Helsinki Region Environmental Services Authority (HSY) Helsinki Region Environmental Services Authority (HSY) is the largest environmental body in Finland. HSY provides waste and water management services for the residents of the Helsinki metropolitan area. In addition, it produces regional information on, for example, air quality, climate change and housing. HSY has about 750 employees HSY was formed by consolidating the waterworks of Espoo, Helsinki, Kauniainen and Vantaa as well as the Helsinki Metropolitan Area Council's waste management and regional and environmental information services. HSY began its operations on 1 January Susanna Kankaanpää HSY
The larger picture: Helsinki Region - adaptation across municipal borders 14 municipalities + cross municipal organisations 1.3 milj inhabitants Transport and Environmental Services in Helsinki Metropolitan Area: HSY 4 cities: climate strategies, air quality, water and waste management HSL public transport in the Metropolitan area: 14 municipalities in transport system planning Uusimaa Region, 28 municipalities Helsingin Seutu 10 Kehyskuntaa Pääkaupunkiseutu 4 50 km 50 km Susanna Kankaanpää HSY

Climate Change Adaptation Strategy for the Helsinki Metropolitan Area A joint strategy of the Helsinki Region Environmental Services Authority (HSY) and the cities of the Helsinki Metropolitan Area Vision: Climate proof city we re building the future now Keywords of the strategy are: Regional Urban and built environment Risk assessment The targets are to identify impacts and risks of climate change in the region and to prepare for them and to extrenal events; and to enhance the adaptive capacity of the cities The central issues are: Co-operation between cities and sectors Cross-border impacts and measures The strategy work is co-ordinated by HSY and supported by two projects: Life + co-financed Julia 2030 and BSR BaltCICA Time table Susanna Kankaanpää HSY
The cities are preparing for consequences of weather and climate: River and storm water floods Sudden sea level rise because of storms Forest and terrain fires The future climate, however, can be different and more unpredictable: ԟ Warmer summers and more hot days ԟ Warmer and wetter winters ԟ Less snow and ice ԟ More rain and heavy rains ԟ Very cold winters and lots of snow still, but more seldom ԟ Two or more events happening at the same time Susanna Kankaanpää HSY

Circulation of the Draft Strategy ( ) for comments and public consultation ongoing Circulation of the draft strategy for comments in February - May 2011 Comments have been requested from the four HMA cities and other stakeholders (about 75 organisations) including Other municipalities of the larger Helsinki Region Municipal and regional co-operation organisations Regional authorities: Province of Uusimaa, Centre for Economic Development, Transport and Environment Ministries Research Insitutes NGOs Private sector Seminar on adaptation to present the issue and strategy to the commenting organisations and other stakeholders Web based public consultation Susanna Kankaanpää HSY
So far little feedback from the public Why?tSoulevaa? Susanna Kankaanpää HSY
Adaptation work is progressing also at national, regional and local levels National strategy will be updated Regional and also some local (municipal) strategies are being prepared Implementation of the Flood directive: Proposals for the areas of significant flood risk In the municipalites, climate work is starting to be mainstreamed and is becoming part of everyday work However, in the era of uncertainties, decision makers are cautios in making large and costly deciosons Susanna Kankaanpää HSY

Timetable 2011 Assessment of costs of adaptation 2011 Commenting of the draft strategy in spring of 2011 Strategy revised in summer 2011 Strategy finalised in autumn 2011 Board of HSY in December 2011 Approval process in the cities in Communication Monitoring Susanna Kankaanpää HSY
Assessment of costs of adaptation Case studies: Flood protection in existing built areas Building of coastal areas: new building areas Building of houses Storm water management solutions in new building areas Green areas Building of infrastructure Recreation Health Susanna Kankaanpää HSY
Implementation of the strategy and coordination with the other actors The decision makers play a key role in implementation A useful and relevant strategy gets implemented easier; it should also provide means of coping with current climate variability How to enhance mainstreaming of adaptation into existing policies and plans? How to feed in the newest and updated scientific information into the adaptation strategy and implementation processes? How to communicate adaptation to the citizens? Adaptation is a multi- and cross sectoral process and excercise co-operation between different sectors and administrative units and levels is essential Susanna Kankaanpää HSY
