2 Launch of the PISA 2018 Procurement Process In January 2014, the OECD plans to launch the first Call for Tender (CFT) to select one or more service providers to work on the PISA 2018 project A CFT for the second stage is planned to launch March 2014 Bidders will have eight weeks from the time the CFT is issued to respond with an offer Offers must be written and delivered to the OECD by the due date. Details will be in the CFT

3 PISA 2018 Major subject area: Reading Minor subject areas: Mathematics, science Innovative assessment: Global Competence Possible optional tests and questionnaires (to be decided) Main delivery mode is on computer A small number of countries may continue with paper-based delivery The PISA Governing Board has agreed its strategy for the next cycles of PISA (see EDU/PISA/GB(2013)14)

4 PISA 2018 : Stages for Call for Tender Stage 1 (January 2014) Core A: Design, development and analysis Management and co-ordination Survey design, test and questionnaire development (including computer platform) Survey operations, liaison with national centres, development and maintenance of communication portal Data handling, analysis and scaling Core B: Test and questionnaire frameworks Development of frameworks for assessment of reading and of global competence Review of mathematics and science frameworks (no major revision expected) Development of questionnaire frameworks (for contextual information from students and schools) Stage 2 (March 2014) Core C: Sampling; Core D: Linguistic Quality Control

5 Four Unique Cores in PISA 2018 Bidders may respond to one or more cores. Bidders may respond as a company, organisation or consortium. Project management will be shared between Core A and the OECD Secretariat. Core A should be led by an International Survey Director who also gives leadership for the work of contractors and national centres. Bidders for Cores B, C and D will need to show willingness to work under the direction of the Core A International Survey Director as well as the OECD Secretariat.

7 Evaluation Criteria OECD will use the following criteria for evaluation: Technical Merit Financial Proposal (Best Value for Money) Expertise and experience of subject matter Experience with international projects For Core A, the profile of the proposed International Survey Director Details and the weighting per criteria will be specified in the Call for Tender
