Climate Change Resilience Workshop IHA-World Bank meeting 13 November 2015 Philippe MEUNIER
CONTENTS Chapter 1 ENGIE and hydro production Chapter 2 Adaptation policy Chapter 3 Case studies
ENGIE : An hydro player in France and around the world A diversified mix and an international presence 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 3
Adaptation : guidelines Awareness : Better understand climate change impacts on ENGIE activities Re-inforce resilience of its industrial activities against more frequent extreme events Anticipate and innovate in regards to climate change Engage with stakeholders 4
Adaptation : Awareness Direct impacts from recent events such as droughts or floods help to reveal vulnerability and exposure of activities National or international adaptation dialogues are opportunities to gain awareness on the expected impacts of climate change Gain awareness of the benefits of adaptation 5
Case study : Jirau experiences from Floods in 2013/14 Impacts on the project, still under construction at that time, could be mitigated by increasing coffer dams and relocation of some equipment. Adaptation benefits for local society can be defined in three dimensions 1) Relocation of population into safe areas: 488 families were reallocated from vulnerable dwellings into safe areas. 2) Resilience of Infrastructure: Project related investments as well as compensation measures improved infrastructure in terms of roads and public services (hospitals, police & fire station; communication). 3) First response capacity: Spontaneous support to vital emergency activities such as aerial recognition and rescue, food packages and drinking water, heavy equipment to service roads, port and river crossing facilities as well as road repairs. Expansion of our Healthy Children Healthy Futures program with the NGO INMED to 11 schools and a total of more than 3000 Children. 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 6
Adaptation : resilience Assess and Improve resilience of ENGIE s industrial sites and activities Identify sites at water stress, draughts or flood risk Assess climate impact and confirm local climate/water related issues: Develop action plans Identify relevant adaptation areas 9/12/2013 Presentation title 7
Adaptation : anticipation Use of latest scientific data to explore new future climate scenarios Identification of breakthroughs, innovation and new business opportunities Analyzing potential impacts of future events IPCC climate projections for climate stressors Testing the likely recurrence of particular events Selection of a first set of thresholds Identify good practices 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 8
Case Study : UK Engage with stakeholders International Power UK participated a Working on generic climate related issues for the power generating companies covered by the Climate Change Act Benefits for UK companies: Identify relevant adaptation options Integrate adaptation measures within national action plan Provide policy recommendations Develop policy recommendations and actions that support national strategies 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 9
Case study : FR Explore the future The Compagnie Nationale du Rhône studied the impact of climate change on the availability and management of the Rhône s water resources in partnership with Météo France Credit photo : Electrabel / DAUWE Sophie The evolution of the monthly seasonality of Génissiat discharges between 1961-2000 and 2046-2065: Annual flows could be expected to drop by between 23% and 2.5%, with a median value of 10%, by 2050. Develop strategic partnerships on adaptation 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 10
Case study : US Combine additional benefits First Ligth hydro launched the Shoreline management project. The expected results consist in replacing seawalls for land protection with a more natural shoreline, benefiting biodiversity and protecting water quality. Integrate adaptation measures into business strategies 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 11
Case study : Estreito HPP Early alert system System for monitoring, operation and flood alert developed around the Estreito Hydropower Plant (1,087 MW Tocantins River) Civil Defense Flood Alerts Alert and Guidance to public services Preventive Programs Power Generation Estreito Hydropower Plant Operation and Maintenance Tractebel Monitoring Center for Climate & Hydrology System to collect, process and analyze data of own monitoring network Modell to project hydrologic evolution & floods Evaluation & definition of alerts Reservoir Operation Preventive or emergency relocation of population Environmental Monitoring of reservoir and surroundings 12
Conclusions Working together improves understanding among stakeholders Evidence is that good practices are starting to develop Use latest scientific information Continue improving operations Key issues to go further Be involved in bassin level planning and management International coordination 00/00/2015 PRESENTATION TITLE ( FOOTER CAN BE PERSONALIZED AS FOLLOW: INSERT / HEADER AND FOOTER") 13
