North East India 29 million population < 30 years age which is ~63% of its population Population of 45 million which is 3.8% of India s total population Area of 2,62,179 sq.km. constituting 7.9% of India s total area Population density 159 person per sq.km. in North East compared to 382 person per sq.km. in India Sex Ratio of 950 females per 1000 males whereas India s overall Sex Ratio is 940 females per 1000 males 3

Eg: Draftsman, COPA, MMV, Plumbing, Electrician Old Methods of Learning Generally 4 trades are there in 1 ITI Land and Infrastructure Land given by the Government Infrastructure built & maintained by the Govt & ITI Trainers Recruited by the State Govt under DECT Trained by DGET 1 Trainer per trade Government ITI in North East Output Less number of Students trained Less focus on Industry relevant courses Less focus on Short Term MES Courses 84 Students pass out every 2 year Placements Less Placements as no linkage with the Industry The Supply Side 6

Transformation ITI s in NE No of ITIs in North East Identified for upgrade 2011 0 2014 + 13 ITI s Targeted (1 in each NE State, 6 in Assam) No of PPP tie ups in North East for ITI Upgradation 0 5 PPPs established (out of 13 ITI s) Projected Training Capacity per year 3500 (~250 per ITI) ~10500 (~800 per ITI) Actual Utilization of the training capacity >90%, ~3300 in 13 ITI >95%, ~3500 in 5 ITI s (where upgradation is completed) Jobs facilitated through the ITI s / private partner ~1000 (Estimated through Self Employment) ~2800 across only 5 ITI s (where new courses have started) in selected trades 7

Challenges in Partner Acquisition Companies not willing to take extra burden for ITI development Fund issues with the Government and also the Company Bureaucrats, Officials not willing to make any private company part of ITI development Issues in DECT / DGET policy for any private company to be part of ITI management committee Remoteness of North East region and agrarian land policy making land acquisition difficult for ITI expansion It may take upto 1 year to onboard a partner!!! 20
