Request for Proposals: Lions Park Mural Project This is an open call to Canadian-based artists issued by the Regional Municipality of Wood Buffalo, for a temporary public art mural project in Fort McMurray. Artwork Opportunity An opportunity exists for an artist to design and complete a mural as part of a graffiti abatement program. The artist will be expected to give a community lecture and workshop. As part of the lecture, the artist will be expected to address the difference between sanctioned urban art and graffiti/vandalism. The artist will be expected to produce an outline of the presentation two weeks after the contract is signed. This is an exterior public art commission, with a total budget of $30,000.00 CAD (inclusive). A full package containing renderings, art location details and project description will be made available to the successful applicant upon notification. Photos are provided to illustrate the site location. The wall is adjacent to Lions Park, a family-oriented park situated along the bank of the Hangingstone River, populated with tall pine trees, picnic area, playground, and ample greenspace. Medium The medium is exterior water based paint with the final approval by the Regional Municipality of Wood Buffalo s Community Services Department. The Regional Municipality of Wood Buffalo advises using materials that do not pose a risk to the safety and security of the public. Potential Themes Wood Buffalo History Sports Nature and Outdoors Cultural Diversity Artwork Design Parameters The artwork must adhere to the following design parameters: Ensure artwork does not pose a risk of injury to the public (example: sharp points, slip hazards, etc.); Artwork must be vandal resistant and must include a protective graffiti-repellant coating Artwork must not interfere with the operation and serviceability of buildings Mural section is 17 feet high and 141 feet across Project Conditions Original Work: The artist must guarantee that the artwork is original and does not violate the copyright of any other person. Surface: Note that the surface is not smooth and there are deep grooves between the bricks. See photo below. Contract: The artist(s) will enter into a contract with the Regional Municipality of Wood Buffalo. 3
Copyright: The artist(s) must be prepared to assign License to Copyright for the exhibition of the artwork to Regional Municipality of Wood Buffalo. Reproduction rights may be negotiated. The artist may retain the right to be identified as the creator of the artwork. The Regional Municipality of Wood Buffalo will not alter the artwork for purposes of maintenance, conservation, etc. without prior consultation with the artist. The Regional Municipality of Wood Buffalo reserves the right to move or de-accession the artwork if necessary and will make every effort to notify the artist. Maintenance: The artwork is transitory (non-permanent) and will be maintained by Regional Municipality of Wood Buffalo. Environment: This is a retaining wall in Lions Park. The wall is below an overpass (Tolen Drive) and across from a walking trail and a stream. Lions Park has a playground, a club house, a wooden bridge, and a stream. The walking trail leads into Waterways, one of Fort McMurray s original communities. This wall, plus nearby pillars and underpass walls are chronically tagged with graffiti. Please note that the park will remain open during the time of installation. Tools: To reach the top of the mural space, the artist will need to use a boom lift. Because of work-space limitations, scaffolding is not an option. Artist will be responsible for coordinating all aspects of the boom lift, including acquiring appropriate tickets (and including these costs as part of the proposed budget). Insurance Requirements: Artist agrees to have the following insurance in place during the term of this Agreement: a. General liability insurance in the amount of not less than $2,000,000.00 per occurrence for personal injury and property damage. Such insurance should be in a form that is sufficient to cover all exposure arising from the Artwork at each stage of the installation of the Artwork; b. Automobile liability insurance on all vehicles owned, operated, or licensed in the name of the Artist in an amount of not less than $1,000,000.00; and c. Property insurance on an All Risks basis for the full value of the Artwork and any required equipment. Such insurance shall be maintained until such time as the Municipality has deemed the Artwork installation complete. Selection Process: The artist will be chosen through a one-stage selection process, based on qualifications. Competition Entry Requirements: Please email submissions as one attachment (all 7 requirements combined into a single file). Artists must submit the following in order to qualify for consideration in the competition: 1. ENTRY FORM: Complete and signed with contact information; 2. PROPOSAL PACKAGE: One full written description of the proposed artwork (including detailed artist s concept, size, materials and timeline) 500 words or less. 3. PROJECT IMAGES: Preliminary two-dimensional colour drawings or renderings of the proposed artwork formatted as 8 ½ by 11 4. BUDGET FORM: Budget for the proposed artwork not to exceed the 4
maximum, all inclusive total of $30,000.00 CAD (including but not limited to: transportation, artist s fee, studio fees, materials, GST); 5. BIOGRAPHY: One summary of the artist s background in 200 words or less. 6. CURRICULUM VITAE: Detailing professional experience as an artist and other relevant information; 7. VISUAL DOCUMENTATION: Of previous public artworks or artworks which best illustrate a related body of artwork to the proposal. Include a maximum of 10 images (preferably jpeg, pdf or tiff format; minimum 150 dpi for approximately 6 x 9 images) 8. DOCUMENTATION LIST: All support materials and visual documentation must be clearly listed on a separate sheet and include details of photo credit, date, size, medium, etc; Deadline for Applications: Complete submissions must be received in office no later than 4:30 pm on July 6, 2015.
