Prior to his appointment, he was the Undersecretary of Defense for Policy, Planning and Special Concerns; Undersecretary for Operations and Head Executive Assistant to the Secretary of National Defense. Additionally, he was given functional supervision of the National Defense College of the Philippines (NDCP). He assisted the SND in Defense and International Policies, Maritime Security and Coast Watch South and in the Multi Capability Assessment, Planning and Execution System (MYCAPES). Usec Santos is a Year member of the Strategic Studies Group (SSG) of the National Defense College of the Philippines. NESTOR N PILAR PhD Public Administration, University of Southern California npilar@ndcp.edu.ph DR NESTOR N PILAR was the Vice President for Academic Affairs of the National Defense College of the Philippines. Prior to his appointment at NDCP, he held various directorial positions at the U.P. National College of Public Administration and Governance with major functions of teaching, training, research and management of academic programs. Later, he became Dean of the University of the Philippines, College of Manila. His expertise on curriculum design is very notable particularly on Management Programs offering degrees in educational management and public administration. Dr Pilar held consultancies on various governmental agencies such as the Office of the President, Department of Foreign Affairs, Supreme Court, UP Law Center and Popcom. He is currently the Chairman of the Academic Board and member of the Strategic Studies Group (SSG) of the National Defense College of the Philippines.

He is an Adjunct Fellow at the Institute for International Policy, University of Washington. For three years, he was the Regional Director of the Asia Program, International Center for Economic Growth at San Francisco, California, USA. His expertise has given him opportunities to be hired as Consultant, Team Leader and Project Manager on various research studies sponsored by international organizations such as ADB, JICA and UNESCAP. Research topics include: Trade Facilitation, FDI Flows, WTO, APEC Liberalization, Globalization and ASEAN Economic Cooperation. His studies were presented in various international symposia in countries such as, Japan, Thailand, France, Canada, Europe and USA. Dr Alburo is a new member of the Academic Board and Module Director of the Economics Dimension of the MNSA Program of the National Defense College of the Philippines. ROSARIO G MANALO MA International Studies & Diplomacy, Long Island University, New York, USA MA Public Administration, University of the Philippines BA Foreign Service, Law, Jurisprudence, University of the Philippines ambrgmanalo@yahoo.com AMBASSADOR ROSARIO GONZALEZ MANALO is a retired diplomat who served in various capacities during her 40 years of diplomatic career, among them: Director General of the ASEAN Philippines, Secretary General for UNESCO National Commission of the Philippines and as Philippine Ambassador to the United Kingdom of Sweden, Norway, Denmark, Finland, Estonia, Latvia, Lithuania, France, Portugal, Belgium, Luxembourg and to the European Economic Community (EEC) and UNESCO, in Paris. She has been sent as Special Envoy in various bilateral negotiations such as UN, APEC, EC, ASEAN, Feleac and to Latin American countries. She is well noted for her role in drafting the ASEAN Charter. Currently, Ambassador Manalo lectures in various academic institutions on subjects as Consular and Diplomatic Affairs, Public Relations, International Relations and World Politics. She is a Fellow of the Strategic Studies Group (SSG) of the National Defense College of the Philippines, Department of National Defense, and is a lecturer of the Foreign Service Institute, DFA. She has been recently appointed the Philippine Governor to the Board of Governors of the Asia Europe Foundation in Singapore.

AMELIA C ANCOG Doctor of Public Administration, University of the Philippines Diliman Bachelor of Laws, University of Philippines arancog@pacific.net.ph DR AMELIA C ANCOG served as President of the National Research Council of the Philippines and Secretary of the Science and Technology Coordinating Council. She was Undersecretary of the Department of Science and Technology. She served as Director of the Institute of Statistics, UNESCO and the Board of Science Council of Asia. She was Associate Professor of Law in the University of the Philippines and Fellow of the Development Academy of the Philippines. She has written articles and papers on science and technology policy, gender, intellectual property rights and public administration which were published in professional and international journals. ELIZABETH R VENTURA PhD, MA, BA Psychology, University of Philippines Diliman DR ELIZABETH R VENTURA is, at present, Professor of Psychology and Chairperson of the UP Department of Psychology. She has served as Temporary Adviser to both WHO and UNICEF in connection with developing research agendas in Italy, Geneva and Fiji. She has served UP as Dean of the College of Social Sciences and Philosophy and before that as Director of the Office of Admissions. She has served as President of the Philippine Association for the Gifted, Chairperson of the Social Science Division of the National Research Council of the Philippines. At present, she is President of the Pi Gamma Mu International Social Science Honor Society and is a member of the Philippine Health Research Ethics Board. Her research and publications are in the areas of developmental psychology, health psychology, psychological measurement and assessment. She has been recognized by the National Research Council of the Philippines for her researches through the NRCP Achievement Award (2007). The Psychological Association of the Philippines as Outstanding Psychologist (2002) and the Samahan sa Sikolohiyang Pilipino for her pioneering work in health Psychology and Child Psychology (1983).

ROQUE A MAGNO Master in National Security Administration, NDCP MA Town and Country Planning, University of Sydney, Australia BS Geodetic Engineering, University of the Philippines roque_magno@yahoo.com ENGR ROQUE MAGNO is a Professorial Lecturer at the School of Urban and Regional Planning at the University of the Philippines. He has served the government in various capacities, such as Assistant Secretary of the Department of Environment and Natural Resources (DENR); Deputy Assistant Minister of the Ministry of Human Settlements (MHS); Fellow/Program Director of the Development Academy of the Philippines (DAP), and Commissioner for Planning of the Housing and Land Use Regulatory Board (HLURB). He is also a reserve Lt. Col. of the Philippine Air Force, AFP. He has traveled extensively around the world representing the country as speaker, resource person and participant in international conferences in the fields of urban and regional planning; housing and urban development; remote sensing; land use planning and management and human settlements and environment. In June 2006, he was recognized the most outstanding professional in the field of Environmental Planning by the Professional Regulation Commission (PRC). AMARYLLIS TIGLAO-TORRES BA, MA, PhD Psychology, University of the Philippines Diliman DR AMARYLLIS TIGLAO TORRES is currently Professor 12 and Dean of the College of Social Work and Community Development, University of the Philippines Diliman. She is also an Affiliate Faculty, Department of Women and Development Studies, CSWCD. Her fields of specialization are: community development; women s studies; gender responsive development planning; child labor; Philippine social psychology; social development research and participatory strategies; and, monitoring and evaluation systems. She has produced voluminous body of scholarly work spanning international, web based and local publications, the most recent of which includes Eradicating child labor: Country wide case studies, Philippines A Focus on partnerships as part of a compendium on Child Labour: A Public Health Perspective published by Oxford University Press in 2010. Dr Torres was a visiting professor, Institute of Gender Studies, Ochanomizu University in Tokyo; and participant in the US Visitor Programme on American Studies, among others. She was awarded the Bienvenido A Tan Sr Diamond Jubillee Professorial Chair of Women and Development Studies, and UP Diamond Jubilee Professorial Chair in Community and Development Studies.

SEGUNDO JOAQUIN ECLAR ROMERO JR MA, PhD Political Science, University of the Philippines Diliman doyromero@yahoo.com DR SEGUNDO E ROMERO is a fellow of the National Defense College of the Philippines. He served as Program Director of the Innovations for the Base of the Pyramid (IBoP) Asia Program of the Ateneo School of Government, Professorial Lecturer in Political Science and Development Studies, La Salle University. He served as Executive Vice President of the Development Academy of the Philippines and Dean of its Graduate School of Public and Development Management from 2002 2005. He was also a Professor of Political Science at the University of the Philippines from 1978 to 2001. He was awarded a Graduate Certificate in Corruption Studies by the School for Professional and Continuing Education of Hong Kong University (HKU SPACE) in September 2005. Moreover, he was a Visiting Scholar at the Institute for International Studies, Columbia University from 1987 1988 and Rotary Graduate Fellow at Northwestern University from 194 1975. Dr Romero edited the book Forging Local E Government Ventures (2006) and the Corruption Prevention Course Teaching Guides: Modules 1 5 (2008). He authored the module on Understanding Campaign Finance (2011) and the book Challenges and Lessons in Organizing Local Service Delivery Associations: The Case of Water (2006).
