TENDER NOTICE CHAPTER 1 Sealed tenders are invited in two bid system i.e. Technical Bid and Financial Bid by Inspector General of Police, U.T. Chandigarh from Service Provider for Managed Internet Leased Line for use by Chandigarh Police as per specification/requirement mentioned in the Tender Document. Bidders can send their bids through registered post/courier or can be deposited in the Purchase Branch, 3rd Floor, Chandigarh Police Hqrs Sector 9-D, Chandigarh. The last date for submission of bids is 15.01.2015 by 3 PM Two separate envelopes should be used one for TECHNICAL BID and another for FINANCIAL BID. One Envelop should contain Technical bid and shall be prominently marked on top of envelop "TECHNICAL BID for the Supply of Managed Internet leased line at PHQ and the second envelop should contain financial bid and shall be prominently marked on top of envelop Financial Bid for the Supply of Managed Internet leased line at PHQ both these envelops shall be further be put in one envelop addressed to the Inspector General of Police U.T. Chandigarh written as (Bids for supply of Internet leased line at PHQ). 1 The TECHNICAL BIDS will be opened first and the PRICE BIDS will be opened only of firms who will be qualified technically. 2 No tender will be accepted without requisite Bid Security (E.M.D). The Bid Security of Rs. 20,000/- shall be in the shape of Account Payee Demand Draft from any of the commercial banks in an acceptable form in favor of Inspector General of Police U.T. Chandigarh, safeguarding the purchaser s interest in all respects. Earnest money deposited with the tender shall bear no interest and will be released after signing the agreement. 3 The demand draft of Rs. 2000/- as tender fee in favor of Inspector General of Police U.T. Chandigarh must be attached with the Technical Bid. The tender fee is non refundable. 4 In case the firm fails to attach the draft of tender fee and EMD, the tender shall be rejected. 5 Incomplete tender/conditional tenders will not be accepted. 6 Bidders must quote the net price both in words as well as in figures. Any over writing/cutting etc. render the tender invalid and will be summarily rejected. 7 The quoted price must be inclusive of all Tax/VAT and other charges etc. No claim for taxes/charges will be entertained at a later stage. 8 Bidder will not be permitted to alter or modify their bids (Technical as well as financial) after submission of the bids. 9 The selected firm has to supply the required hardware and provide connectivity within 30 days after confirm supply order issued by the department. On request by the bidder, if the IGP U.T. Chandigarh accepts the delayed supplies by extending the delivery period upto 10 days in one go recording in writing that the exceptional circumstances were beyond the control of the supplier and there was no loss to Purchaser. But the extension will not be granted to the bidder more than 15 days. In case, the firm does not complete the supply within the delivery period even after extension of 15 days accorded by the IGP, 100 % amount of the EMD deposited by the bidder will be forfeited and firm will be blacklisted. 10 The rates will be valid for 180 days from the date of opening of the tender 11 The rates will be F.O.R. Destination at Police Hqrs Sector 9-D, Chandigarh 12 The bandwidth to be taken will be decided by Chandigarh Police. Bidders have to quote the price as per requirement in the performa for financial bid. 13 Bidder shall attach compliance chart to the Technical Specification of the required Hardware, failing which bids will be summarily rejected. 14 100% payment towards monthly rent will be made after commissioning of internet leased line. No advance payment will be made. Under no circumstances, sub-standard material will be accepted by the Committee. 15 A copy of terms and conditions duly signed by the bidder, as a token of acceptance of the same should be attached along with the tenders. Bidder must attach an undertaking that all the mentioned terms and conditions are accepted to the firm 16 The Purchase Committee reserves the right to relax any terms and condition in the govt. interest. 17 All disputes are subject to the jurisdiction of the Courts in the Chandigarh (UT) only. 18 Bidder must have Sales Tax/VAT number and attach a copy here of with tender document. 19 Bidder must undertake that their firm is not declared blacklisted by any Govt. 20 The tendering firms also submit the certificate that the firm has quoted the bid strictly as per specification given by the Chandigarh Police Department. 21 In case of any difference between firm and department, the firm can be called for negotiation to patch up the matter amicably prior to approaching the court. 22 In case of violation of any terms & conditions, an explanation of the firm can be called by issue of show cause notice. If the reply of show cause notice is not found satisfactory, action against the firm i.e. Forfeiture of Earnest money and blacklisting etc. can be taken. 23 Department can seek any clarification from the bidder. 24 All the complaints lodged by the department must be attended by Bidder within 2 hours. 25 If the device is reported defective, the same must be repaired/replaced within 2 hours and immediate Substitute will be provided by the bidder. 26 Bidder must attach a list of user to whom the same devices have already been supplied and user satisfactory performance report should also be attached with the bid. ******** TENDER FOR MANAGED INTERNET LEASED LINE AT PHQ-9, CHANDIGARH 5
CHAPTER 2 ELIGIBILITY CRITERIA, TERMS & CONDITIONS FOR PROVIDING MANAGED INTERNET LEASED LINE CONNECTIVITY ON OPTICAL FIBRE. PRE-QUALIFICATION ELIGIBILITY CRITERIA FOR ISP: 1. The ISP should be UASL, TL 9000 Certified (Attach a copy of Certificate). 2. The ISP should have valid Category A/B ISP license from Govt. of India (Attach a copy of Certificate). 3. The ISP should have own network backbone on NLD Optical Fibre (Attach Undertaking). 4. The bidder should be a company registered in India under Registrar of companies (Attach a copy of Certificate). 5. The Bidder (ISP) must be capable of delivering the latest version of internet protocol i.e. IPv6 and IPv4 as per the guidelines of govt. of India, as and when required (Attach Undertaking). TECHNICAL TERMS & CONDITIONS: CHAPTER 3 1. ISP will provide all the necessary hardware equipments for providing the connectivity to Chandigarh Police Headquarter Sector-9. Which include UTM Firewall. 2. ISP will provide the following services Internet Router port at ISP Gateway for Required Bandwidth All hardware required for installation i.e. Router, UTM and Firewall upto 100 users have to be provided by the bidder and configured. IPv6 Compatible router. 16 number of global IP addresses to be provided by the ISP. Installation and commissioning of the link last mile in ring (two path) on Optical Fibre. Maintenance support service (24 hours and 7 days a week). Entire Hardware to be provided by the bidder on rental basis. 3. The ISP must provide entire connectivity up to the switch level on Ethernet hand off. 4. Technical requirements for the Internet connection: ISP will be required to sign service level agreement having the following clauses: Required Internet bandwidth up-gradable at any time within two weeks of request. Compression rate 1:1 from international gateway. Packet Losses: Less than 1 percent when checked from USA server at 70 percent load of 350 m sec when checked from USA server to the client router. Throughput Guarantee: 100 percent. Creditable Outage: the contracted Bandwidth. Latency: Less than In case of the above parameters going out of specification, Centre will be compensated adequately in respect to the extended time for the loss of hours in service. Reports for performance monitoring/usage to be submitted by the ISP\ a. Daily Basis b. Weekly basis c. Monthly Basis d. URL- MRTG Graph 5. The monthly rent shall be valid for three years which can be extended further of the mutual understanding and performance of the ISP. 6. UTM Box Identity based UTM Strong content and application Strong QOS Higher side AV throughput Inbuilt reporting ISO- 2000 Certification for GSMC. The ISP will be responsible for implementing the software at the client side for Bandwidth utilization, up time, packet loss ping time etc. Rates should be valid for 3 years and during this period Chandigarh police can ask the bidder to increase the bandwidth. WARRANTY PERIOD & PENALTY CHARGES: 1. The Vendor will be responsible for the comprehensive maintenance of equipment supplied during the warranty period of the contract after the acceptance of installation & testing of hardware. In case of default, client will have the right to arrange maintenance at the risk and cost of vendor, from any other source and shall raise bills to vendor. The amount so spent will be deducted from the payment of vendor. 2. The ISP shall raise monthly bill to IGP, UT, Chandigarh Police Headquarter, Sector 9, Chandigarh for the entire bandwidth supplied (Chandigarh Police Headquarter). 3. The revised rates of the ISP will have to be constantly informed to Chandigarh Police Headquarter, Sector-9, Chandigarh and the benefit of the same must be extended as and when the rates are revised. 4. The services shall be provided 24*7*365 days. The vendor raise the complaints themselves and will rectify the faults failing which: the vendor will arrange temporary arrangements. 5. The vendor will also maintain the Equipment/Services for efficient running at ll time during its warranty period. However, average uptime during a quarter should not be less than 99% In case the vendor/isp fails to maintain the said uptime; the vendor/isp will be liable for penalty @1% of the cost of the total quarterly rate. Even if a peripheral or part of the equipment supplied by ISP is not working, the system will be considered as down. Uptime shall be calculated as: (Total no. of Hours in the year- Total Downtime (in Hours) *100 Total No. of Hours in the year 6. The Downtime will be calculated from after two hours of requisition of complaint with ISP is registered/ logged by Chandigarh Police Headquarter. This uptime period will start if the link up till the Chandigarh Police Headquarter router is found active when checked from internal LAN.
