THE INTERNATIONAL CENTER FOR CLIMATE GOVERNANCE The International Center for Climate Governance (ICCG) is a joint initiative of the Fondazione Eni Enrico Mattei (FEEM) and the Fondazione Giorgio Cini, which focuses its research activities on the design of climate policy and related governing institutions ICCG gathers researchers in economics and political sciences who explore the interdependencies between the economic, social, cultural, religious and political aspects of climate governance ICCG s aim is to involve various stakeholders into a dialogue that will evolve into concrete policy proposals in the field of climate change mitigation and adaptation through various events 3

7 4. WHAT IS A THINK TANK? DEFINITONS Organisation engaged on a regular basis in research and advocacy on any matter related to public policy. Think tanks are the bridge between knowledge and power in modern democracies (UNDP, 2003). Any organisation undertaking technical and scientific research to support policy related analysis (McGann, 2005). AMBIGUITY OF THE DEFINITIONS A think tank is an independent research organisation engaged on a regular basis in studying a particular issue in order to develop a broad range of policy solutions, actively seeking to educate, advise or to influence relevant policy makers at both governmental and non governmental (business) levels. 7
8 4. WHAT IS A THINK TANK? OUR CRITERIA 1. It must conduct both research and dissemination activities 2. The final objective of its activities must be a practical solution, not the simple definition of a problem 3. Policy makers and experts must be its main targets. The general public must be involved only as a means to influence policy makers 4. Its projects and partners list must be updated and well defined 5. Its activities must be focused on climate change governance 8
9 4. WHAT IS A THINK TANK? REFINING THE DEFINITION Assessing a think tank s independence A think tank can be considered independent when: it has the capacity to choose its own path it conducts its research activities autonomously (Mendizabal, 2011) Different entities can be qualified as think tanks different composition and actitvities university affiliated think tanks (14%) many think tanks describe themselves as research organisations, research centres or research institutes. There are even some research networks (6%) and research NGOs (5%) 9
