Job Title: Reporting To: Senior Project Manager Programme Manager Department(s)/Location: Job Reference number (coded): 1. JOB PURPOSE The post holder will provide effective project management for new services, from their inception through to implementation and final realisation of project benefits. This will encompass the management of smaller individual project as one concise programme of work. The post holder will facilitate programme progression at an organisational level, supporting key stakeholders to fully implement new services. Depending on the size and scope of the project this may entail working jointly with suppliers and 3 rd parties who may be responsible for elements of the project. 2. 3. SCOPE & RANGE NHS 24 provides telehealth and telecare services to the people of Scotland. The Board employs approximately 1,600 staff (heads) across its 3 regional contact centres and 10 local contact centres. The function of the Technology directorate within NHS 24 is to: Horizon scanning for Health service and technology development Prepare high level business case for service development Develop service road map and programme to grow capability to deliver road map Measure benefits against planned outcomes Development of relationships to build required capability Opportunity/improvement identification and delivery Has both strategic and operational focus Establish and manage contracts required with partners Agree technology road map. Review achievement of Technology strategy Establish Technology relationships with other Health agencies relevant to NHS 24 Delivery of the NHS 24 Programme of Work on behalf of the NHS 24 Executive Team Further the Technology department will be responsible for the delivery of: Oversee overall programme management Business case development and benefits identification On-going benefits realisation management Executive performance reporting Use of industry best practise in the delivery of complex programmes of work including Managing Successful Programmes (MSP) and Prince II The scope of this role is to manage the successful delivery of Projects that may consist of a number of complex workstreams as part of the Corporate Programme of Work as prioritised by the Executive Team and in meeting the NHS 24 targets and in line with the overarching roadmap.. The scope of work covers all areas of Project Delivery within NHS 24 incorporating people, processes and technology. Line management responsibility for project support teams. In some instances line management responsibility for suppliers and 3 rd parties delivering projects within the overall programme.

Builds external and third party relationships across stakeholders to ensure full commitment and support for the delivery of programme MAIN DUTIES/RESPONSIBILITIES Project Management Through facilitation, guidance and mentoring, provide expert advice on all aspects of project management to enable an organisation-wide approach to successful project implementation Implement and maintain highest quality programme and project management standards, reports and processes to identify and manage cross-project dependencies, risks and constraints for strategic projects. Mitigate risks and resolve issues where possible or escalate as required in order to ensure quality resolution and benefits delivery. Manage projects from initiation to implementation ensuring that the project produces the required products, to the required standard of quality, and delivers the expected benefits, all within the specified constraints of time and cost At all stages of the project lifecycle, including post implementation, identify, implement and transfer to the end user, modernisation, continuous and quality improvement opportunities which maximise the benefits from the investment in the project and the delivered product. Project Completion and Decommissioning Work with the project board to develop an exit strategy or sustainability plan for beyond the conclusion of the project. Ensure final project reports and subsequent recommendations are completed. Fully evaluate the effectiveness of projects/programme of work on behalf of NHS 24, detailing cost benefit analysis and any other relevant efficiencies or service improvements. Financial Management Manaqement of project budget to ensure project is delivered within the budget envelope. Continuous and frequent monitoring of project expenditure against budget to provide early warning of any variances to enable corrective actions to be taken. Work with the Project Management Office (PMO) to guide them on the reporting required to enable good management of the project. Typical reporting will include financial reporting, progress tracking, benefits base-lining and benefits monitoring.

Resource Management Organisation and management of project team members to deliver products and achieve milestones thus ensuring delivery of expected project benefits. Management of 3 rd parties and suppliers as necessary where they are responsible for elements of a project. Coaching and development of team members to ensure their continued development during the life of a project. Risk Management Management of programme risk, including preparation and submission of a Risk Management Plan, a Programme Risk Register, and a Risk Action / Mitigation Plan. Escalate risks appropriately to the Programme Board and supplier management. The Senior Project Manager will make decisions on when to escalate issues and provide an impact assessment and options required to address issues. Management of any issues as they arise and implementation of plans to deal with issues in order to minimise their impact. Policy and Service Development Continually develop, implement and promote NHS 24 s standard project management methodology based on PRINCE 2 through best practice and national benchmarking.. Apply robust clinical governance where appropriate to ensure that selected solutions and processes are clinically safe for patients. Ensure all programme and project activity, including activity managed by external parties, complies with the NHS 24 standard project methodology Ensure lessons learned are captured from the project, and shared appropriately to contribute to the continuous development of NHS 24 s project management approach. Responsible for the development of Project Management training programmes and their delivery within NHS 24 who are likely to manage directorate projects.

4. SYSTEMS & EQUIPMENT The Senior Project Manager will be expected to competently design, develop and maintain adequate databases and plans using computerised systems in order to provide up to date, relevant and accurate information for all parties involved in the programme by using a range of systems and equipment, including but not limited to: Specific Systems include: Microsoft Word For general day-to-day use including report, planning and copywriting. Microsoft Excel For the storage and production of data such as databases, questionnaires, mail-merges. Microsoft PowerPoint For producing presentations to update stakeholders. Microsoft Outlook For effective and efficient communication with everyone in the organisation and external stakeholders as well as diary management. Microsoft Access For effective database management. Microsoft Project The post holder will be an expert user in this product used for effectively planning and managing programmes and projects Project management software as appropriate Further to NHS24 having invested in a revolutionary technology change allowing the enrichment of our existing services and providing a platform to achieve service agility and greater empowerment for our business than we have seen before. This will support our strategic intent to help us mobilise future initiatives quickly, at lower cost and efficiency and ultimately provide a better service at lower cost to the Scottish general public. The Technology environment that will be used to implement summarised at a high level below: this capability is SAP BCM - A multi-channel technology platform that will support our current and future strategic objectives to reach out to our patient community in a variety of existing and emerging communication methods (largely focussed on telephony); SAP CRM - A packaged core I.T. solution to support our patient relationship management requirements which includes workflow, call management and

campaign execution functionality; Infermed/Arezzo - An integrated clinical decision support tool that will enable NHS24 to create, change and publish content in an agile manner; Open Text - A knowledge management system that will provide key capabilities to author and publish documents and other knowledge artefacts to make available the right knowledge at the right time; SAP BI/BO - A leading reporting solution that underpins and informs key operational and management KPI data. This will be made available using the principles of the timeliness so we can quickly identify emerging trends or patient behaviours and therefore manage our services in a pro-active way and; SAP PI - An integration platform that will support data and process exchange between our existing applications and systems. It is essential for the post holder to maintain up to date knowledge of emerging technologies, to effectively perform their role. 5. DECISIONS & JUDGEMENTS Objectives are set by the Programme Manager in accordance with the corporate objectives and associated timescales, however the post holder is expected to develop, manage and prioritise his/her workload The post holder is responsible for the scoping, planning and delivery of projects and in that respect the post holder works semi-autonomously, referring to the Programme Sponsor for guidance if required. The post holder is required to interpret a wide range of complex issues, where there is frequently conflicting information, assessing possible courses of action and making recommendations on implementation. The post holder is required to make judgements about the delivery of complex and unwelcome information where the recipient is potentially resistant to change or redesign. Decisions and amendment to work plans are also required where there are conflicting priorities. Review progress with Programme Boards and Steering Group as appropriate. Formal performance review against agreed objectives is six-monthly, through the performance management system.

6. COMMUNICATIONS & RELATIONSHIPS The post holder will be required to continually communicate with key project stakeholders and suppliers on a daily basis. This may involve the translation of requirements of one stakeholder into easily understandable language for another stakeholder. Internal Senior Management Team to provide updates on current project progress, agree key project milestones and discuss any risk/issues with programmes of work. Executive Team Project Sponsors - to provide both verbal project updates and written reports on project plan, progress and evaluation. Participation and Equalities Team - to ensure that all new programmes of work are fully impact assessed and assist in the mainstreaming of equality, diversity and human rights into NHS 24's services and policies as they are developed. PHYSICAL DEMANDS OF THE JOB Mental Effort Whilst working in an open plan office, there will be a frequent requirement for the post holder to concentrate to check documents, write reports and update the project plan.

Physical Effort There maybe an occasional requirement for the post holder to set up events on behalf of current project team. This may involve the lifting and arrangement of equipment. Working Conditions Due to the nature of this post, the post holder maybe expected to spend upwards of 90% of their time working on a PC. 8. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB The post holder will be required to generate new and innovative project plans to meet the challenges of a complex and challenging programme of work. The post holder will be required to explain/present highly complex ideas and plans to senior management and external stakeholders. Anticipating potential objections and preparing in accordance with these. Influencing at a Project and Programme level, explaining the benefits of proposed programme. The post holder will from time to time have to reflect and deal with differing recommendations from different members of the supply chain and make recommendations and be able to fully explain and justify their logic and approach. 9. KNOWLEDGE, TRAINING & EXPERIENCE REQUIRED TO DO THE JOB Educated to degree level or equivalent; with post-graduate professional education or have equivalent experience of project and portfolio management preferably within the Health Service Programme / Project Management qualification(s) including PRINCE 2 accreditation Significant practical experience in the management of large programmes of work with a scope and range overarching several departments/an organisation. Expert knowledge of project management methodologies. Knowledge of change management and service re-design processes Knowledge of benefits realisation tools and methods
