Central Public Procurement (CPP) Portal CPP Portal is the central source of procurement data for all Government of India entities Developed by NIC, in response to the mandate from Department of Expenditure (DoE) To act as One Stop Shop for all Procurement related activities Available at http://eprocure.gov.in 3
Mandate from DoE (OM dated 30/11/2011) All Government of India bodies required to publish their tender enquiries, corrigenda thereon and details of bid awards on the CPP Portal using the e-publishing module. o Ministries/ Departments and their attached and subordinate offices - 01 January 2012 o CPSEs - 01 February 2012 o Autonomous / Statutory bodies - 01 April, 2012 Applies to all Tender Enquiries, Requests for Proposals, Requests for Expressions of Interest, Notice for pre- Qualification, Empanelment, Registration or any other notice inviting bids or proposals in any form, issued on or after the dates indicated above, whether they are advertised, issued to limited number of parties or to a single party. 4
Mandate from DoE (OM dated 30/03/2012) All Government of India Ministries, Departments and their attached and subordinated offices to start e-procurement for tenders above INR 10 lakhs Phase-wise schedule, starting 30 May, 2012 Ministries / Departments may choose to implement NIC s e-procurement solution through CPP Portal or any other e-procurement solution Attached and subordinated offices to start e-procurement within 6 months of the parent Ministry / Department 5
e-publishing v/s e-procurement on the CPP Portal e-publishing Entails publishing of all tender enquiries, corrigenda thereto and awards of contract thereon on the CPP Portal. Bids will be invited in paper based format. Users can login using a login ID and password. No need for any additional mode of authentication. e-procurement Covers the complete tendering process - online publishing of tenders, online bid submission, online bid opening, online bid evaluation and publication of award of contract. The complete tendering process will become paperless. Users will be required to have valid Digital Signature Certificates (DSCs), alongwith login ID and password. 6
e-publishing v/s e-procurement on the CPP Portal e-publishing Bidders are not required to register on the CPP Portal, since the bids will continue to be submitted in the paper based format. e-procurement Bidders are required to register on the CPP Portal, using a valid Digital Signature Certificate (DSC) and valid email address. The bidders will be required to submit their bids online on the e- Procurement module of NIC, in an encrypted format. 7
