Freight volumes are rising steadily in Lithuania and the growth in number of operators shows the importance of transport and logistics sector in Kaunas region. The Intermodal terminal in Kaunas will function as the 1st tier inland terminal and will improve the strategic position of port Klaipeda as a regional gateway. The intermodal freight terminal will be located in Palemonas at the eastern part of the city where existing 1520 mm railway will met 1435 mm gauge Rail Baltica coming from Lithuanian - Polish border and be completed by 2015. THE STRATEGIC POSITION OF KAUNAS AS AN IMPORTANT LOGISTICS CENTRE The logistics park will be developed in Kaunas district municipality near Karmėlava, where Kaunas International Airport and Kaunas FEZ are established. Kaunas international airport is an important asset to capture value added logistics activities and to enhance the logistics proposition of a region. FEZ export oriented manufacturing activities offers excellent synergy. KAUNAS FREE ECONOMIC ZONE 7

KAUNAS PLC DEVELOPMENT PROJECTS Stage 1 - Intermodal freight terminal in Palemonas (2013 2014) Stage 2 Road modernization (2014 2018) (bottom drawing) Stage 3 Freight village at Kaunas FEZ (2014 2020) Area development will comprise the construction of the railway line to the Freight village, necessary engineering infrastructure and access roads (bottom drawing). Discussions about the PLC management started between possible partners. Investment into infrastructure will reach 48 mln., 900 new workplaces are expected to be created there and more than 65 mln. private investments to be attracted. 9

THE POTENTIAL OF KAUNAS PLC The total surface required in the first phase of freight village thus amounts to 20 ha with extension possibilities to 70 ha. Kaunas PLC could be developed by the national stateowned railway company Lithuanian Railways, Kaunas City Municipality, Kaunas region municipality and Kaunas FEZ. The inland terminal will have a freight potential of 1,164 mln. t 3,240 mln. t towards 2030. Kaunas PLC is planned to handle cargo transported from Poland (Rail Baltica,60 thous. TEU) and Kaunas region cargo (38 thous. TEU). 12
