities to internal and external entities; and Negotiates and administers terms and conditions of contracts and other binding documents; manages and oversees the contracted services. Prepare and present comprehensive management reports, statistical data and recommendations; Review, interpret and provide guidance on current or proposed County ordinances/policies, State and Federal laws and regulations; Work independently as well as harmoniously with departmental personnel and other business partners; Manage assignments to completion in a timely manner; Make public presentations; Establish goals and objectives, participate in strategic planning and outcome measurement; Display innovation and creativity in managing operations and problem solving; Facilitate training and group interactions; Promote positive relationships with business partners and the general public; Define key business processes and develop recommendations for improving service efficiency and quality;

SKILLS/ABILITY (CONT.): Maintain confidential information according to legal standards and/or County policies; Communicate effectively; Write clearly and concisely; Work such hours as are necessary to accomplish the requirements of the job; Apply sound administrative judgment to analyze and resolve simple through complex organizational issues; Remain abreast of developments in the fields of Human Resources and/or Risk Management programs; Lead, facilitate and develop project teams; and Sit and/or stand at a desk for extended periods. KNOWLEDGE: Effective practices in Human Resources and Risk Management related programs; Considerable knowledge of: general Federal and State employment laws affecting public sector employers; program planning, evaluation, and monitoring; Resources available to assist departments in handling personnel issues, such as law firms, outside investigators, and medical professionals; Formal and informal aspects of the legislative process on local, State and national levels and their impact on County government; Methods and techniques of conducting analytical studies, developing recommendations and presenting findings; Principles and practices of leadership, supervision, training and personnel management; Management and supervisory authority with respect to enforcement of County policies and procedures; Methods and techniques for effectively representing the County, including public presentations and working with a variety of individuals from various socioeconomic, cultural and ethnic backgrounds; Methods and techniques of providing quality customer service to County staff and members of the public; The use of modern computer systems and software applications relevant to assigned areas of responsibility; and The role of technology in improving business processes and efficiencies.

PROFESSIONAL QUALIFICATIONS Management Consultant (Manager III) Qualifying candidates at the Management Consultant level will demonstrate professional level work experience to support their ability to fully function in this journey level position. This would typically include a minimum of four years of progressively responsible management/ supervisory work experience in Human Resources and/ or Risk Management related functions. Senior Management Consultant (Manager IV) Qualifying candidates at the Senior Management Consultant level will demonstrate advanced work experience to support their ability to fully function in a senior management position. This would typically include a minimum of five years of progressively responsible management/supervisory work experience in Human Resources and/or Risk Management related functions. Direct experience supporting and advising executive management in the application of Human Resources and/or Risk Management program operations is highly desirable. EDUCATION All positions require graduation from an accredited fouryear college or university. Completion of a degree program (undergraduate or graduate) in business or public administration is highly desirable. Work experience may substitute for the required educational requirements during the screening process when the candidate s work experience exceeds the minimum standards required for the position and has a direct application to the level and duties of the position applied for.
