1 1) How the contractor will deposit Tender Fee amount into the account of division? Ans: The contractors have following modes of payment option depend upon the type of payments : Payment of Tender Fee a) Cards : The contractor has the option to make payment via cards (Both debit and credit card issued by VISA / MASTER / Maestro) b) Net Banking : Using Net Banking (approx 38+ banks internet banking has been activated). Contractor may use any of the option and pay the tender fee. The process is same as exist at any other site such as IRCTC etc. 2) What is the difference between NEFT & RTGS? Ans: The difference between RTGS / NEFT is with respect to value and time. Amount: Using RTGS, Contractor would be able to make payment of Rs.2 lakh and above only whereas via NEFT there is no amount restriction. Time: RTGS works on transaction by transaction hence it is expected to be real time whereas NEFT works on batch processing which is hourly in nature. Hence a transaction via RTGS mode gets settled fast v/s transaction initiated via NEFT. Also each bank has different set of guidelines with respect to pushing the transaction via NEFT. At times, banks commit 24/48 hour time as settlement time. 3) List/describe different situations i.e when a contractor should opt for which payment mode? In what scenario which mode is preferred and why? Ans: Tender Fee Payment: In tender fee payment, the payment options available are via Card or via Net Banking. Since all three major cards network are activated i.e. VISA / MASTER / MAESTRO. We don t expect that Contractor would face any problem while paying it. Please ensure that you have the 3d secure password / One Time Password activated on your cell number. As per RBI guidelines, same is required in addition to transaction password. At times respective banks Net banking gateway are down, in such a situation payment gateway cannot help you to transfer money, as the payment gateway provided will only take you up to your respective bank, thereafter if respective bank gateway is not working than it is beyond control of payment gateway. Hence it is requested to make payment well advance in time to avoid such situations.

2 Payment of EMD: For making the EMD payment, in addition to Net Banking, Debit Card, Credit Card, payment via RTGS / NEFT mode is also enabled. Contractor would login into e-procurement portal and click on EMD payment via RTGS / NEFT. The RTGS / NEFT challan gets generated from the portal. Contractor is expected to take the print of the challan and pay from his existing bank account. If contractor is paying from his existing bank account using Net Banking, than care needs to be taken as most of the banks have beneficiary registration process which itself ranging from 2-3 hours to 24 hours differing from bank to bank. After successful beneficiary registration only Contractor would be able to make the payment. If contractor is making payment by giving instructions by visiting at the branch than no beneficiary registration is required. NEFT on average takes 24 hours to reach the destination bank, RTGS takes 2-3 hours to reach the destination bank. Hence Contractors are advised to make payment at least one day in advance. Once the payment is received by banker of PWD, it takes 1-2 hours to make it available on payment gateway for Validation 4) Can contractor use the same challan for multiple tenders? Ans: Each RTGS / NEFT challan generated on the e-procurement portal is very specific to particular tender and contractor. Hence at no point same challan should be used for making payment against any other tender or contractor. Such transaction would be considered as Invalid and payment would not be available for validation. Contractor needs to generate the RTGS / NEFT challan from e-procurment portal whenever he intends to make EMD payment for any tender. 5) What Contractor should do if his account got debited but payment is not reflected in e-tendering portal? Ans: The contractor should login back into e-procurement portal. Reach to the page of payment. Before making the second payment, click on button VERIFY Payment. If the transaction was successful and success message has been received by payment gateway, than it will allow you to verify the payment successfully and you would be able to proceed with payment. Please ensure that time gap between making payment and clicking on verify payment should be at least approx 1 minutes.

3 The amount debited from your bank account would get auto refunded to same card or net banking account from where it has been debited. The refund transaction will get initiated within T+1 / T+2 where T is the date of debit in your account. It is an auto refund process for un-successful transaction. Neither contractor nor department has to do anything. The process of crediting back to Card / Net banking account usually takes 3 to 5 days. 6) Why Contractor needs to confirm the bank account details and IFSC code in e-procurement portal. What is importance of it? Ans: Contractor needs to confirm the bank account details i.e. Name of Contractor, Account Number and IFSC Code on e-tendering portal to ensure that in the event of un-successful bid, he is able to get refund on the designated account via NEFT initiated by the department after opening of tender. Contractor needs to be very careful while punching the account number. As per RBI guidelines, banks are supposed to credit the account only on the basis of account number. Hence in the event of wrong account number entered by Contractor than refund may go to some other account which would be beyond control of department or its banker. 7) What is IFSC code and importance of it? Ans: IFSC Code is a address of the Contractor Bank Branch. Each bank branch has a different IFSC code which is printed on the cheque book. Same is a mandatory requirement via pushing the refund to contractor account via NEFT. Hence in the event of wrong / missing IFSC code, the transaction would get rejected and contractor would not be able to get refund of EMD in the event of un-successful bid. 8) How to get refund in case of Contractor ends up paying amount twice for the EMD via RTGS / NEFT. Ans: The validations have been built in the system. Such transaction would get identified by system on T+2 basis and auto refund would get initiated on T+3/4 working days. The amount would be refunded to the same sending bank account from where they had come from. 9) Is there any relation between digital signature and payment gateway? Ans: There is no relation between digital signature and payment gateway. The access of payment gateway is provided via e-procurement login only. There is no other way via which you may access the payment gateway.

4 10) If contractor is unable to complete control transfer stage then will he get his money (EMD) back? Ans: Once the EMD is paid by Contractor, than no auto refund is initiated by system. If contractor has paid the EMD but has not completed the control transfer stage, than he would get the EMD refund after tender opening only, when department would initiate the refund of un-successful contractors. 11) When will the system inform the contractor that his transaction is successful? Ans: Contractor needs to click on Validation button, it will auto reconcile the payment. Normally there should be gap of 2/3 hours when the transaction is initiated by RTGS and 24 hours when the payment is initiated by NEFT. 12) How a contractor will get EMD refund transactions details? Ans: Contractor will get the tender related information in his account only. PWD Department banker is passing such information as part of NEFT message to contractor bank 13) What is payment gateway? Why it is used? \ Ans: It allows you to make payment via Cards / net banking / RTGS / NEFT 14) What is UTR Number? Ans: When transaction is pushed via RTGS / NEFT, each mode generated a unique number which is unique to the transaction. For RTGS such unique number is called as UTR (Unique Transaction Reference) number. For NEFT same is called as RBI reference Number. With these numbers along with date, amount and Sender Bank Name, a transaction can be traced and status can be ascertained. 16) Why two copies of challan is required? Ans: One copy may be retained by Contractor bank and second copy is for the contractor for his records.

5 17) How to add beneficiary for online EMD payment? Ans: Each bank has a different mode of accepting the information. But all banks would seek following three information: (i) Beneficiary Name PWD --- (ii) Beneficiary Account (as generated on challan) (iii) IFSC Code ( as generated on challan)
