E-return Filing Detailed step by step Guide Login into https://jkcomtax.gov.in portal with assigned Login Id & password.login Id is TIN no. and password has been sent to the registered Email of the User. 1) Once logged in, a welcome screen will display. This screen contains the user Dashboard. 2) Under E return Tile, click on e- return button. 3) On e-return page click on the icon next to download E-return Templates. 4) A Template listing window will open. Select the following forms for filling Quarterly VAT returns Form VAT -11 : Quarterly Returns (VAT/Voluntary) Dealers - Mandatorily to be filled for all VAT Returns. Based on the transactions (turnovers) shown on the VAT 11 form, the below listed forms become optionally mandatory i.e mandatory wherever applicable. (No need to upload those templates for which no transactions are shown in VAT 11) a) Form VAT -48 : Input Tax Register b) Form VAT-49 : Output Tax Register c) FORM INTERSTATE TRANSACTIONS INWARD : Purchase import,also known as 48i d) FORM INTERSTATE TRANSACTIONS OUTWARD: Interstate Import,Also known as 49i e) FORM EXPORT OUTSIDE THE COUNTRY: Interstate Export, Also known as 49E 5) Once you have downloaded all the above excels in zipped format, Extract them one by one and maintain the extracted Excel files in a folder for better organization. 6) Please note these Excel files are MACRO incorporated Files and need Macros to be enabled while working on them. The enable macro option will automatically pop up when each excel is opened. Data filling steps: Step 1: Filling Form VAT -11 The base form 1) Open Form VAT-11 and enable Macros (See help tab in the FORM VAT-11 excel sheet for more info.) 2) As an example, we assume the user has the following transaction to declare in the quarterly return. a) Local and interstate purchase b) Local and interstate sale 3) Declare the local and interstate purchase/sale amounts under required Tax rates. 4) Fill in total of all the sections.( System generated totals are also displayed on right side for user assistance)
5) The input and output taxes will be automatically calculated by the system under system generated Values column. 6) Fill the tax calculated as per the user in the tax related fields. 7) Net Tax payable will be automatically calculated once input and output tax values are entered. 8) Now once the sheet is fully filled, Go to the Payment tab, and fill the challan details showing amount paid as equal to the Net tax payable. 9) Now, Go to PREVIOS tab (VAT11) and click VALIDATE button. 10) The validation will check if any error is there in the data filled by the user. 11) If error exists, an error tab will be added at the bottom and the user can check the error details and rectify accordingly. 12) Once all errors are rectified, again click on validate. If everything is fine with the data a message will me prompted stating NO errors found, do you want to generate upload sheet? Press yes and save the Upload sheet on your machine. 13) This upload sheet is a.csv file and its name ends with _upload. 14) Go back to the e- return page and select tax type, Return type, return period, return year from dropdown and press CHECK. 15) Under upload e returns tile, Select Document type as VAT 11 and choose file to upload. 16) Click upload and submit. A successful submission message will be generated. Now the Base Form i.e VAT- 11 has been submitted successfully in the system. Step 2: Filling Data in annexures.- (whichever applicable). 1) Open and fill VAT 48 with detailed invoices of purchases row by row. Please note total of each invoice declared should match exactly with the amount declared in local purchase total field of VAT 11. 2) Dealers having huge list of purchase data can copy values from their digital record and paste in our excel column by column. 3) Once the VAT 48 sheet is filled, Click Validate to generate an upload file and save it on your machine. Similarly if other annexures i.e VAT 48i, 49, 49i and 49E are applicable, fill in the required invoice data and generate respective Upload files. Step 3: Uploading files on our system. 1) Once all the upload files are ready, go to the upload e returns tile on the e return webpage and select a file to upload. Upload all the files viz 48i, 49, 49i and 49E one by one by selecting them first in dropdown and then clicking upload and submit button. Enter Number of files to upload as 1 wherever prompted. 2) Once all the 6 files are uploaded successfully. Click on Generate acknowledgement button.
An acknowledgement Form will be generated depicting the details of the e return confirming the return is successfully filed electronically on our system!! Please Note: A) If any of the attached annexure is not applicable, then it becomes non mandatory and needs not be uploaded. E.g if the business transactions for the quarter consist of interstate purchase and local sale, then the forms to be filled will be: a) Form VAT 11 b) Form VAT 48i- Interstate purchase Register c) Form VAT 49 Local sale Register B) Also please be noted that the Sales returned and Purchases returned invoices can now be listed in their respective sales and purchase formats.

A computer with internet connectivity is required for the purpose and Internet Explorer 6.0 and above must be installed and used to access CTD Web Portal of Jammu & Kashmir. There are six easy steps to file e-return and view the same. These steps are Step 1 Sign Up on the Web Portal (One time Activity) Step 2 Login on to the Portal using assigned Id and Password Step 3 Preparation of return documents Step 4 Uploading the return (.xls and.csv files) Step 5 Acknowledgement Generation Step 6 View Returns Step-1 Sign-Up on the Web Portal (One time Activity) To create a sign-up on Web - Portal, connect to Internet and write URL in the address bar as under: http://jkcomtax.gov.in The following screen would be shown. 1. A new screen as given below will open up. This screen will display the details required to be filled by the dealer for Sign-Up creation on the Web Portal. Details will be verified by the system and then a successful sign-up message will be displayed on the screen itself. After this, task will be generated for the Web Portal administrator for approval. This sign-up process is one time activity. Once the Sign-Up is completed successfully, dealer can log on to the Web Portal with his TIN and default Password (Password@123). Note: The default password is Password@123 (P must be in Upper Case). Dealers are requested to login with this default password. When they enter the default password then system will ask them to enter the Old Password (Remember that Old Password will be default Password) and new Password (Dealers can enter the password with their choice only). Step-2 Login on to the Portal using Assigned Id and Password: A Sign-up dealer on the CTD Web Portal is required to login for the purpose of filling Online Return. Process of login is as under: Connect to Internet and open the Web Portal http://jkcomtax.gov.in On Home page, there is a box at right upper corner as indicated in Screen-4. Step-3 Preparation of VAT Returns: - If the details entered by dealer are found correct; dealer will be logged in. Dealer is entitled for number of e-services. Select e-returns link on the Center part or click on the e-return link from the left hand side column (Screen-5). Screen-5 Click here to file e-returns After clicking on e-returns link, option for VAT and CST will be displayed for dealers to decide the tax type for which he wants to file e-returns. On clicking VAT link, the following screen would be shown (Screen-6). Here dealer can upload their e-returns in.xls format. Page 7 of 36

You should have Microsoft Excel Sheet (version may be 97, 2000, 2003 or 2007) installed in your computer for this purpose. Note: If you have downloaded the templates before the last updated date mentioned then you need to download new template. 3. Select save and click on save button. Following screen would appear (Screen-14 Click Ok Screen-14 4. Click on Ok in the alerts. The file will be saved at your selected location. Repeat the above steps for all the VAT-48, VAT-49, sheets that you need to upload. Page 16 of 36
Step-4 Upload and Submit the Return Forms: - Selected Tax Type Selected FY Selected Return Type. Selected Return Period. Browse to the file to be uploaded Select Document Type. Click on Uploaded Forms to View Uploaded Forms. Click on generate Acknowledgment to generate the acknowledgment receipt Screen-15 After clicked on Upload button system will display the following message on the screen While this message is being shown, the data of the file uploaded is validated. After validation, if there is some error in data entry, then it will show the error list with the error message, row number and sheet details. You need to correct the data, sign the file and upload. The system will not allow submission/upload of return(s)/annexure(s) till all the errors are corrected. If there are no errors in the uploaded return you will find a submit button on the summary page. Click on the submit button to file the returns. (Screen-16) Page 17 of 36

Step 5 Generate Acknowledgement Number After successfully uploading the templates (VAT-11 for Quarterly Returns) along with its attachments, (VAT-48, VAT-49) you need to now generates acknowledgement receipt. On click of the button Generate Acknowledgement, there will be a pop-up saying Once acknowledgement is generated, no more forms can be attached (Screen-18). Click here to generate Acknowledgement Screen-18 If you click Cancel, then the acknowledgement receipt will not be generated. To generate the acknowledgement receipt click ok. If you have missed to upload any of the mandatory attachments then following message will appear on screen (Screen-27). A return is considered to be filed completely only when acknowledgement receipt is generated. Once acknowledgement receipt is generated, you will not be allowed to file e- Returns for same period again. However, revised returns can be filed provided you have filed original returns. To file the revised returns when dealer will select the parameter like return period, return type and FY then system will automatically display a message that file revised return for this period and system will display a screen to upload the documents for revised return. Dealer can also regenerate the acknowledgment receipt by following steps given below: - 1. Select the return for which need to regenerate the acknowledgement receipt. 2. Click Generate Acknowledgment. An acknowledgement receipt shown in Screen-25 will be displayed. Dealer can print this receipt as well. If Dealer is registered in CST & wants to view CST e-returns then select CST from Tax Type window. Note: Screens for downloading templates and uploading them on We Portal are the same. Select Return Type. Selected Return Period. Browse to the file to be uploaded Select Document Type. Document Type Select the Form type that you want to upload.(cst-form1) 4. Select Type Select Original if you are filing the return first time for the specified period or select Revised return if you are filing revised return. 5. Browse Browse to the file to be uploaded 6. Upload Click on Upload to upload the selected file. 7. Submitted Forms Click on Submitted Forms to view uploaded forms. 8. Generate Acknowledgement.Click on Generate Acknowledgement to generate ack.
