BIOGRAPHICAL STATEMENT Prof. Roseline September is presently a Chief Director in the Department of Social Development since November She joined the public service in 2011 as Chief Director, Monitoring and Evaluation in the Department of Women Children and People with Disabilities (DWCPD) where a primary focus of her work has been on the developed of an M&E Framework for women, children and people with disabilities. Before this, she was the head of the Department of Social Work at the University of the Western Cape and the Director of the Research Institute for Child and Family Development. Professor September started her professional career as a social worker in the government sector. She joined the University of the Western Cape s Social Work Department for the first time in 1979 until 1986 and became the Director Residential Care at Child Welfare Society Cape Town. She completed post graduate studies in Programme Planning and Evaluation at Cornell University (USA) in 1991 and the University of the Western Cape in As an academic and teacher, she conducted research and supervised students and professionals in the areas of social policy, research, monitoring and evaluation with special focus on social welfare, poverty, child welfare, early childhood development, youth development and child protection. Her research and practice focus are driven by a passion to promote and facilitate this nexus as an instrument for transformation, social change and social justice. During 2007 to 2009 Prof. September was seconded from the University of the Western Cape to head UNICEF s Parliamentary Office in Cape Town. This programme focused on strengthening the oversight role of parliamentarians in relation to woman and children. She was head of the Department of Social Work at UWC until she joined government in As an expert on social welfare policy and development, she consistently contributes to processes of social policy review and development. Since the birth of South Africa s democratic state she served in a number of national and provincial transformation task teams. These include for example, various ANC social policy task teams, the National White Paper on Social Welfare and a number of law reform processes with the SA Law Review Commission, e.g. the Children s Act and the Sexual offences Act. She was appointed by the then President of South Africa and also the Minister of Finance on high level task teams to review and make recommendations on the transformation processes. She served as the chairperson of the National Development Agency. Prof. September serve/served on the boards of international and national institutions and organizations. Examples are: Vice President of Child Watch International; The AfricaWide Movement for Children; The United Nation s Committee on the Rights of 2

3 the Child: Focal Point on Commercial Sexual Exploitation of Children and the International Society on Well-being Indictors. She consulted nationally and internationally and served as an advisor and expert on a number of task teams commissioned by government Ministers and departments, NGO s and international organizations. She has lead national level inter and intra-sectoral task teams involving both government and non-government stakeholders. Her work on the development of a National Strategy on Child Abuse and Exploitation and review of protocols for the multi-disciplinary management of child abuse is as an important example of strategic cooperation between government, NGO s and donors. She conducted commissioned research for UNICEF, SAVE, The Office on the Rights of the Child in the Presidency, government departments, the Finance and Fiscal Commission, The African Child policy Forum and the HSRC. She served as rapporteur for the Southern African regional consultation on the UN Study on Violence against Children. Her work and partnership with the African Child Policy Forum (ACPF) is especially relevant. Here she participated and served as rapporteur for Conferences and dialogues on the status of children in Africa. She was responsible for preparing South Africa s Country report to the African Union s Expert Committee on the Rights and Welfare of the Child. Through this and her work with the ACPF she engages regularly with the work of the latter Committee. Roseline September s management experience, leadership, project management and organizational development skills are often sought after especially for change/project management and problem solving assignments. She has successfully managed a number of long-term and short-term programmes and projects for government and civil society organizations. One of Prof. September s greatest strengths is her polished people skills and her ability to convene, inspire and motivate diverse audiences. 2. FORMAL EDUCATION University of the Western Cape.
