Role: Responsible To: Responsible For: Location: Procurement & Supply Chain Manager Assistant Director of Finance Procurement & Supply Chain Team Liverpool Purpose of the Role Oversee the group s procurement and supply chain activity of; works, goods and services with a focus on the following: Compliance, Value for Money, Sustainability, Sourcing, Contract Management and Commercial Awareness. Develop strategy, policy and procedures for the procurement and supply chain ; works, goods and services for the group s and ensure these are adhered to by all staff involved in any procurement processes and provide training and guidance to all staff. Specific Responsibilities & Accountabilities 1. Ensure that the group complies with all relevant procurement legislation. 2. Responsible for ensuring that the group s procurement and supply chain Strategy, procedures and action plans are fit for purpose, embedded, auditable and monitored, ensuring best practice is adopted in respect of the organisation s overall procurement activities. Communicating and linking the outcomes of these functions to the development and delivery of the group s Corporate Strategy. 3. Manage and develop cross cutting procurement groups to provide forums for best practice and special projects to take place. 4. Manage the selection of appropriate suppliers and contractors and promote good procurement practice with due regard to sustainability and social value. 5. Participate in the negotiation of contract terms on a range of central contracts and monitor performance against these contracts. 6. Coordinate the purchasing activities and purchasing potential for the group s from its Procurement for Housing membership.
7. Consider and evaluate all models of collaborative procurement for achieving greater efficiency, including shared services in groups and consortia. 8. Demonstrate support for innovation and change needed to improve organisational effectiveness. 9. Facilitate the implementation and acceptance of change within the workplace. 10. Utilise e-procurement tools and other data based tools in order to enhance service delivery. 11. Drive and support the delivery of value for money services, providing cost-effective, efficient, quality services to meet existing and potential customers needs. 12. To compile, review and implement; Procurement guidance, procedures and toolkits to ensure that they add value to t the group s wider procurement aims and objectives and support effective procurement. ncluding provision and co-ordination of procurement training. 13. To contribute to the development of corporate and operational plans which maximise the achievement of Social Value and ensure that this is embedded in the procurement processes and culture. This includes taking a lead role in production, assessment and cascading of the annual service based VFM Assessments, supply chain scrutiny/assessment and contributing and assisting in achieving the group s continuous improvement agenda and social, economic and environmental outcomes recording and monitoring. 14. To interrogate and analyse the group s procurement spend and future forecasts, identifying cost and service efficiency savings through procurement profiling, planning and challenging business needs.. 15. To manage all staffing issues within the responsibility of the post holder, ensuring staff are appropriately led, motivated and developed to allow them to carry out their work effectively. 16. To lead on procurement related projects as required. 17. To provide procurement advice and support to Boards, EMT and Budget / Business Managers including the provision of comprehensive cost management, statistical and graphical information for use for reporting internally or externally to the group. 18. Provide management information with regard to procurement to enable analysis of spend and control of expenditure. 19. To carry out such other duties and responsibilities as are consistent with the concept of the role.

CQ Post-graduate professional qualifications (CPS) CQ Experience, Skills & Knowledge Experience and understanding of modern methods of procurement (including OJEU processes and partnering), the role and application of contract standing orders, auditing processes for contracts and contract management Proven track record in developing, reviewing and implementing procurement strategies, policies and AF/ associated procedures. Procurement experience at a senior level with a Registered Provider or large complex organisation.
