1 COUNTY OF SANTA BARBARA INVITES APPLICATIONS FOR THE POSITION OF: Alcohol and Drug Counselor I- Correctional Facility An Equal Opportunity Employer SALARY $3, $4, Monthly $42, $51, Annually OPENING DATE: 03/20/14 CLOSING DATE: 04/17/14 Recruitment # We are accepting applications to establish one list that will be used to fill vacancies at All Locations (separate lists for different locations will not be established). Therefore, applicants must check they are willing to initially accept a position at All Locations on the application and be willing to accept assignments at any location. NOTE: Candidates may be appointed at the I or II level, depending on the candidate s qualifications and the needs of the department. The salary at the II level is $4,093 - $4,997 Monthly. POSITION: Under immediate supervision, provides alcohol and drug abuse counseling and treatment services to inmates in custody at the County Jail; performs other related duties as required. Mission Statement: The Santa Barbara County Sheriff s Treatment Program (STP) is designed to guide inmates/clients in the direction of establishing a Foundation in Recovery and reduce their recidivism in the Criminal Justice System. Goal: Our goal is to provide a supportive and intensive inpatient-treatment atmosphere in which clients can begin their hard work and growth, substance free. Sheriff s Treatment Program: The STP Program is designed to accommodate inmates of different needs. Because of this wide range of time served by specific inmates, the program is designed to address their needs with a day inpatient treatment track. The following are current components of STP that have flexibility of acquiring new components as the client population changes. 1. Intake and Assessment 2. Individual Counseling 3. Anger Management Classes 4. Relapse Prevention Education 5. Release and Reintegration 6. Drug and Alcohol Education 7. Connections- Shame Resistance 8. Thinking for a Change 9. Grief Recovery Groups 10. AA/NA Meetings 11. After Care/Follow up (Annual STP BBQ during National Recovery Month and ongoing Monthly BBQs)
2 Automatic Disqualifiers: Currently on Probation or Parole; Misdemeanor convictions may be disqualifying depending on the type, number, severity, and frequency; Conviction of/or sustained petitions for any sex crime; Recent drug use; failure to reveal prior use will be disqualifying; History of domestic violence; The Ideal Candidate will possess: Dedication Good communication & writing skills Ability to adapt to situations quickly Re-entry philosophy Relate to inmates non judgmentally Open mindedness EXAMPLES OF DUTIES 1. Conducts initial intake interview in order to assess the inmate s problem and need for treatment and/or referral services. 2. Provides individual and group counseling to educate and assist inmates in recognizing and understanding the nature of the problem, to assess the need for treatment, and to evaluate progress. 3. Organizes in-house meetings, activities, and workshops with representatives from Alcoholics Anonymous, Narcotics Anonymous, and other treatment programs to facilitate the recovery of inmates and to provide information regarding available services and programs; makes presentations before community groups regarding the program. 4. Develops and implements individualized treatment and recovery plans; makes referrals for County health services when warranted by inmate s status or behavior; confers with probation, parole, and other law enforcement agencies to determine inmate s legal status and/or develop appropriate discharge plans; consults with representatives from community treatment programs and recovery facilities to determine the appropriate placement of inmates and to ensure continuity of care after release from custody. 5. Writes reports and summaries to document findings, recommendations, and inmate progress; completes forms and maintains client records and charts according to established procedures, guidelines, and legal requirements. 6. Participates in case conferences with other health care professionals in order to discuss client care and progress; attends departmental staff meetings to report on inmate safety, morale, and custody operations.
3 7. Attends conferences and meetings to keep abreast of current alcohol and drug issues, treatment modalities, and services available. EMPLOYMENT STANDARDS 1. Completion of 30 semester or 45 quarter units of college coursework in alcohol and drug abuse issues and counseling; or, 2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities. Knowledge of: the issues and trends in alcohol and drug abuse; symptoms and behavior patterns of chemically dependent and co-dependent individuals; laws and regulations governing alcohol and drug abuse; co-occurring alcohol and other drug conditions; case management practices; assessment and treatment plans; and counseling and interviewing techniques. Ability to: learn and explain the Federal and State laws and regulations regarding clients rights in a rehabilitation program; learn the operations, policies, and procedures regulating a County jail; interact effectively with people of diverse socioeconomic and ethnic backgrounds; exercise tact and independent judgment; speak before groups; gather, document, evaluate, and interpret data; draw logical conclusions and make recommendations; prepare and maintain client records and reports; maintain client confidentiality; and determine inmate treatment needs and make appropriate referrals to other departments/agencies. Additional Requirements: Applicants are not required to be registered to obtain Alcohol and Drug Counselor (AOD) certification at time of application; however, selectees must register to obtain AOD certification (pursuant to the California Department of Alcohol and Drug Programs Counselor Certification standards) upon appointment and obtain certification within five years as a condition of continued employment. Possession of a valid California Class C Driver s License is required at the time of appointment. Desirable Qualifications: Experience providing alcohol and drug abuse counseling to adult offenders in a locked facility. Additional Information: Incumbents work in a locked facility with hostile and/or aggressive individuals convicted of crimes, including violent crimes. Incumbents may be required to work shifts, weekends, and holidays. SELECTION PROCESS: 1. Review applications and supplemental questionnaire to determine those candidates who meet the employment standards. 2. Computerized Competency Assessment:. Candidates will be notified by with instructions on obtaining and taking the computerized competency assessment. All candidates must complete the assessment in order to advance to the next step in the selection process. 3. Interpersonal Communication Assessment: Candidates will be notified by with instructions on obtaining and taking computerized Interpersonal Communication assessment. Candidates must pass the assessment in order to advance to the next step in the selection process. 4. Personal History Questionnaire (PHQ): Candidates will be ed a notice to complete a Personal History Questionnaire (PHQ). Failure to submit a PHQ by the deadline will result in disqualification from the
4 selection process. Candidates, who successfully pass the PHQ, will be invited to the next step in the selection process. 5. Jail Tour: Candidates will be invited to a tour of the Santa Barbara County Sheriff's Correctional Facility. The tour is requirement and will take approximately 2 hours. Candidates are required to sign a Tour Waiver Release prior to participation. Jail Tours will be conducted on June 3rd and June 5th. 6. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than eleven qualified applicants. Candidates must receive a percentage score of at least 70 on the supplemental questionnaire examination to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. Candidates are encouraged to provide their address on their application to enable the Human Resources Department to communicate more quickly with them via regarding the status of their application and the recruitment process. I understand, as part of the application process, a completed supplemental questionnaire must be submitted along with the standard application form.
