The incumbent directs the work assignments and projects of employees within the division and assigns, reviews, and participates in the work of staff responsible for assigned division. The incumbent provides support to the City Treasurer, ensures work quality, adherence to established policies and procedures, and the more technical and complex tasks relative to the business license section and the admissions tax and transient occupancy tax. Perform related duties as required. MINIMUM QUALIFICATIONS (KSAS): (Illustrative only. Knowledge of: Municipal financing techniques and requirements for short-term and long-term financing instruments. Economic/Financial analysis and forecasting. Assists with developing strategy and administers the City's annual bond sale. Coordinate the preparation and updates of all bond sale Official Statements. Coordinate the preparation of the Bond Retirement Annual Report. Provides problem resolution, and/or general information to maintain a high level of customer satisfaction. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned activities. Establishes schedules and methods for providing assigned duties and customer services; identifies resources needed; reviews needs with appropriate management staff; allocates resources accordingly. Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; implements City human resources policies.
Page 3 of 5 Develops section/division policies and assists in developing city policies and ensuring compliance with divisional/departmental policies and providing direction for the division/ department activities. Evaluate responses to RFQ's and assist with the selection of bond counsel, underwriters, financial advisors, and investment managers. Monitor the debt portfolio to ensure continued compliance with required bond covenants, the Securities and Exchange Commission disclosure requirements, the Municipal Securities Rule Making Board, and the Ohio Revised Code. Prepares analytical and statistical reports on operations and activities; gives presentations as assigned. Attends workshops, meetings and conferences as a representative of the division/department or the City. Interprets union contracts, Civil Service rules, and City human resources policies and provides advice and facilitates solutions for human resource problems and issues. Responds to challenges, questions, and concerns related to division activities. Maintains familiarity with all laws and guidelines related to human resources, including EEO and ADA. Assists those contacted in the course of duty in an effective, efficient, and professional manner. REQUIRED EDUCATION AND EXPERIENCE: Bachelors' Degree in Business Administration, Public Administration, Finance, Economics or a closely related field is required. A Master's degree in the aforementioned fields is strongly preferred. Five years of experience in business management; with a primary focus in working with a debt management program for a municipal and/or state government entity. OTHER REQUIREMENTS Must have a valid Driver's License. Must be an excellent communicator and team builder. Must be able to work irregular hours, irregular workweek and\or weekends. MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
