1 ARTIST INFORMATION PACKAGE Town of Cary, NC Downtown Park Public Art PROJECT SUMMARY DESCRIPTION: The Town of Cary is seeking to commission one or more artists or artist teams to design, fabricate and install site specific artwork for the Downtown Park (Town Square component) located along North Academy Street and Dry Avenue. This artwork project is part of the overall development of an entry plaza area leading into a future seven acre park that will be developed at a later time. The artwork opportunities include: 100 linear feet of railings, entry features/gateways (4 total), and potentially garden area elements. The functionality of the public art elements is highly desirable. 1. Entry features/gateways (total of 4) 2. Garden elements 3. Railings (approx 100 linear feet) ELIGILIBITY: This Call to Artists is open to all professional artists, residing in the United States who have demonstrated experience completing and coordinating exterior public art installations with construction project managers, and related contractors, engineers and architects. Interested artists should apply only if they are able to complete the project in accordance with the schedule and budget. PROJECT BUDGET: The total project budget is $161,000 of which $ 96,000 is dedicated toward art enhancements DEADLINE FOR APPLICATIONS: September 8, 2014 Submit application/materials: PROJECT OVERVIEW On November 6, 2012, Town of Cary citizens voted to approve three separate bond initiatives proposed by Town Council and collectively known as the Community Investment Bonds. The Parks Bond package included the Downtown Park as one of several park projects. The Landscape Architectural firm Cole Jenest & Stone was selected to design and provide construction administration services for the Downtown Park. The proposed location for the Downtown Park is within the block surrounded by Academy, Walnut, Walker and Park Streets. The Town s intention is to make its downtown a unique, vibrant, dynamic, pedestrian-friendly location that is a regional destination and place to live, work and play. As the Town of Cary has envisioned its future downtown, public open space has played a key role. The original 2001 Town Center Area Plan proposed open space as a potential central feature in its recommendations. The importance of this is evident through the City s efforts to acquire 1

2 property along Academy and Walnut Streets for this use. $5.2 million has been budgeted to implement the Downtown Park entry plaza area. More can be learned about our Town at With a population of 140,000 people and located in the heart of the growing Triangle region, Cary is home to an affluent, professional population, many of whom work in the adjacent Research Triangle Park or at one of the nearby major universities in Raleigh, Durham or Chapel Hill. Phase I In Phase I the selected artists(s) will refine their initial concepts for public art for the three opportunities (gateways/pathway markers, railings, and garden/landscape features). The artist(s) should anticipate some modifications and/or revisions from their original concepts developed for the proposal/interview process. The artist(s) should plan to present their refined concepts to the Public Art Advisory Board and the Board will make recommendation(s) to Cary Town Council for their review Phase I refined concept developments for approval. Deliverables Artist will provide in reproducible media and format: Written report listing all Council, Boards, Staff and persons consulted during research/concept refinement/development period. Such listing will provide a brief narrative of meeting highlights and issues discussed; Overlay on the park plan drawings as the background documents depicting preliminary proposed locations(s) / placement(s) of gateway/pathway markers, railings and garden elements; Refine preliminary drawings, sketches, photographs, sample materials, and/or other documents and/or maquettes as are required by artist to describe the conceptual visual character and appearance of the artworks; Preliminary budget and preliminary schedule. Phase II In Phase II the selected artist(s) will refine the approved concepts and begin Design Phase after final approval of concepts during Phase I. During Phase II the artist shall develop the designs and provide details for materials, footings/attachments and/or specifications as appropriate for the artwork for inclusion into the overall Park s entry plaza bid documents. The artist shall not commence fabrication until final designs are approved by the Town. The artist will produce a report document describing and illustrating designs: Deliverables Artist will provide in reproducible media and format: Drawings, sketches, photographs and/or other documents and/or maquettes and research / reference materials as are required by Artist to describe the artwork and visual character, and appearance of the gateway/pathway markers, railings and garden elements; Drawing(s) as-required in plan using 100% Park Plaza plans as background documents that locates Entryway/pathway features, Railings, and garden elements in the project area; Detail drawing and/or specifications for footings, railings attachments for inclusion into Park/plaza Bid Documents; Provide a written statement describing the concept(s) for the artwork design which includes a detailed explanation of any anticipated maintenance considerations and maintenance costs due to the materials; Written list of material(s) and fabrication method(s); 2

3 Refined budget including Final Design costs (i.e. artist(s) fee & cost, engineering fee, and other professional services as-needed), fabrication, transportation, permits, insurance, site preparation, installation, and documentation. Phase III During Phase III the artist will fabricate the approved designs. The artist will fabricate artwork in conformance with the approved design. Deliverables The artist will provide: Fabrication process photographs in jpg format; Revised Final budget including (i.e. artist(s) fee & cost, engineering fee, other professional services as-needed); Artwork fabrication, transportation, permits, insurance, site preparation, installation, and documentation; Written Final installation schedule in conformance with the overall construction schedule; The artist shall maintain communication channels with Public Art Project Manager and other construction designees during the fabrication/construction phase to assure the quality of all Artwork(s) in preparation for installation. Phase IV During Phase IV the artist will install artworks and/or provide Construction Oversight of the installation process of their work. Deliverables The artist will provide: Installation process photographs in jpg format; The artist shall maintain communication channels with Public Art Project Manager and other construction designees during the installation phase of the project to assure the quality of all Artwork(s), and installation; Documentation of materials, specifications and provide warranties; Maintenance schedule for routine maintenance of artwork. PROJECT GOALS Use nature as a primary resource and potential medium; Create artwork(s) that provides a unique and/or extraordinary interactive experience within the park setting; Take a multi-sensory approach whenever possible; Create artwork(s) that reflect the diversity of the population; Create artwork(s) that are so compelling that people will be drawn to them time and again, returning to share them with others; and Create artwork(s) that will encourage reflection on and experience of the natural world. 3

4 BUDGET $161,000 total budget for entry features/pathways, garden elements, and railings. The total budget is inclusive of all fees, including but not limited to all costs for artist selection process, concept/proposals, design, fabrication and installation, administrative costs, insurance and all travel expenses related to the project through completion of the project. Artists will be required to meet the TOC insurance requirements. Budget totals will be established for each of the three public art elements following the initial interviews and concept/proposal presentations. Prior to contracting with selected artist(s) budgets will be designated for each public artwork. DEADLINE FOR SUBMITTING APPLICATON MATERIALS Midnight, Monday, September 8, Responses to this artist call will only be accepted electronically. Mailed or physical copies of responses will not be accepted. Submit application/materials: SELECTION PROCESS The Artists Selection Panel will evaluate artists qualifications and select a shortlist of finalists who will be invited to submit concept proposals. Up to 3-4 finalists will be invited to submit proposals after their site visit and will be compensated $2500 which will cover their concept proposals, travel for site visit and return for presentation/interview. The primary criteria for selection will be artistic accomplishment as demonstrated by images of previously completed artwork, compelling proposal, experience with collaboration with multiple stakeholders, experience working with municipalities and with park/streetscape projects, and approach to the project as demonstrated in the preliminary statement of interest in the project. The selection panel will include seven - nine voting members; two members from the Public Art Advisory Board, curator and/or artist, public art professional, a community representative and TOC staff members, and a Council representative. Non-voting advisors to the panel may include the consulting project landscape architect and additional Town staff. The selection panel will forward their recommendation(s) to the Public Art Advisory Board with a recommendation made to Cary Town Council for final approval. STIPEND FOR FINALISTS Up to 3-4 finalists will receive a $2500 stipend to cover all costs for their concept proposals, travel for site visit and return for presentation/interview. Site Visit is tentatively scheduled for Wednesday, October 15 and Interviews/presentations with the Artist Selection Panel are tentatively scheduled for Tuesday, November 5, PROJECT Schedule estimated August 18, 2014 Release Call to Artists/RFQ 4

TOC reserves the right to make selections from invited artists in addition to submitted applications or in the event that insufficient or inappropriate applications are received or to terminate any project at any time. COPYRIGHT RELEASE Artists retain all rights of copyrighted materials submitted, except as limited by this section. By submitting to this Call for Artists, those Artist(s) responding to this prospectus agree to a copyright release for controlled usage of the submitted materials for committee distribution, education and publicity purposes. TOC shall not be responsible for any third party infringement of artists copyrights. INSURANCE REQUIREMENTS For the selected artist(s), the Town of Cary requires that the final approved contract for professional services specify that the selected artist(s) shall maintain at all times during the term of the contract, at its sole expense: a. Statutory workers compensation in accordance with the laws of the state where such compensation would be payable. Employers liability (Coverage B) with limits of not less than $500,000 per accident. b. Automobile liability insurance on any owned, non-owned or rented vehicle with limits of at least $1,000,000 per occurrence combined single limit bodily injury and property damage. c. Comprehensive general liability, including products liability, completed operations liability, blanket contractual liability, broad form property damage and personal injury liability insurance with limits of at least $1,000,000 per occurrence combined single limit. 5

6 d. Professional services liability for a limit of not less than $1,000,000 per occurrence. Visual artists cannot obtain professional liability insurance; however, in the event that services delivered as a part of this Agreement require professional services by a subcontractor of the ARTISTS, Professional Liability, Errors and Omissions coverage shall be provided by the subcontractor. Professional Services, for the purposes of this Agreement section shall mean any services provided by a licensed professional, such as structural review or engineering. The subcontractor of the ARTISTS shall provide a certificate of insurance to ARTISTS as to proof of Professional Liability Insurance. The Town of Cary shall be named as additional insured and be provided with a certificate of insurance prior to the effective date of the contract. The Town of Cary shall be provided with all renewal certificates within 30 days of the expiration date of any and all policies listed on the certificate of insurance. Responses to this artist call will only be accepted electronically. Submission: 1) Submit a completed application form (page 9). 2) Statement of Interest - A statement briefly outlining interest in this project and experience working on comparable projects of size, scope and budget (2 page maximum). 3) Résumé - A résumé of one to two pages highlighting professional accomplishments for each team member. 4) Up to 16 images (JPEG), smaller than 1.8 MB per photo (1920 pixels on the longest side), of previously completed artworks to be named and numbered corresponding to an annotated script. No videos please. 5) Annotated image Script saved as a Word or PDF document - Information for each image submitted: list the name of the artist(s), title of work, date, media, size, site location, client, and art budget. 6) References - Contact information for three references, including: name, title and affiliation, phone number, and address. References should be able to speak to your ability to provide services for a public art project of similar size and scope. 6
