2 Skilling and creating productive job employment for youth is one of the biggest challenges that we face today. The Prime Minister s National Council on Skill Development (Now NSDA-National Skill Development Authority) has set a target of providing skills to 17 lakh youth for Haryana during the 12 th plan i.e Skill Development Policy was notified by the State on with constitution of Skill Development Mission under the Chairmanship of Chief Secretary. Skill Mission in the State is being made operational shortly. 2
3 The skill targets in Haryana shall be achieved collectively by various Departments including School Education, Technical Education, Higher Education, Industries, Industrial Training, Education, Veterinary, Urban Local Bodies, Women & Child Development, Agriculture, Tourism, Health, Labour and Rural Development Department. Present skill building capacity in various departments in formal as well as informal sectors in Haryana is per annum. 3

14 NVEQF SCHEME School Education Department implemented the scheme in across 40 Govt. schools in 8 districts of Haryana from classes IX to XII, in the sectors of automobile, retail, security, and IT/ITES, in which approximately 8000 students are acquiring skills. For the session , the scheme has been expanded in 100 more Govt. schools located in various districts with three new sectors namely- Beauty & Wellness, Physical Education & Sports and Patient Care Assistant. In level-i, 1920 students have been enrolled for self financing technical institutions have been approved by AICTE for implementing the NVEQF scheme to provide skills in sectors namely Automobile, IT, Construction, Finance & Account etc. 14
15 Schemes being run by ITI Department Industrial Training Department Haryana is running Craftsman Training Scheme under State Plan Budget. Under the scheme, the total target of in Govt. ITI and in Private ITI has been fixed for the year trainees in Govt. ITI and 7724 trainees in Private ITI have been enrolled for the year Modular Employability Scheme under Skill Development Initiative (SDI), funded by Govt. of India, is running by Industrial Training Department through various ITIs. Fund of Rs Crore has been allocated under the scheme. Target of candidates has been fixed for , out of which 8175 has been achieved. 15
16 HUNAR SE ROZGAR Scheme State Government implemented the Hunar se Rozgar scheme of Ministry of Tourism in to create employable skills in the interested youth who are in the age group and who are minimum 8 th pass. Scheme has been implemented in IHMs and other private institutes where a total no. of 2110 candidates have been imparted training upto 31 st March, For the first time in the year 2013, Hunar se Rozgar scheme has been implemented by Haryana Tourism Corporation at Tourist Complexes in Haryana. 880 persons will be imparted training in Food Production (8 weeks- 440 persons) and Food and Beverage Service ( 6 weeks-440 persons). Students will be given tool kit, Uniform, and Rs. 2000/- (Food Production) and Rs. 1500/- (F & B Service). 402 persons have been registered for the said training at tourist complexes (223 for Food Production and 179 for Food and Beverage Service. 16
17 Aajeevika Skills Haryana State Rural Livelihoods Mission (HSRLM) society is implementing National Rural Livelihoods Mission in the state including the project relating to Skill Development under Aajeevika Skills. Under Aajeevika Skills, the projects being implemented to provide skills to the poor rural youths to enable them to get jobs to have regular monthly wages at or above minimum wages. The HSRLM co-ordinates with other agencies for mobilization, selection of candidates for training. DRDAs are involved in the process of mobilization and selections of the candidates for providing skills under these projects. The program is also monitored with the help of outside agencies as well as internally. Funds are provided by Ministry of Rural Development, Government of India to the extent of 75% of the project cost and 25% are provided by state government. Funds of Rs cr is available for under the scheme for 6 projects (implementation period ranging from 1 to 3 years. Target of 5000 trainees has been fixed for
18 Skill Development Initiatives by the State District wise skill gap study for the state of Haryana , has been conducted by the NSDC and report submitted on Identified Focus Sectors are: Manufacturing: Construction, Food processing, Paper, Paper products, Engineering, Auto Components, Rubber & Plastics etc. whereas in Services: Transportation & logistics, health care, retail, Education and Training, Communication banking and financial services etc. Skill Knowledge Providers empanelled with NSDC will be identified for providing skills in the focus sectors. 18
19 Skill Development Programmes will be initiated in the State through Govt./Govt. Aided and Self Financing Polytechnics, Engineering Colleges, Universities, ITIs and Schools offering Vocational Programmes. The existing infrastructure and Machinery Equipment in above institutions shall be utilized for providing skills. Placement linked skill training will be preferred. 19
20 Skill initiatives by Technical Education, Department Two new Govt. Engineering Colleges (1 at Jhajjar and 1 at Rewari) are being established. 10 new Govt. Polytechnics, out of which 3 are in the Mewat District for inclusive growth, are being established. Scheme of Community Development Through Polytechnics [CDTP] is presently operational in 16 Govt. Polytechnics in which approximately 5,000 students are acquiring skills in 15 trades annually. Rs crore released by MHRD. Creation of Employment Generation Opportunities (CEGO) scheme is presently operational in 14 Govt. Polytechnics in which approximately 2,000 SC category students are acquiring skills in 12 trades annually. Rs crore released by State Govt.
21 Community College established at Government Polytechnic, Manesar in which skills in Fire Safety & BPO are being provided. Community colleges in 5 Technical Institutions namely, Government Polytechnic, Hisar, Nilokheri and Manesar, Deenbandhu Chottu Ram University of Science & Technology Murthal and YMCA University of Science & Technology, Faridabad have been approved to be established by the MHRD. Grant-in-Aid of Rs. 38 Lac and 44 Lac has been released for Govt. Polytechnic Hisar and Nilokheri respectively. In order to provide vertical mobility to its employees Maruti Suzuki India Ltd. has collaborated with Govt. of Haryana to start part time diploma programmes at Govt. Polytechnic Manesar in Mech. Engg., Elect. Engg. & ECE with 20 seats each w.e.f onwards. 21
22 Skill development programmes in PPP mode are proposed to be offered in the State on the lines of NSDC at the tentative average cost of Rs per person Three Multi Skill Development Centres (MSDC) on pilot basis are proposed to be established in one State Technical University and two Polytechnics for specialized skills training programmes to meet the needs of private industry. Based on the outcome more centres will be established. State Govt. has approved implementation of STAR scheme in the State. Training providers empanelled with NSDC will be shortly imparting skills in which approximately 15,000 students will be trained till 31 st March
23 Challenges and expectations from NSDA Budgetary support from Govt. of India is required to meet the recurring training expenses. Comprehensive Training of Trainers Programmes may be organized to strengthen the capacity of trainers. To provide skills to the rural youth, to achieve state target and enable them to secure jobs in the identified sectors. Placement linked training programmes. 23
