4 Introduction (summary) Currently the intermodal sector in Croatia is represented with the port of Rijeka and the Zagreb terminal as main installations. Next to Rola services intermodal transport is produced in single wagonload, only. The rail distance due to the fact that is longer than the road distance to/from the port does not allow domestic container trains, yet. In order to solve the chicken and egg dilemma between terminal and traffic, it is decided to design the Cargo Center Zagreb as a logistics and transshipment facility. The thereby fulfills the requirement that a capable intermodal terminal is needed in the Rijeka hinterland region to facilitate a sufficient share in rail transport from/to the port of Rijeka. In addition the new site will be able to handle continental transport flows from/to Croatia/Zagreb that are expected to grow massively due to the EU accession of Croatia on 1/7/2013. Apart from this Zagreb has the strategically good location at the pan-european transport corridors Vb (Rijeka - Zagreb Budapest) and X (Salzburg - Ljubljana - Zagreb - Belgrade - Niš - Skopje - Veles Thessaloniki) and is thereby well suited to be incorporated in international networks. 5 Starting position CT terminals / ports in Croatia In Croatia only three inland transhipment sites are existing for unaccompanied intermodal transport: Zagreb, Osijek, Slavonski Brod non of them is matching the current state-of-art at all. Port of Rijeka is the main port, serving the Croatian market, especially the Zagreb region Slovenia Rijeka Zadar Zagreb Sl. 6 Starting position current situation of Zagreb CT terminal The existing transhipment facility in Zagreb is not very much frequented because of several disadvantages: Insufficient transhipment equipment (only 1 reach stacker) Low capacity for storing containers (about 650 TEU) Location near city centre (difficult access for trucks) No possibilities for extensions Block trains can not be made at once due to short rail-tracks Source: HŽ Cargo Page 6 Good Practice Manual, 04/2013
