COS Land Cover Land Use Map COS is the national reference thematic map for Land Cover Land Use (LCLU) in Portugal In 2011 the Directorate-General for the Territory (DGT) finished the production of this map for the year 2007 In 2012 DGT signed a protocol with the Portuguese Environment Agency to support the production of these maps for the years 1995 and 2010 Adapt COS to support the Portuguese Kyoto Protocol report

COS 2007 Technical Specifications Nomenclature decided within a working group with representatives from the following entities: Directorate-General for the Territory Portuguese Environment Agency Institute for Nature Conservation and Forests National Statistics Institute Directorate-General for Agriculture and Rural Development Association of the paper industry Agriculture and fisheries financing institute Instituteofvineandwine Regional entities Office for science and higher education

COS 2007 Nomenclature Reference system: ETRS89/PT-TM06 Data structure: Vector (Polygons) Nomenclature: 5-level hierarchical classification with 193 classes for the fifth level, the most detailed Minimum cartographic unit (MCU): 1 hectare Initial data format: Shapefile Thematic accuracy: 85% Positional accuracy: 5.5 m

COS 2007 Adaptation to Kyoto nomenclature COS 2007 193 classes Format: Shapefile COS 2007 225 classes Format: PostGIS 2.0 The classes Clear-Cuts, Young Plantations and Burnt Areas were disaggregated by forest species In the Agro-Forestry Areas were created 4 new classes related to the Stone Pine class

COS Kyoto nomenclature Level I Level II 01.Pinus pinaster 02.Quercus suber 03.Eucalyptus 04.Quercus rotundifolia 1.Forest Land 2.Cropland 3.Grassland 4.Wetlands 5.Settlements 6.Other Land 05.Other quercus 06.Other broadleaves 07.Pinus Pinea 08. COS Data to support the classification Portugal Image Coverages False color Coverage: Orthophotos 1995 Resolution: 1 m Radiometry: Composition with NearInfrared (NIR-Red-Green) R-G-B NIR-R-G Coverages: Orthophotos 2004-2006, 2007, 2010 and 2012 Resolution: 0.5 m Radiometry: Compositions with 4 bands (Near-Infrared, Red, Green and Blue)

COS Data to support the classification Auxiliary Data Burnt areas Olive cadastre Vineyards

COS Production strategy Areas for production created according with the 1: 100 000 scale national map series 53 rectangular areas with 64 km x 40 km each

COS -Quantum GIS Plug-in

COS Quality Control Structure Topology Classification Topological and thematic concordance between the 3 years Area < 1ha Gaps Classification inconsistency

COS - Quality Control Overlapping polygons Geometric inconsistency between 2 years Incorrect polygon design

COS Quality Control Analysis of topological and thematic inconsistencies between 1995, 2007 and 2010 Intersection of the three maps extracting only the areas that have changed between the three years; Analysis using the following criteria; Polygon dimension: polygons with very small areas represent the majority of geometric inconsistencies; Thematic analysis: polygons with unlikely changes between the threes years.

COS Quality Control Topological and Thematic Consistency COS -2007 COS -1995 COS -2010

COS Kyoto nomenclature Control points distribution Thematic Accuracy Global Results 1995 2007 2010 87.0% 89.3% 88.9%

COS Conclusion COS is available trough Open GeoSpatial Consortium (OGC) services, Web Map Services (WMS) and Web Feature Services (WFS) from: the Directorate General for the Territory site www.dgterritorio.pt the National Spatial Data Infrastructure (SNIG) www.snig.dgterritorio.pt the Portuguese portal for open data www.igeo.pt URLs: 1995, 2007 and 2010 -Kyoto nomenclature http://mapas.dgterritorio.pt/wms/cos-kyoto 2007 -complete nomenclature WMS http://mapas.dgterritorio.pt/wms/cos2007v0n5?service=wms WFS one WFS for each region 2010 - complete nomenclature > available in December 2015

COS Next developments Study the possibility of changing the nomenclature and adopt a object-oriented data model Study and compare COS with other Portuguese Land Cover Land Use cartographies (e.g. National Forest Inventory, Land Parcel Identification System) Develop a tool to support the production of Land Cover Land Use cartographies Develop an online platform to allow the users to explore these data and study the changing dynamics of Land Lover and Land Use (LCLU) in Portugal
