PLAYER INFORMATION 2016 U.S. AMATEUR SECTIONAL QUALIFYING Oak Valley Golf Club Monday, July 25, 2016 GENERAL INFORMATION 1. REGISTRATION: There will be no formal registration at this event. 2. STARTING TIMES AND PAIRINGS: Starting times and pairings will be e-mailed to players and posted online at one week in advance of the tournament. Starting times for Round 1 will range 7:00 a.m. to approximately 9:00 a.m. For Round 2, starting times will range from 12:30 p.m. to approximately 2:30 p.m. Players are encouraged to arrive at their assigned tee well in advance of their starting time, as the SCGA starter will have information to discuss and distribute to each player in the group. Furthermore, players arriving late will be penalized under Rule 6-3a of the Rules of Golf. For example, the 9:00 a.m. starting time is defined as 9:00:00, and players arriving after that time are considered late. Lead groups should plan to be at their assigned tee 10 minutes in advance of their starting time. Subsequent groups are encouraged to arrive in time to watch the group in front of them tee off. 3. FORMAT: 36-hole stroke play qualifying round. The final number of qualifying spots will be available from the Committee on the day of play. Qualifiers will advance to the U.S. Amateur Championship which will be held at Oakland Hills Country Club in Bloomfield Hills, MI, August 15-21, 2016. 4. TEES: Play will be from the BLUE tee markers. A mixed yardage will be used. See page 5 of this document for hole by hole yardages (Hole #16 will be converted to a par 4 for this qualifier). CR: 73.6/ Slope: 139 / Par 71 approximately 6,973 yards. 5. PRACTICE ROUNDS: Players may make arrangements for practice rounds at their own expense by contacting Oak Valley golf shop in advance of the date you wish to play at (951) 769-7200. Tee times will be granted on a space available basis. Fee: $45 (Monday-Friday), $55 (Saturday-Sunday). Cart included and mandatory for practice rounds.

6. DRIVING RANGE: The Driving Range will be open by 6:00 a.m. on the day of the qualifier. Range balls will be provided compliments of Oak Valley and the SCGA. 7. FOOD SERVICE: The Restaurant will be open from 6:00 a.m. until the conclusion of play. 8. PURCHASES: Cash and major credit cards will be accepted for all purchases. 9. CONDITIONS OF THE COMPETITION 1. RULES OF PLAY: Play is governed by the Rules of Golf. Local Rules in effect will be found on the SCGA Hard Card and the Notice to Players addendum distributed at the site. Disregard all other club posted Local Rules including those on the back of the club s score card. The "one-ball" rule will be in effect. During the entire stipulated round the balls a player plays must be of the same brand and type as detailed by a single entry on the current list of Conforming Golf Balls. Groove Condition of Competition In and Sectional Qualifying as well as in the Championship proper, the player s clubs must conform to the groove specifications in the Rules of Golf effective January 1, 2010. Note: Ping EYE2 clubs manufactured prior to April 1990 may not be used during Local and Sectional Qualifying as well as the Championship proper. The Condition of Competition is available for review on the entry application. The USGA and R&A have created a reference resource called the Informational Club Database to assist golfers in determining whether their irons, hybrids and fairway woods, which were manufactured prior to January 1, 2010, comply with the Rules of Golf and are permissible for play under the groove condition of competition, which is in effect for all USGA Championships. Additionally, for information regarding the conformance status of clubs not listed, which includes new models of clubs manufactured on or after January 1, 2010, please contact the USGA Research and Test Center at (908) 234-2300. Player Club Testing is available for all USGA competitions. Please use the following link: usga.org/content/usga/home-page/equipment-standards/how-to-submit-equipment-for-testing.html for more information. The USGA strongly suggests that all players verify the conformance of their clubs well in advance of their scheduled qualifying competition. It is the player s responsibility, not the USGA s responsibility to ensure that his clubs conform. Waiting until the day of the competition is the fault of the player. The Committee is under no obligation to test the club the competitor may play. However, if it is later determined that the club is non-conforming, including after the competition has closed, the player will be disqualified. 2. DISTANCE MEASURING DEVICES AND CELL PHONES: During the play of all USGA amateur competitions, a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 14-3. A multi-functional device, such as a smartphone or PDA, may be used as a distance-measuring device, but it must not be used to gauge or measure other conditions where doing so would be a breach of Rule 14-3. Any questions about such devices should be resolved before the start of the stipulated round. Otherwise, cell phone use is discouraged during the stipulated round.

3. TIES: In the event of a tie for the last qualifying place or an alternate's position, a sudden death playoff will commence at the completion of regular play. 4. AUTOMOTIVE TRANSPORTATION: Golf carts are prohibited during the qualifier. All players, caddies and spectators must walk. 5. PULL CARTS: Players may bring a pull or push cart; the club does not have any for rental. 6. CADDIES: Players may provide their own caddie (See section 4 on Automotive Transportation). Caddies must adhere to the dress code listed in section 8 below. 7. SPECTATORS: Spectators are permitted but are not allowed in carts. Spectators must adhere to all policies set forth by the club. 8. DRESS CODE: Players and caddies must be properly attired in golf shirts, slacks, Bermuda-length dress or golf shorts and soft spike shoes. Jeans (any color or any kind), T-shirts and tank tops will not be permitted. Shirts must be tucked in and hats are to be worn forward at all times. 9. PLAYER CODE OF CONDUCT: By submitting an entry for any SCGA-administered competition, the contestant understands that his/her participation is at the sole discretion of the SCGA. A contestant may be removed from any competition at the discretion of the SCGA staff or Rules and Competitions Committee at any time before or during the competition. Incidents of unbecoming conduct or actions deemed to be detrimental to the image of the SCGA or the Spirit of the Game are grounds for such removal and suspension from future SCGA-administered competitions. These include, but are not limited to, the following: Willful damage of the golf course or golf course property Club throwing or unnecessary club tossing Offensive or unbecoming language Public criticism of golf course or verbal abuse of SCGA staff, officials, volunteers, host club staff or other contestants Potential endangerment of others Conduct deemed unbecoming Failure to post scores for handicapping purposes Manipulation of scores posted for handicapping purposes 10. CANCELLATIONS: To withdraw for any reason prior to the start of an USGA competition, a player must notify the SCGA Rules and Competitions Department at (818) 980-3630 AND the USGA Championship Administration Department at (908) 234-2300.
