Regulatory Framework Regulation vs. Public policy A stable and predictable regulatory and public policy environment is key to enabling FTTH investment The current Regulatory Framework is being reviewed to conclude in Summer 2008? Outside plant challenges Civil costs are still prominent in most projects varying from 65 to 85% The costs for civil vary between the European countries from about 15/m to 125/m The rules regarding rights of ways are different between the European countries Speed of the roll-out defines the success of the business plan Space limitations within dense cities to build larger POPs Larger scale compressed roll-outs do result into disturbing the city live through traffic issues LEONI NBG Fiber Optics GmbH, 7.12.2007 8

In-House challenges New MDU The Fiber cabling needs to be foreseen during the planning phase of the architecture and the landlords need to be convinced from day one The cabling system needs to be protected during the building of the in-house infrastructure The cabling system needs to become an easy to install solution enabling lower skilled labor to be used Existing MDU Customised solutions for the different buildings need to be engineered.
