1. INTRODUCTION 1.1 Purpose and scope 1.1.1 The Royal Australian and New Zealand College of Radiologists ( the College ) greatly values and relies upon financial support from reputable third parties to further the College's mission to set, promote and continuously improve the standards of training and practice in radiology and radiation oncology. In many instances, financial support from third parties enables the College to engage in continuing professional development programs, research programs, public education initiatives, and other activities that could not otherwise be pursued. 1.1.2 This policy was established to ensure that all of the College s corporate sponsorship arrangements are consistent with its objectives, advance its mission and strategic goals, serve the best interests of the membership, retain the College s independence, and to avoid conflicts of interest. 1.1.3 This policy is intended to assist the College s staff, Fellows, Members and other individuals with management of sponsorship, promotions and advertising within the College. This policy will ensure that these areas are managed as effectively as possible whilst providing benefit to the College and its supporting partners. 1.2 Definitions In this policy: 1.2.1 Board means the board of directors of the College. 1.2.2 College means The Royal Australian and New Zealand College of Radiologists (RANZCR), including all its Boards, Committees, Branches and Special Interest Groups. 1.2.3 CM Portfolio Committee means the Communications and Membership Portfolio Committee that aims to provide direction, support and guidance to the Communications and Membership activities of the College. 1.2.4 Member means a member of the College as described in the Articles of Association. 1.2.5 Sponsor means a company or organisation that provides financial support to the College in exchange for value-neutral acknowledgement that neither endorses nor identifies a Sponsor's products or services. 1.2.6 Sponsorship means: (a) (b) (c) A negotiated agreement between the College and the Sponsor, where the College receives funds, goods or services from the Sponsor. The College providing the Sponsor with publicity or other benefits in return for the funds, goods or services received. Part of a planned approach (e.g. ASM or the Trainor Archive Trust call for specific materials) by the College, which excludes ad hoc donations or gifts of funds, goods or services by an enterprise. 1.2.7 A sponsorship agreement means a written agreement between the College and the Sponsor outlining: Sponsorship, Promotions and Advertising Policy The Royal Australian and New Zealand College of Radiologists July 2013 Page 3 of 9

(a) (b) (c) (d) The funds, goods or services the Sponsor agrees to provide; The publicity or benefits the College agrees to provide; The length of time the Sponsorship is valid; and Any terms and conditions of the Sponsorship. 1.2.8 A sponsorship proposal means a targeted document provided to Sponsors and potential Sponsors and includes: (a) Information about the proposed sponsored event/activity including: (i) (ii) (iii) (iv) (v) Purpose of the event/activity; Members likely to attend the event/activity; Location of the event/activity; Guests/speakers of interest at the event/activity; Benefits of sponsoring the event/activity; (b) (c) (d) The Sponsorship monies (or value of goods or services) being sought, and the publicity or benefits the College agrees to provide to the Sponsor; Information about the College, where applicable; A Confirmation of Sponsorship agreement. 1.3 College Mission and Values 1.3.1 The College s Mission is: As a Fellowship based organisation, The Royal Australian and New Zealand College of Radiologists sets, promotes and continuously improves the standards of training and practice in radiology and radiation oncology, for the betterment of the people of Australia and New Zealand. 1.3.2 In the delivery of this mission, the College will demonstrate: (a) (b) (c) (d) Patient orientation understanding and reflecting the views of Fellows and Members and working with them to achieve the best outcomes for patients; Quality of care performing to and upholding high standards; Integrity, honesty and propriety upholding professional and ethical values; and Fiscal responsibility and efficiency using the resources of the College prudently. 1.4 Background 1.4.1 The College seeks private and commercial support to enhance the quality of the College s activities, which include scientific meetings, continuing professional development programs, research programs, public education programs, publications and digital media. To maximize the opportunity for success and to ensure that the College and its priorities are properly represented in all appeals for Sponsorship support, institutional coordination and integration of such representations is critical. 1.4.2 The College encourages Members and staff to seek Sponsorship support from appropriate sources. It is acknowledged, however, that any approach to a Sponsor and consequent communication/discussion with a Sponsor should be carried out in consultation with the College, to ensure that the College is presented as one College to all key stakeholders. Uncoordinated solicitation of Sponsorship support, whether cash or in-kind from industry partners, can potentially damage the College s overall Sponsorship program. 2. SPONSORSHIP 2.1 Parameters for Sponsorship support 2.1.1 No Sponsorship arrangement may compromise or detract from the educational content or value of the activity. Where Sponsors provide an educational component to a workshop or similar activity, agreement must be sought from the appropriate Committee. Any uncertainty regarding the appropriateness of a Sponsorship arrangement will be presented to the Board or the relevant Committee. 2.1.2 The College will not accept Sponsorship from: (a) (b) (c) tobacco companies; or Businesses/individuals with reputations which the College in its absolute discretion determines may negatively impact the reputation of the College; Companies which the College in its absolute discretion determines may jeopardise existing major Sponsorship arrangements for a particular activity (except with the agreement of the existing Sponsor). 2.1.3 It is the responsibility of the Board or relevant Committee (e.g. ASM Organising Committee or Branch Committee) to undertake the appropriate research required, in order to ensure that all approaches from potential Sponsors are in accordance with, and adhere to, this policy. 2.2 Sponsorship Process 2.2.1 Prior to the initiation of a formal request for Sponsorship, the CM Portfolio Committee will be available to consult with those who wish to approach potential funding sources. The CM Portfolio Committee can assess and advise on the appropriateness and timing of such a solicitation in light of the College s priorities, and any other known financial commitments by those considered to be potential Sponsors. 2.2.2 Once a formal solicitation has been approved, the CM Portfolio Committee and College staff members will work with the Board, Fellow, department or individual staff member to identify and evaluate prospects, to suggest solicitation approaches and to assist, as appropriate, in the solicitation process. The primary contact point between the College staff, Member/Fellow and Sponsor will be determined as soon as possible in each situation. If there is any uncertainty, all matters requiring clarification should be referred to the CM Portfolio Committee or the Board. 2.2.3 It is recognised that individuals, corporations, or other entities may initiate contact directly with Fellows and College staff. While individual Fellows and College Staff are encouraged to answer questions and to discuss Sponsorship opportunities with potential Sponsors, those inquiries should be reported as soon as possible to the CM Portfolio Director. This information is critical to the overall coordination of the College Sponsorship program. 2.2.4 Sponsorship agreements are developed within the College and agreed upon by the CEO or College Board. 2.2.5 Refund of sponsorship will be reviewed on a case by case basis and is at the discretion of the CEO or the College Board. Refund of sponsorship monies paid following notice of withdrawal of sponsorship will not be considered if the College deems that sponsorship entitlements have already been provided prior to notice of the withdrawal of sponsorship being given. 2.3 Long-standing arrangements with Branch Sponsors 2.3.1 This policy is not intended to interfere with the long-standing arrangements for Branches to negotiate their own Sponsorship arrangements. However the CM Portfolio must be made aware of these arrangements. 2.3.2 The College Branches are required to inform the College of any sponsorship arrangements as they occur. Information that is required from the Branches includes the Company name, contact details, term of sponsorship, cost, purpose/event date, renewal date and the Branch contact. All new sponsorship arrangements are to be in accordance with this policy. 2.4 Conflict of Interest If there is a conflict of interest in relation to Sponsorship, it should be raised with the CM Portfolio Committee as soon as it is detected or suspected. 2.5 Acknowledgement of Sponsors/Sponsorship Sponsors have choices about to whom they should provide their money. Acknowledging fully and appropriately Sponsors and Sponsorship is fundamental to the reciprocity of the Sponsorship relationship. Poor or inadequate recognition and acknowledgement could result in a Sponsor withdrawing ongoing support for the College. 2.6 Sponsorship Principles The College s Principles for Sponsorships are as follows: (a) (b) (c) (d) (e) (f) The College recognises that a Sponsorship may be an arrangement with industry, a company or organisation that provides financial support to the College in exchange for value-neutral acknowledgement that neither endorses nor identifies a Sponsor's products or services. The College requires a Sponsorship agreement with the Sponsor, which reflects the purpose of the Sponsorship, the amount of the Sponsorship, and the agreed upon acknowledgment of the Sponsorship. The Sponsorship must comply with the Medical Technology Association of Australia (MTAA) Code of Practice. Sponsorships must be consistent with the College s strategic plan and mission. Sponsors are not involved in tactical execution of the Sponsored activity. The College must independently determine how to acknowledge the Sponsor in a valueneutral manner so as to not endorse or promote a Sponsor's product or service. 2.7 Digital Sponsorship In addition to the above College-wide principles, the following policies apply to Sponsorships on the College s websites: (a) (b) (c) Whenever possible and feasible, the College may seek sponsorship for the College website from a variety of supporters. It is understood, however, that occasions may arise where support from a single Sponsor of a specific area of the College website may occur. Special caution must be taken to ensure that in instances when single support is granted, no perception of conflict of interest exists and that acknowledgement of the support is reflected appropriately. All Sponsored support for electronic collections of articles, the College website content, and other types of online products will be acknowledged and clearly indicated on designated screens or via a link from the designated screen(s). Acknowledgement of support may link off-site to a commercial website. The College will not be responsible for the accuracy, currency and correctness of information provided by third parties. External information sources are outside the control of the College. A disclaimer must be published to indicate that the College accepts no responsibility for the accuracy, currency and correctness of information provided by third parties or on links to third party websites. 2.8 Transparency Professional autonomy, independence and commitment to the scientific method must be maintained in any relationship between the College and a sponsoring organisation. Sponsorships will be named and acknowledged. The terms and conditions of the activity or relationship should be transparent, because: (a) (b) Transparency promotes openness to scrutiny, serves to enhance accountability and discourages relationships or activities that could be considered problematic; and The principle is generally applicable, except in connection to matters related to competitive advantage, trade secret or where confidential terms have been agreed by the parties. 2.9 Compliance and Accountability 2.9.1 Processes must be in place to ensure that proposed and ongoing activities or relationships are appropriately reviewed for compliance with this policy and to ensure that accountability is maintained. 2.9.2 At the time of renewal, the College will review all sponsorship agreements to ensure compliance with this policy. 3. PROMOTIONS 3.1 Parameters for Promotions 3.1.1 From time to time the College will undertake promotional activity with professional societies and groups specialising in fields relating to both radiology and radiation oncology. These activities are by way of reciprocal advertising of educational meetings i.e. Annual Scientific Meetings and Congresses between the two parties. No promotional agreement may compromise or detract from the educational content or value of the activity. 3.1.2 These reciprocal promotional activities include but are not limited to: (a) Print Publications (b) Website Electronic Banners (c) Web tile advertisements (d) Promotional Flyers (e) Website Calendar Listing (f) Newsletter Listing (g) E-newsletters and Social Media (h) Complimentary Exhibition Space at respective Annual Scientific Meetings/Congresses 3.1.3 The College will not accept Promotions from: (a) tobacco companies; or (b) Businesses/individuals with reputations which the College in its absolute discretion determines may negatively impact the reputation of the College; (c) Companies which the College in its absolute discretion determines may jeopardise existing major Promotional arrangements for a particular activity (except with the agreement of the existing Promoter). 3.2 Promotions Process 3.2.1 Once a formal request for promotional/reciprocal advertising has been received, the College staff members will work with the Committee, Fellow, department or individual staff member to identify and evaluate prospects, to suggest solicitation approaches and to assist, as appropriate, in the solicitation process. The primary contact point between the College staff, Member/Fellow and professional society or group will be determined as soon as possible in each situation. If there is any uncertainty, all matters requiring clarification should be referred to the ASM Management Committee or the Board. 3.2.2 It is recognised that individuals, corporations, or other entities may initiate contact directly with Fellows and College staff. While individual Fellows and College Staff are encouraged to answer questions and to discuss promotional activities opportunities, those inquiries should be reported as soon as possible to the CM Portfolio Director and where possible directed to the CM Portfolio Director. This information is critical to the overall coordination of the College Promotion program. 3.2.3 Promotional agreements are developed within the College and agreed upon by the CM Portfolio Director in consultation with the ASM Organising Committee. In the event that the promotional agreement or part thereof is not fulfilled by the professional society or group, the College retains the right to cease all further promotional activities. 3.3 Promotions Principle The College recognises that a promotional activity may be an arrangement with an organisation that provides advertising opportunities to the College in exchange for reciprocal advertising that neither endorses nor identifies each other s products or services. 3.4 Compliance and Accountability Processes must be in place to ensure that proposed and ongoing activities or relationships are appropriately reviewed for compliance with this policy and to ensure that accountability is maintained. At the time of renewal, the College will review all promotions agreements to ensure compliance with this policy. 4. ADVERTISING 4.1 The College s principles for advertising are as follows: 4.1.1 Advertising content must be easily distinguished from editorial content. 4.1.2 Advertising shall not be intentionally placed or targeted to appear adjacent to editorial content that is relevant to the product or company of said advertisement. 4.1.3 Advertising is subject to review and the College reserves the right to refuse any advertising. 4.1.4 Advertising must comply with all applicable laws and regulations. 4.1.5 Acceptance of advertising is not an endorsement of any product or service by the College. 4.2 In addition to the above College-wide principles, the following policies apply to advertising on the College website: 4.2.1 College advertisements may appear as fixed banners or as rotating/rich media advertisements in dedicated locations throughout the website. 4.2.2 All advertisements will be marked to indicate they are an advertisement. 4.2.3 The College, in its sole discretion, retains the right to discontinue posting of any advertisement previously accepted. 4.2.4 The College will not accept advertisements that, in the sole opinion of the College, make unsubstantiated claims of therapeutic benefit for a particular product(s). The College may require an advertiser to provide valid, reliable scientific data to support any claims made in the advertisement. In addition, the College will not accept advertising in any form for any products or services known to be harmful to health (e.g. tobacco products). 4.2.5 The College website will not accept advertisements regarding pharmaceutical, biomaterials, or medical devices not cleared for marketing in Australia and New Zealand by the Therapeutic Goods Administration (TGA) or any successor body to the TGA. 4.2.6 The College website will not employ advertisements that automatically appear on top of or below the content the user intends to read and therefore must be deleted before or after the user views the reader's intended content (no automatic "pop-up" advertisements or ads that otherwise automatically occlude content). 5. Annual Scientific Meeting Newsletter The College publishes an Annual Scientific Meeting (ASM) newsletter that highlights some of the special events taking place during the meeting. It includes profiles of international and local speakers attending the meeting and details of the presentations they will be giving. It also provides information on important meetings, new events and social functions. A recent inclusion is a section to showcase exhibitor products and services. Limited advertising space is available in these newsletters, which are distributed to all registered delegates at the meeting. To place a banner ad, please send your image together with your website address to editor@ranzcr.edu.au, stating length of booking, where your banner is to appear (enewsletter or website) and contact details for invoicing. Images are acceptable in either JPEG or GIF format at 72 dpi. A maximum of four banner ads per month is permitted. Your banner will appear in the right-hand column and will be linked to your website.
